Business process modelling in public administration

This Master's thesis focuses on modeling of business processes in public administration sector. The main objective of this study is to compare the ability of selected modeling languages to capture aspects, which are typical for processes in public administration. This objective is reached by elaboration of theoretical part where the terms public administration and business process are defined. Processes are described by their typical characteristic for public government. Based on these characteristics, suitable process is chosen, ana-lyzed and modeled using selected modeling languages. Created business process diagrams are compared and the suitability of all languages is discussed. The work also discusses the importance of process modeling, relation with eGovernment and briefly summarizes the current situation in the Czech Republic and abroad, including its comparison.
Informatization of public administration

The diploma thesis deals with informatization of public administration and eGovernment in the Czech Republic. The main objective of the thesis is to suggest a project plan that will support informatization of public administration and eGovernment in accordance to the analyzed documents. The thesis compares development of informatization within Czech Republic and its level of eGovernment to other European Union members with recommendations for improvement. Main strategic documents connected with EU programs and the partnership agreement are also included. In the chapter about Smart Administration appraisal of the situation is carried out and the main projects are presented. As we are currently at the turn of the programming period, the thesis is focused both on the 2007-2013 and 2014-2020 programming period. Subsequently requirements for the project plan were determined in accordance to the analyzed documents. The selected project plans support the informatization of the public administration and one of their main targets is Czech citizen. Project plan form is created. Finally, project plans of Electronic elections system and The Public administration's open data catalog is chosen and presented.
Post-contractual behavior of selected government public administration organs

The main theme of this thesis is analysis of post-contractual behavior of selected organs of government public administration. These processes, related to contracts concluded between public authorities and suppliers, are, however, often accompanied by problems. Their identification is then primary objective. This thesis focuses mainly on contractual amendments to the public procurement of selected organs. It focuses on their frequency in relation to the type of contract and whether they comply with the law. For this purpose, the collection and analysis of data, ie information on completed public procurement, is crucial.
Evaluation of Effectiveness Investments in Human Capital in State Administration

This bachelor thesis deals with human capital as a very important component of the modern concept of economics. The theoretical part describes the theory of human capital and the relationship between human capital and education policy. The main theme are investments in human capital and the possibility of evaluating their effectiveness. Attention is paid to investments in human capital in state administration. This sector in the Czech Republic faces a lot of problems, for example low efficiency of the state ad-ministration. In the practical part is characterized chosen segmenet of the state administration, espe-cially educational policy and investments in education. Then these investments in human capital are analyzed. Analysis is based on performance indicators, interviews with management representatives and a the questionnaire survey among employees, to obtain theire feedback. After the analysis are evaluated the results. The main goal is try to find, which of these investments are the most effective.
Usage of manager´s time in public administration

The aim of this diploma thesis was to assess the use of manager´s time and to suggest changes that would lead to make their work more efficient. It focuses on managers working in the public sphere. Following offices were chosen to take part in the research: Revenue Authority for South Bohemian Region - Territorial Departement in České Budějovice and Regional Authority of South Bohemian Region. The main topic of this work is time management which is extremely important nowadays. Twenty managers were asked to take part in the research, ten from each office. Questionnaire survey was the basic tool used to collect information about their time management. They were also interviewed afterwards to specify some information from the questionnaires more deeply. It was discovered that most of the respondents have no experience with the time management in general. The lack of such experience brings many problems of course and the managers fight with the difficulties of time planning very often. On the basis of those facts, some changes were proposed, that could lead to more efficient work.

The aim of the dissertation is to analyse the issue of the dynamics of the self-government´s aims and the statics of the state administration´s aims in establishing the formal organisational structure of a municipal authority. The second aim is to identify the prevailing formal and informal organizational structure occuring in the respective types of municipal authorities.

The aim of this bachelor thesis is to analyze the employee education system at the department of management of the European Social Fund at the Ministry of labour and social affairs, to compare the applied education system with the theoretical approaches of the systematic employee education and to propose measures to improve this system in the department. The work is divided into theoretical and practical part. The theoretical part defines the concept and the area of the employee education, includes the description of the process of the systematic employee education and characterizes methods of the employee education. The practical part introduces the Ministry of labour and social affairs as a central body of state administration and analyzes the employee education system at the department of management of the European Social Fund in order to compare this system with the concept of the systematic employee education and to suggest improvement of the existing system.

Electronic communication with use of electronic signature and data box

This thesis aims on modern ways of electronic communication. It includes electronic signature and data boxes. The first part of thesis focuses on the historical and present legal regulation and describes rights and responsibilities that users of these tools have. The second part deals with possible problems and their solution during the use of these two tools in routine practice. It also includes a summary of the main advantages and disadvantages of their use. Practical part demonstrates the specific use of data boxes and electronic signature at cadastral offices from the view of common user and the cadastral office itself.
