Regulation of GMOs in the European Union

The focal point of this thesis is the regulation of genetically modified organisms in the European Union. The objective of the thesis is to provide an overview and analysis of the legal framework governing the deliberate release into the environment and placing on the market of genetically modified organisms as well as the issue of genetically modified food and feed. Another aim of the thesis is to suggest necessary modifications of the legal framework based on the analysis. The first part discusses the nature and examines the extent of the use of genetic modification and the characteristics and possibilities of genetically modified organisms while keeping in mind their potential as well as the danger to human health and the environment they might pose. The second part inquires into the regulation of genetically modified organisms as such, compares the basic principles laid down therein with the state of scientific knowledge of genetically modified organisms, assesses their adequacy and suggests amendments that would be appropriate to adopt.
The sector determination of emergency plan for ČEPRO, Corp. - store Včelná, by act No. 59/2006 Sb., about the prevention of hard accidents.

ABSTRACT For my diploma thesis I have chosen a topic focusing on the setting of the zone of emergency planning in accordance with Act No. 59/2006 on prevention of major accidents, for the facility of ČEPRO Inc., the storage area of Včelná. The topic has been chosen for several reasons {--} I consider it interesting, and I am convinced that it is absolutely essential to create a zone of emergency planning for the above mentioned complex. A major accident is defined under Act 59/2006 of Collection, on prevention of major accidents, as an extraordinary, partly or completely unmanageable, terminable and spatially limited event, for example a major leakage, fire or explosion, which has already appeared or whose occurrence is imminent in connection with using the venue or facility in which a dangerous substance is produced, processed, prepared or stored, and which leads to a major jeopardy or to a major impact upon life and health of people, livestock and environment or financial damage. The first part of the diploma thesis presents the legislation concerning the setting the zone of emergency planning. Furthermore, the legislation concerning the issue in selected countries of the European Union is mentioned. The description of the storage facility belonging to the company ČEPRO Inc. in Včelná in the town of České Budějovice follows. The second part of the thesis focuses on the setting of the zone of emergency planning for the ČEPRO company in Včelná, and the evaluation of the questionnaires submitted to residents living in the surroundings of this storage facility. The discussion of the issues given above is presented in the third part of the diploma thesis. The following hypotheses were set and analysed {--} whether the emergency plan for the ČEPRO Inc. in Včelná is sufficiently elaborated and whether the residents living in the surroundings of ČEPRO have become sufficiently familiar with a potential danger.
Assessment of the health hazard pertaining to the selected working conditions concerning manufacture of concrete-based products in the selected manufacturing plant

In the working environment relating to the manufacture of concrete-based products there are many risk factors that may have a negative impact of the health condition of the employees. Among the most significant factors affecting the organism of every employee involved in the manufacture of concrete-based products there are in particular noise, physical strain, operating position and vibrations. Among these most significant factors, I have concentrated on noise and vibrations in the selected manufacturing plant as the plant was equipped with a new automatic machine where everything is controlled and performed by means of controls and where physical strain or unacceptable working conditions are nearly missing. In the theoretical part of the thesis, I focused on the assessment of health hazard and the relating aspects concerning noise and vibrations and the effect thereof on human organism. The goal of the thesis was to formulate a hypothesis concerning the area of assessment of health hazards pertaining to the selected factors present in the working environment closely related to the working conditions attributable to the manufacture of concrete-based products in the selected manufacturing plant. Three hypotheses were formulated, the assessment of health hazards pertaining to factors relating to the working conditions concerned was performed, the works were classified into the categories prescribed by the applicable legal regulations and the precautionary measures aiming at the protection of the employees at work were proposed. The thesis was based on the application of a qualitative survey, using in particular the secondary data analysis methodology compiling study of specialist information sources, the applicable laws and by-laws and relevant reports. The values obtained by measurement were processed and subsequently compared with the sanitary limits prescribed by the applicable legal regulations. The hypotheses have been proven due to this methodology and the goals have been achieved. It has been confirmed that values exceeding limits imposed by the applicable legal regulations are present in the manufacturing plant concerned. Noise seems to be a more significant risk factor than vibrations here and the proposed precautionary measures should eliminate damage to health of the employees due to the effect of the working conditions concerned. In practice, this thesis can serve for the purpose of improvement of awareness in the area of health hazard arising from working conditions pertaining to manufacture of concrete-based products and improvement of efficiency of the precautionary measures taken.

This thesis deals with the internal control concept according to the COSO Integrated Framework for Internal Controls. Internal control definition, objectives and components are reviewed and commented. The emphasis is put on the auditor's understanding the entity's internal control and his responsibility to identify and assess the risk of material misstatement in the financial statements.
