Single-Image License Plate Recognition

The diploma thesis deals with analysis and design of an automatic system for a single-image license plate (LP) recognition. Input data came from a system for car speed measurement on the roads in the emirate of Abu Dhabi (the United Arab Emirates). A goal is to recognize a numeric identi cation code on a LP and a type of the LP. In details there are discussed individual parts of the system for LP recognition. A particular stress is put on segmentation and grouping of individual characters to be able to utilize specific information on the LP from Abu Dhabi during the character recognition. The diploma thesis compares several methods for character recognition - a minimum distance classi er, feed-forward neural networks and hidden Markov models. The methods (and some modifications of them) are tested on real data and compared according to the percentage of correctly recognized digits (at fi rst the digits were manually classi ffied). Wrongly recognized LPs are undesirable. Instead in some cases it is better to mark the LP as "unrecognized". That's why there were introduced sophisticated tests for recognized digits reliability veri cation. A summary of our own results is included.

Painterly animation synthesis

In this work I study painterly animation synthesis using simulated brush strokes. Painterly animation, as a new artistic form, gives the animator new space and freedom. The aim of the project is to design a framework which could solve this complex task - to put together both the exibility and simplicity with user comfort. This framework should be helpful in further research of artistic and technical potential of painterly animation. Implementation the method of Barbara Meier [4] within this framework results in the application which provides a possibility of creating attractive pieces in brushwork even for less experienced animators.

European union as a Trade actor: dynamics of the EU-US relations between 1991 and 1998

The Master Thesis European union as a Trade actor: the dynamics of the EU-US relations between 1991 and 1998 is concerned with the European Unions trade relations with the United States in the period of 1991 and 1998. The author critically analyzes European Unions integration and effectiveness in the area of external trade relations in the 1990s. Furthermore, the author scrutinizes the allocation of trade competence among the EU institutions at international trade negotiations and its effectiveness in achieving the European trade interests. Using the example of transatlantic business declarations the author points out how the European trade policy towards the United States evolved in the 1990s and what its major concerns were. Finally, the author analyzes the EU-US trade disputes put forth in the World Trade Organisation until 1998.

Nursing care about patient with external fixator

The name of this bachelor thesis is: Nursing care of patients with the external fixator. The external fixator is a metal construction above the surface of the skin that connects implants introduced into a bone. The purpose of external fixation is mainly the stabilisation of fractures. The thesis has two main parts: the theoretical and the practical parts. The theoretical part contains basic information on the anatomy of bones, fractures and the therapy of fractures. Further, it deals with the history of external fixation, nursing and rehabilitation care of patients with the external fixator. The practical part includes a research investigation. We set three objectives and posed three research questions within the scope of the investigation. The objective of the thesis was to find out the specifics of nursing care of patients with the external fixator, whether nurses have information about care of patients with the external fixator and how patients perceive the external fixator. We posed the following research questions: What are the specifics of nursing care of patients with the external fixator? Do nurses have information about the care of patients with the external fixator? What problems do patients with the external fixator deal with? The research investigation was conducted in the qualitative method. The research set consisted of the total of 14 respondents - 7 patients and 7 nurses working in the traumatology, orthopaedics and surgery departments. Information was obtained by means of semi-structured interviews and processed into case studies. For reasons of clarity, some data were put into tables. The results formed a basis on which our questions were answered. The specifics of nursing care of patients with the external fixator include the aseptic re-bandaging and additional assistance with care of oneself. Nurses have information about the care of patients with the external fixator, even though that the number of patients with external fixation is in most departments where this research investigation was conducted, rather low. The most serious problems that patients have to deal with are those of comfort. The research investigation forms a framework in which the standard of nursing care of patients with the external fixator was made that surveys the course of the nursing care. I have compiled an information brochure for patients that contains the basic information concerning the therapeutic regime.

Psychosocial consequences of maltreatment, abuse and neglect in chilhood

The bachelor´s thesis at hand focuses on psychosocial consequences of insufficient or defektive childcare, which involves disproportionately harsch physical punishments, sexual abuse and/or lack of sufficient expressions of love and acceptance. Children affected by these adverse events face major problems in their later lives and their behaviour, attitudes and lifestyle in further life stages, especially in adolecence, may be harmful to society. The objective of the thesis was to recognize the effects of maltreatment, abuse and neglect in childhood in the girls living in the Educational Institution in Jindřichův Hradec. The second objective was to identify what subjective needs we can see in girls suffering from CAN syndrome who were put in the Educational Institution in Jindřichův Hradec. The quelitative survey carried out in connection with the topic in question used the theory anchored in deasing. The method employed in collecting data involved interrorgations using the technique of semi-structured interview. Qualitative content analysis was selected as the method for data processing. The research target group comprised of 10 girls who had been subject to maltreatment, abuse and neglect in their childhoods and who have been assigned to live in the Educational Institution in Jindřichův Hradec. The outcome of the survey schows that the selected girls who were subject to abuse in their childhoods suffer from depressions, apprehensions, anxieties, and embarrassment. Commonly , they schow low self-esteem and no trust in themselves and people around. Other frequent consequences of CAN (child abuse and neglect) syndrome, which the girls mentioned in the guided interviews, include experiments with addictive substances, aggression, and self-aggression. Current needs that the girls quoted most frequently included: need for family, partner, freedom, but also continuous attention of another person. The survey suggests that the girls have an unsatisfied need for harmony, understanding and love. The results of the survey may be used while completing individual plans of care for the girls assigned to the Educational Institute in Jindřichův Hradec. The thesis might serve as an inspiration for those who work with developmentally traumatized children and youth for special educators and other specialists working in other institutions around the Czech Republic.

IT GOVERNANACE AT THE MINISTRY OF FOREIGN AFFAIRES OF THE CZECH REPUBLIC: SYSTEMIC APPROACH AND FIELD IMPLEMENTATION

The diploma thesis reacts on the interest of the Czech foreign ministry IT department to get an overview of ITIL 2 and COBIT 4.1 world-wide acknowledged IS/IT management best practice libraries. Both libraries are put in the framework of IT Governance theory and practice. COBIT is presented as world ITG standard, meaning the alignment of organization's strategic goals and IT goals. It is focused on organizations, where the shift of IT perception towards a strategic partnership with the business is driven by top-down board initiative. On the other hand, the ITIL core texts Service Support and Service Delivery are treated as a standard of IT service management, suitable as a framework to establish processes within the foreign ministry's IT department. Three alternative implementations of the two libraries are shown, in a situation of non-existent process management and information architecture. Moreover, the IT Governance initiative has a bottom-up character. The first variant connects ITIL and COBIT process models to the goals and projects outlaid in the 2008-2010 IT Strategy draft (IT BSC was used in the strategy to set up goals). The COBIT processes are aligned to the IT BSC domains and projects; further on, more detailed ITIL tools are assigned to the COBIT processes using the toolbox [IT GOVERNANCE INSTITUTE; OFFICE OF GOVERNMENT COMMERCE. Aligning COBIT, ITIL and ISO 17799 for Business Benefit]. As the projects formulated in the IT Strategy don't focus on the fundaments of process management, a stepwise approach to document the current processes using the ITIL: Service Support and Service Delivery framework is suggested. The second variant came into reality in mid 2008: COBIT has been used without success to estimate users' preferences. The reasons of the failure are discussed. Czech translation of COBIT 4.1 maturity models by the author intended to use as one of the tools in the opinion poll is attached as Annex 2. The last variant is not directly aligned to the problems of foreign ministry's IT/IS, but it is the most pragmatic guide to the implementation of the libraries. As an external help desk has been already launched, I suggest the establishment of ITIL Incident Management and Problem Management processes, supported with a CMDB configuration database.

The Indication of Earth Faults in Overhead Lines

This master´s thesis deals with the indication and localization of earth faults in overhead lines. Earth fault is the most frequently occurring type of fault in medium voltage overhead lines – it covers approx. 95% of all faults and is very difficult to indicate and localize them correctly and in time with currently available methods on the market. Therefore is very important to study earth fault and its indication, localization. The thesis consists of a theoretical and a practical part. The theoretical part deals with faults in overhead networks with different type of neutral grounding, mainly with one phase to the ground fault in the compensated, ungrounded, solidly grounded and via resistance grounded networks. Most of the theoretical part is dedicated to one phase to the ground fault in the compensated and ungrounded networks, where this type fault is called the earth fault. In the compensated and ungrounded networks is described in details behavior – voltage and current relations during both steady state and transient state earth fault. The theoretical part is further dedicated to detection methods of earth faults and their preconditions for use. There is described also in details the complete procedure of earth fault detection, which includes indication, unhealthy feeder determination and exact position or line section localization. End of the theoretical part is then focused on determination of accuracy requirements for measurement of basic quantities and computation of other parameters. The practical part deals with a work at medium distribution network model, which includes familiarization with the model, detailed verification of its functionality and behavior during the earth fault, obtaining faults records and algorithmization of methods: method of qu – diagram and method of first half - period, which are able to detect unhealthy feeder. This part of the thesis was put together based on a demand of company Mega, corp., which wanted to verify function of both above mentioned and by them not yet tested methods.

Motivation as a leadership

The primary mission of the thesis ''Motivation as a leadership'' is to put forward basic management terms and concepts, and describe motivational strategies used by managers in practice. The dissertation is divided into several sections. The first one describes the elementary concepts of management and leadership in our culture. The section primarily focuses on management theory and motivational incentives needed to lead people. The following section describes motivational techniques in terms of psychology, and what their implications are in practical use. In the practical part which is created using the methodology of guided interview, five pre-selected senior managers and employers were assigned thirteen identical questions for the purpose of studying leadership in practice. The introduction of individual personalities and operations of their businesses is followed by a comparison. The information obtained from the comparison is contrasted with the theoretical data and a subjective view resulting from the assessment will be presented in the conclusion.

Application of SEO for marketing

The aim of this thesis is to describe in detail the current ways of optimizing websites for search engines (SEO) and to apply them in a broader marketing strategy of italian restaurant La Casa Degli Amici. The thesis presents evidence about the importance of SEO for marketing and can be used as a template for optimizing you own website. This thesis is divided into two main parts - theoretical and practical. The theoretical part explains the concepts used in the design and implementation of the practical part. The theoretical part considers 3 main subjects - search engine, users and SEO which represents website creation and optimization. This thesis describes the history of search engines and the way search engines analyze and evaluate a website. It also describes user search strategies and the way users read the search results. In the SEO section we show its advantages, brief history, SEO strategies and description of techniques and tools that can be used for SEO. In the practical part we put together a marketing strategy which consists of website creation, implementation of selected SEO techniques and social network marketing. Implementation of the marketing strategy is evaluated on data obtained during the period between 1. 8. 2016 and 31. 11. 2016. Owner of the restaurant has provided data on sales which were used for overall evaluation of implemented marketing strategy.
