Flood control: evaluation of effectiveness of public expenditure programs
Vaňková, Jana ; Slavíková, Lenka (advisor) ; Šauer, Petr (referee)
Public expenditures are a very important part of public finance. These expenditures are one kind of state interventions. In long term we can observe an increasing trend of public expenditures. Very often, these expenditures are spended inefficiently and uneconomically. To be spend efficiently and economically, it should be obvious to evaluate their effectiveness. But the current situation of this problem in the Czech Republic is not ideal and usually effectiveness is not evaluated. Absence of this evaluation is a big problem of system of public finance. This thesis solves the problem of evaluating effectiveness of the public expenditure programs on the real program, called "Flood prevention". This program is implemented by the Ministry of Agriculture and itś main aim is to increase the protection against flood in the Czech Republic. The first phase of this program was realized in the years 2002-2007 (the second phase has been realized in the years 2007-2012). This thesis is devoted to the first phase and the main aim is to evaluate this program with an available method. One hypothesis was set: That the program "Flood prevention" was effective and all the targets were realized. In this work I tried to find, if this hypothesis is true or fals.

Results: The movement intervention led to the improvement of postural control and balance abilities at five subjects from the total of nine subjects, who underwent pre and post testing. From the total of forty-eight carried out tests, the subjects noted improvement in twenty-two tests,...

Inventory of urban planning before and now
Bureš, David
The search for parallels in the advancement of urban strategies concerning development and revitalization of the city center during the last 100 years. Topical studying of Rozštlapil's concepts for the localities which have not been satisfyingly planned yet show a similarity to the situation in which the center of Brno found itself a hundred years ago. The construction activity in the historical parts does not have a clear and strong urban-planning concept. Only small parcels are dealt with, without any more profound relation to the territorial unit. Every construction intention in the city conservation areas is assessed anxiously, the important points of view for a global strategy of future development are still missing. Controversial interventions are carried out, contaminating the city forever. Unlike the generation of architects from the beginning of the 20th century, there is a lack of laws controlling the construction in city centers. A continual will of the city representation is absent and so is a vision of any type. Based on the presently available possibilities and needs, the students of the master degree program at FA VUT Brno are dealing with a parallel vision for a concept of construction in the city center. The content of a four-semester work called „Inventura stavění v městské památkové rezervaci“ is a verification and analysis of hidden reserves in the modern city structure. The indication of possibilities of architectural interventions into the historical structure of the center as well as the courage of Václav Rozštlapil's concepts may reach many, not only the architectonic public.

Mass neonatal screening from dry blood spot
Balunová, Michala ; Hníková, Olga (advisor)
The aim of mass neonatal screening from dry blood spot is to systemically and actively identify specific congenital disorders in all the newborns. Inborn conditions being screened are either without clinical symptoms in early postnatal period, or the symptoms are easily overlooked. The onset of symptoms is often past the critical time when clinical damage was reversible. Mass neonatal screening enables early diagnostics and intervention. Screening prevents morbidity associated with these conditions, especially concerning central nervous system. It avoids the manifestations of acute crises, which may leed to the death of patients. Mass newborn screening has been a very successful preventive program to be initiated in the Czech Republic in 1975. Since 1.10. 2009 the neonatal screening in the Czech Republic encompasses these conditions: phenylketonuria/hyperphenylalaninemia, congenital hypothyroidism, congenital adrenal hyperplasia, cystic fibrosis, maple syrup urine disease, medium-chain acyl-CoA dehydrogenase deficiency, very long-chain acyl-CoA dehydrogenase deficiency, long-chain hydroxyacyl-CoA dehydrogenase deficiency, carnitine palmitoyl transferase deficiency I, cernitine palmitoyl transferase deficiency II, carnitine/acylcarnitine translocase deficiency, glutaric aciduria I and isovaleric acidemia....

Comparison of Outputs from the Software ALOHA and TerEx in Dispersion Modelling of Selected Hazardous Substances
HENDRYCH, Adam
In the context of an increasing production of industrial toxic substances (TIC; Toxic Industrial Compound), the risk of accidental release of hazardous substances is growing in spite of the gradual implementation of safer technological processes and safety improvement measures. To mitigate the consequences of chemical accidents or to prepare preventive protective measures before the accident, it is necessary to know or at least estimate the course of accidents. In particular, it applies to the range of traumatic events and fatal accidents. One of the tools that can express the impact of accidents is modelling programs. This diploma thesis presents a comparison of outputs from two special types of software ? a foreign program the ALOHA and the TerEx developed in the Czech Republic. The purpose of the thesis was to indicate theoretical aspects related to gaseous toxic substances diffusion in the ground atmospheric layer and to describe modelling of their ill effects range. To achieve this objective, scientific literature and consultation with experts were used. The practical section of the thesis aimed at determining to what extent the results of both programs differ when initial conditions were identical. To achieve this goal, the intercomparison of outputs (e.g. hurtful concentration range) of the two programs that provided results for the same input data sets (type and quantity of hazardous substances, environmental temperature, wind speed, degree of cloud cover, weather stability class, type of ground surface) was used. After the assessment of the comparison it is possible to generalize the results stating that the software ALOHA compared to the TerEx is more conservative, which means that the ALOHA software provides longer anticipated ranges of danger. Therefore, it depends on the user (the person responsible ? crisis manager, intervention commander, mayor of the village), which approach they select or recommend ? to prepare a greater or a smaller area for a possible accident (to ensure public awareness, to implement technical measures to mitigate the impact of that accident, to assess the amount of financial resources, etc.). As a subsequent step it would be appropriate to verify the theoretical results experimentally, by field testing, which would be conducted under the same meteorological conditions under which the modelling was made by the mentioned programs. This would thus confirm the legitimacy of the special software use for the purpose of estimating the range of negative effects of chemical accidents.

Seniors Issues in the Context of Special Education
Kolářová, Barbora ; Květoňová, Lea (referee)
This rigorosis thesis focuses on specific problems related to ageing and later age and on the impacts ageing has on human life. Chapter 1 refers to how age and ageing are generally viewed in the historical, philosophical, biological, psychological and demographic context. Also, the gerontology and geriatrics sciences are brought to the attention. Outlined is the importace of education of older adults. Chapter 2 gives an overview of services available for provision to the aged in the Czech Republic. In Chapter 3 selected therapeutical methods are described and their suitability for use with regard to the aged is examined. The findings contained in the above-mentioned chapters served as a theoretical basis for setting up a study module while the practical part of the thesis is based on the results of empiric examination carried out among special pedagogy students. The examination was aimed at ascertaining whether or not the ageing and old age issue should be made part of the study program of special pedagogy. All the data obtained were also used in preparing the body of study module "The problems of the aged in the context of special pedagogy."
