Bejčková, Pavla ; Žákovská, Karolina (advisor) ; Sobotka, Michal (referee)
- Access to Justice in Environmental Matters Access to justice in environmental matters is a relatively new environmental law institute which enables the members of public to contest administrative acts and omissions of both administrative authorities and individuals in front of an independent and impartial authority. A break through international law document which addressed the issue of access to justice in environmental matters was the so-called Aarhus Convention adopted in 1998. The Aarhus Convention is a binding environmental treaty that requires its signatories to grant citizens in their respective countries access to environmental information, participation in decision-making in environmental matters and judicial redress where the two previous rights or other environmental law have been violated. The idea behind the Convention is that involving citizens in protecting the environment will improve environmental protection as they often have a keen interest and decisions in the environmental field directly affect their quality of life. By now the Convention has been ratified by 44 parties, including the EU. Therefore, the obligation of the Czech Republic to ensure that its national legislation provides citizens the right to challenge acts in breach of environmental law in courts arises not only...

Factorizace 2-D polynom
Ježek, Jan ; Zezula, P.
Many algorithms are solving the problem of 1-D factorization. One of them was used and generalized to 2-D. This simple step brings new different difficulties up. Nevertheless, by no means could be the matter of 2-D factorization announced as completely investigated. Just a case with explicitly defined causality in both variables is offered in this paper. The numerical implementation of the algorithm below is the matter of ongoing labor.

Veselý, Jan ; Smolík, Petr (advisor) ; Zoulík, František (referee)
61 Resumé Arbitration Proceedings in the Czech Republic Arbitration proceedings represent an out-of-court method of settlement of property disputes. It allows the parties that their dispute can be heard and decided before arbitrators or a permanent arbitration court. The basic characteristic features of the arbitration proceedings consist in particular in their promptness, certain informality and in the fact that the dispute is heard and decided in a single instance. The result of the arbitration proceedings consists usually in rendering an arbitral award having the effect of a final and conclusive judicial decision granted by the law. The basic legal regulation of the arbitration proceedings in the Czech Republic is provided by Act No. 216/1994 Coll., on Arbitration and Enforcement of Arbitral awards ("Arbitration Act"). Only property-related disputes may be heard and decided in the arbitration proceedings, namely provided that such a dispute would otherwise fall within the jurisdiction of the courts of general jurisdiction and that the parties could resolve the subject-matter of such a dispute by conciliation. Bullying prevention at the elementary schools in the district of Prachatice
PSUTKA, Jan
The issue of bullying, which holds a physical and psychological restriction or an individual abuse in a group, is a very current topic nowadays. Considering that I work as a Commissioner of the Criminal Police and Investigation, I focused my attention on prevention of bullying in the elementary schools in the region Prachatice and I used my knowledge and my own experience. I gained some theoretical knowledge from some experts who have published on this topic. I introduced these general findings about bullying in the theoretical part. The target of my study was to describe the co-operation of elementary schools in the region Prachatice with the Police of the Czech Republic in the prevention of bullying among children in the schools. I focused on an interviewing method within a qualitative study and I used the technique of a semi-structured interview. My sample consisted of 30 methods of prevention at work in elementary schools in the region Prachatice. Research was implemented during the period from February till March 2012. The results confirmed that the elementary schools in Prachatice regularly ask Police of the Czech Republic for cooperation in the prevention of bullying among children in schools, because they find this cooperation efficient and they are satisfied with what their provide services. According to some respondents, the police should improve foreknowledge of prevention in the future and that the police should be also in frequent contact with schools because it is necessary to perform other tasks in the preventive area. Schools would welcome the help of the police not only in processing the minimum preventive program, but also in the creation of a special anti-bullying program, because they are aware of the benefits of the police in this matter. There is also a need to create a collective and preventive strategy between schools and the police. I suggest the next study to be focused on finding if these recommended preventive arrangements had an effect on minimizing the problem of bullying among children at school in practice.

Climate change problems in the context of Czech foreign policy
Svatoňová, Jana ; Chlapcová, Ivana (advisor) ; Lisa, Aleš (referee)
The theoretical part of the diploma thesis concerns the definition of the climate change problems and the history of their reflection in the international politics. The second chapter analyses attitudes and positions of Czech political representation as a reaction on internationally important documents, attitudes and negotiations. The third and fourth chapter discuss the basic drivers that have impacts on Czech domestic political discussion on the field of climate change and its consequences on the international scene. These are analyzed on the level of three main political subjects: the Government reflects the matter in a general context, the Ministry of Foreign Affairs reacts on it mostly on the conceptual level in connection with other foreign policy matters, and the Ministry of Environment takes most responsibility as a crucial organization, which works on documents and concrete actions. The thesis also contains an analysis of further domestic subjects (organizations or individuals) that influence the discussion about climate change. The aim of the thesis is to analyze attitudes of Czech political representation on the field of climate change problems, and to analyze specifically the question, whether the attitudes are determined by a passive approach (in the sense of automatic acceptance of international obligations) or by an active approach, when the Czech republic itself has a need to reflect the problems from the normative point of view.
