The Role of Institutions in Non-State Armed Groups' Governance: The Case of EPLF

This diploma thesis deals with one of the aspects of armed groups' governance, namely the institutions that are created or used by armed groups and the role these institutions play in the military-civilian relations. The case study chosen is the Eritrean People's Liberation Front. This armed group was formed in 1973 in the context of the struggle for Eritrea's independence, and in the next decades it created a management system that included taxation, political committees, education, health care, and dispute settlement mechanisms. After the establishment of independent Eritrea in 1993, ELOF evolved into the People's Front for Democracy and Justice, which still remains a ruling Eritrean political party. The primary aim of the thesis is to answer the question of the role played by institutions created by non-state armed groups in building their relations with the civilian population. He is also marginally devoted to the development of Eritrea after independence.
Insurgent Governance Systems: The Effectiveness of the Taliban and the Islamic State

The master's thesis Insurgent Governance Systems: The Effectiveness of the Talban and the Islamic State is a qualitative comparative analysis of Islamic Jihadist rebel governance systems in the cases of the Islamic State and the Taliban. Using Mampilly's framework for effective rebel governance systems, I analyze the various factors, stemming from 'below', 'within', and 'above' that negatively and positively affect an insurgent government, its leadership, and the civilians that dynamically interact with the rebels. This thesis' aim is three part. First, it aims to show that variations between conventional rebel governments and Islamic Jihadist governance systems do exist. Second, that variation also exists between different Islamic Jihadist rebel governments, and that the challenges and opportunities presented by civilians and international actors are dealt with differently. Third, that the effectiveness of these rebel organizations is dependent on the factors presented by Mampilly, yet is not static as effectiveness of a rebel governance system changes throughout a conflict. Evaluation of strategic planning by addressing public in forum planning

This thesis focuses on communication of strategic planning of municipalities in the Czech Republic. Communication is viewed from the position of the authors of media messages. The author demonstrates firstly the importance of the level of information awareness as a prerequisite for citizens' participation in formulating public policies and places the issue of participation in the concept of governance. On the basis of media analysis the data from 1996 to 2014 and five main criteria, from which relies for further data interpretation in connection with the strategic plans of cities and municipalities, author identifies major trends in communicating the topic in the media. The main question for this thesis is: What is the experience with communication of strategic plans of municipalities and cities of the Czech Republic in the media? This question evokes another sub- questions, which in the context of media analysis will need to be answered. How are the strategic plans called in the media? How are they explained to the public? Regulatory Energy Institutions in Latin America

This study intends to illustrate the crystallization and historical and institutional evolution of regulatory energy institutions in Latin America at the time, when regulation became one of the most important pillars of modern governance. The progressive formation of these institutions tends to redefine the role of the state in regulatory policy. The purpose of this study is to give an overview, through a comparative analysis of seventeen regulatory energy institutions in thirteen countries in Latin America, of the heterogeneity in the process of institutionalization of these organizations, with the aim of pointing out the possible risks resulting from the loss of control of their functioning.
The Magnitude of Governance in Addressing HIV/AIDS Problems in Ethiopia

This case study seeks to understand the scope of governance in addressing HIV/AIDS issues in Ethiopia by making use of HIV/AIDS partnership forums that exist in the country. All individuals representing the government sector, the NGO sector, the for profit sector and HIV/AIDS Prevention and Control Office (HAPCO) both at the national level and in the three regions namely Oromia Region, Southern Nations, Nationalities, and Peoples' Region (SNNPR) and Addis Ababa have been interviewed. Additional data were gathered using a PARTNER tool survey and also relevant documents have been analyzed. The social capital and governance theories create a framework where actors enjoy partnerships and use the benefits in both policy making and implementation. With the help of a problem tree and thematic analysis the study describes the causal effect relationship of the factors affecting partnerships and their ultimate consequence in maximizing social capital and governance. Accordingly, the thesis identifies the specific effects of the 2009 law on partnership endeavors in particular and HIV/AIDS policy implementation in general. Moreover, the study points out the existence of insufficient partnership in both decision making and policy implementation.
Socialistic complaints as an instrument of governance and remedy - Beroun district in the second half of the 80s.

The diploma thesis deals with finding an answer to how socialistic complaints worked as an instrument of remedy and also as an instrument of governance. It proceeds from the theory of Albert O. Hirschman that explains strategies of solution in the area of firms, organizations and states and that also includes complaining. The other theoretical sources are the theory of bureaucratic organizations of Michel Crozier and Michel Foucault's conception of power and discipline. The issues of complaining are put into period context in the diploma thesis and it is supplemented about a brief elucidation of ruling manners considering the district level. The empirical part is based on qualitative and quantitative content analysis of complaints that were solved by the leading secretary at the District Committee of the Communist Party of Czechoslovakia in Beroun from 1985 till 1989. It is not only focused on a survey of complaints but also interprets the procedures of solving that are related to the chosen theoretical findings. The thesis also explains the relationship between the communist party and its critics with their objections and the relationship between the party and people that were criticized in the complaints.
Good Governance in Theory and Practice

This master's thesis offers comprehensive perspective of good governance concept in a theoretical level as well as from a practical point of view with emphasis on the Czech Republic. The objective of the thesis is to investigate the theoretical background of the good governance concept and its basic principles, focused on dealing with the concept in the Czech Republic. The work also provides the assessment of the critical points associated with the good governance concept implementation and attempts to provide the possible solutions to eliminate these points. Thirteen research interviews were conducted with the public administration staff members and the leading experts in the field to analyze the current state of good governance in the Czech Republic. Thematic analysis was utilized for this purpose and results have shown that good governance is not broadly applied yet. Besides the apparent issues such as problems with human resources, communication, politicization of public administration, departmentalism or absence of long-term vision, the key obstacle to implementation of the good governance concept in the Czech Republic seems to be low level of cultural and social standards.
Citizens participation in the town life on a case study in Mnichovice

The civic participation is an active approach of the citizen who has possibility of using more or less formalized tools to influence public affairs. This diploma thesis "Citizens participation in the town life on a case study in Mnichovice" will deal with civic participation in a small town close to Prague - Mnichovice. The level of participation will be analyzed by the OECD (information, consultation, active participation) town hall uses, what factors influence participation rates, what motivates people to engage in participation and what discourages vice versa and which particular forms of cooperation with citizens are effective for local public administration. The theoretical part of this diploma thesis deals with the historical development of civil participation in decision making processes, analyzes legislation of the Czech Republic to describe the theoretical participation and engagement in different types of participation in the various approaches and finally explores options of participation in a small town with 3200 residents, which is located in the suburbia of Prague, 30 km south-east from the center of the capitol city.
