Analysis of operation of data boxes in public administration at the example of the CSSA

This work deals with the operation of Data Boxes in relation to public institutions, namely the Czech Social Security Administration. The introduction is devoted to a summary of the historical development of Data Boxes and description of the basic rules for using the Information System of Data Boxes. There is a mention of the role of Data Boxes in the Czech eGovernment and its relationship to the other elements. Finally, there are listed and briefly discussed the basic legislation with the problems related to Data Boxes. The next part deals with analysis of the situation in the Czech Social Security Administration in the sphere of Data Boxes. It describes situation in the delivery of documents before commissioning of Data Boxes and the situation occured after their commissioning. Follows the comparision of this periods and the evaluation the impact of the introduction of Data Boxes for the operation of Czech Social Security Administration. The final part of the work focuses the analysis of the problems arising from the Czech Social Security Administration in connection with the operation of Data Boxes and suggests possible options for addressing these problems.
Analysis and comparison of processes of physical and digital document processing in office administration

The aim of this work is to analyze the processes of physical and digital document processing in the Czech telecommunication officeat the headquarters in Prague. After that process physical and digital document processing compare. Subsequently, some physicalprocesses and digital processing to measure. Data obtained from measurements for the evaluation and describe where it is possible to improve the processing of documents. Czech Telecommunication Office uses in its activities both forms of processing documents. It would be good to focus on comparing the processes of both forms of processing documents. And then measure where and in what ways, brings the digital document processing improvement over a physical handling of documents. The work is divided into six parts. The first part contains an introduction to the topic of work, job description of the structure and description of information resources. The second part deals with the description of the Czech Telecommunications Office and the description of physical processes and digital document processing in the Czech Telecommunication Office. The third part describes the theoretical work of processing documents and adds access to the Czech Telecommunication Office. The fourth part deals with the comparison process. The fifth section contains some measurement processes and their evaluation. The sixth part is concluded with a summary of the whole work and then describing the possibilities for improvement of processing documents.
The impact of changes in legislation on managment of filing service

This work covers the implementation of filing service in a municipal office and compares the real, current state with current legislation demands. The work is divided into 2 parts. The first part provides basic information about a selected municipal office and the character of currently used information system for filing service. Next this part describes individual activities being carried out in order to provide filing service and analyzes the life cycle of documents being processed in the municipal office. The second part of this work identifies significant changes in legislation, which influence individual activities of filing service. This enumeration serves as a basis for change proposals leading to the removal of flaws in processes as well as confusion in filing service managment in the municipal office. The main output of optimisation of filing service is altering the filing service managment according to the current filing service order in order to be in agreement with current legislation and the Ministry of Internal Affairs regulation.
Analysis of processes after the introduction of data boxes in the Ministry of Industry and Trade

The aim of this Bachelor thesis is to summarize the legislative and implementation (realization) changes in Data box information system, point to the most consequential issues (problems) that follow this system. Furthermore it builds on Ing. Ovesný 's Diploma thesis by the process comparison of the receiving and despatching documents and by making the analysis on the selected authority's post processing. The Analysis is implemented on Ministry of Industry and Trade of the Czech Republic.
Electronic Communication between Tax Administration and Tax Entity

The topic chosen for my bachelor work will be "electronic communication between tax administration and tax entity". In theoretical part, I would like to outline the basic concepts related to this form of communication. I would like to introduce development and especially I would like to mention forms of this electronic communication. The work will be most focused on two forms of electronic communication, data boxes and electronic filing. In the practical part, I would like to introduce how these two services are used and I would tried to show in detail the whole process for filling tax returns. I would like to give a clear summary of the two named services with their advantages and disadvantages. Primarily, the work will based on own experiences, then I contact other users of electronic communications (mainly through questionnaires) and the next source of information will be for me the local tax office. The work should be written in simple and understandable manner, so that it could help those tax entities, who until now have no information for this issue.
Analysis of changes of the post office caused by the introduction of data boxes

The thesis is focused on post office business processes that were established along with the creation of data boxes. The main aim of thesis is to analyze these processes, present them graphically in the form of process diagrams and find their weaknesses. The secondary goal is analysis of the personal changes in the office and the financial cost study, which will show what kind of entities would save the most by using data boxes, how much would they save and for whom is their usage most beneficial. At the beginning of this thesis, the reader is apprised of the data boxes information system, its advantages over the traditional postal consignment and for whom the system is intended for. In the main part are analyzed the individual processes as they are actually performed in practice. The final section covers the cost of data messages for different types of entities, including insight into future years.
ICT in public administration

This bachelor thesis is devoted to eGovernment in Czech Republic with a major focus on project of data boxes. In the first part I compare some of the selected electronic services of eGovernment in EU countries with analysis of level that was reached. This includes clarification of the Czech Republic's position in the ranking of EU countries in meeting of computerization services. The second part is already dedicated to the situation of implementing data boxes in Czech Republic. My purpose is to introduce large and significant project for the computerization of public administration. I want to refer the legal aspects and risks associated with data boxes, problems with their implementation but also evaluate the benefits of this project. The last part is about the situation in the Slovak eGovernment and possible visions for the future. The most important of this part will be the analysis of every possible risks that could jeopardize the implementation of data boxes in Slovakia. I want to focus on legislative aspects of the eGovernment and also the situation after that act was applied.
The issue of electronic communications between clients and social security authorities.

The bachelor thesis is focused on electronic communication between clients and social security bodies. It surveys the electronic services provided, describes the functioning principles and monitors utilization of the services by the clients. The objective of the bachelor thesis is to ascertain the current level of electronic communication between social security bodies and their clients. The attention is given to correct utilization of individual electronic services by the clients. The theoretical part characterizes the electronic services provided by social security bodies and thier embodiment in legal regulations. It also describes the terms most frequently used in the concerned issue. On the basis of the content analysis of the statistical data, the practical part analyses the obtained data and draws attention to the strengths and the weaknesses of the electronic services provided, with regard to the current state of the information and computer literacy of clients of social security bodies. Using common examples from practice, the basic procedures of establishing and using electronic services are described. The thesis is concluded with the results specifying certain problematic issues that may discourage a client establishing electronic communication with social security bodies from its further use. The thesis also points out to the diverse degrees of utilization of individual electronic services provided by social security bodies.
Measuring the effectiveness of the introduction of data boxes

This work addresses the issue of data boxes information system, which supports electronic communication between public authorities and other bodies. Aim of the work is to identify measure and evaluate the effectiveness of the data boxes at selected public authorities when processing received and sent documents. The effectiveness is detected by using the proposed metrics and also based on the analysis conducted in order to examine the processing of documents at selected institutions. The effectiveness of data boxes is being researched at the Municipal Office Dub nad Moravou and the Czech Agriculture and Food Inspection Authority. The information needed for the process analysis and the data required for evaluating the effectiveness of the implementation of the proposed metrics were obtained from the staff of those institutions. The work is divided into four parts. The first part is a thorough description of the data boxes information system. The functionality, use, technical solutions and legislations of data boxes are described based on available information. The second part focuses on the description and analysis of selected public authorities and on the way they process received and outgoing mail. In the third part of the work appropriate metrics to assess the effectiveness of the data boxes are proposed, followed by implementation of two-phase measurements. In the fourth section the effectiveness of the data boxes is evaluated based on the measurements conducted at selected public authorities. The main contribution of this work is that it will be the first evaluation of the effectiveness of the data boxes in selected subjects approximately one month after the official launch. Another benefit is the proposal of process for the evaluation of the effectiveness of a very specific new information system within the body and a comprehensive description of the data boxes information system.
