Community area risk assessment for flash flood

The flash floods forecasting is struggling mainly with extraordinary irregularities in origin of causal precipitations. They only in conjunction with the territory water saturation caused by antecedent precipitations start effect of other local factors that can consequences of short-term extreme precipitation either worsen or mitigate vice versa. Other community area features represent a permanent potential for an adequate territory response after heavy rains. According to current knowledge, it is possible to assess the flash floods hazard of a particular territory in case of extreme precipitation in advance. If such precipitations are already on the ground, or if they are just coming up in the atmosphere, the local flood control headquarters has at least time enough to call alarm and issue a flood warning. In the ideal case, it is possible to incorporate such area assessment into the concept of decision-making of the disaster staff and to insert it into the master plan documentation. The aim of this text is to present above mentioned original method, which can be used in authomatic GIS environment by public administration as well as other users. Suggested procedure is based on automatic hydrologic modelling in ArcGIS platform in combination with advanced digital terrain model. Delimitation of partial catchment basins is also part of our proces, which enables to decide about the risk value of the area in more detail using weighted arithmetic mean. These methods result to detailed imagination about probably threatened localities - and it is essential tool for local authorities and their decision making process in case of early warning.

The role of soft factors in the development of the inner periphery of the Eastern Bohemia Abstract In recent years, research on conditionality process of space polarization and regional development puts emphasis on understanding importance of endogenous and "soft" factors. General theories of regional development (formed mainly on the basis of evaluating "hard" data) are verified by frequent case studies because of their limited explanatory power. In these case studies, especially qualitative approaches of evaluation are applied. Influence and validity of "soft" factors significantly increases with decreasing hierarchical level, so it is desirable to conduct empirical research at the municipal level. Diploma thesis aims to analyze "soft" factors of regional development and understand the nature of differences in socio-economic development at the municipal level in the inner periphery of Bohemia. The Impact of Citizens' Initiative on the Urban Development The Case Study of Vyšehrad Station

The aim of the bachelor theses "Význam občanských iniciativ na rozvoji města - případová studie nádraží Vyšehrad" is to find a way how the citizens' initiative are involved in the development of the city, what resources they use and whether their activity is effective. The theoretical part of the theses introduces the basics of the community theory and research of local development, there is also included an explanation of Czech laws about citizens' initiatives and the urban planning process. The research is based on the case study of Vyšehrad station and involved groups. The main methods were semi-structured interviews with involved subjects and also detailed study of documents and newspaper articles. In the research there were identified three main types of initiatives. Members of citywide associations are mainly professionals. They help locals to be able to fight for their neighborhood and be a successful participant of the urban planning process. Local movements are more powerful because of strong identification with local issues and bigger amount of time and energy of its members. But those groups are not established in the city center because they fight against big projects built in the outskirts of the city. Local actors and social networks in the Šumava national park

This thesis focuses on the issue of the development of the Šumava National Park, which is in the long-term determined by external political and social circumstances. In terms of the local development there are defined key actors whose activities and level of their cooperation affects the quality of social capital, which influences the character of horizontal and vertical social networks. An important aspect of the social-economic development of the case study area is the relationship between local municipalities and the Šumava National park management, whose activities are regulated by specific laws. Based on field survey of representatives of local development we identified key factors forming this relationship and affecting the social development of the protected area. The role of the state in regional development: application of contemporary regional development theories in the case of selected support programs

The state plays a prominent role in the process of regional development. State interventions might bring radical influences into the entire socioeconomic system, to which the other actors of regional development have to adapt. Importantly, the state administrates a large amount of funds, creates large numbers of jobs, and it is led by "elites" which might influence the other people's opinions. The need for studying of the role of the state and the expenditure side of its budget for an understanding of the mechanisms of regional development is recognized by many authors. However, deep discussions of the function of the state could be hardly found in regional development theories. The aim of this dissertation thesis is to contribute to understanding of the role of the state as one of major actors in regional development via investigation of the regional impacts of public support programs. To provide concrete scrutiny, parliamentary grants (so-called "pork barrel") were depicted through which deputies annually sent large sums of money from the state budget during its approval process in the Chamber of Deputies on projects with local impact. Within the framework of the research focused on the polarization of space, or peripheral areas of Czechia respectively, approaches of cultural geography have been applied to a significant extent recently. As far as the issue of such areas development is concerned, the importance of the so- called "soft" socio-cultural development factors (including social and human capital) has been accentuated. The way-out is the belief that with the limited development potential of the peripheral (and rural) areas, activity and activism of local communities (quality of social and human capital) as the important internal (endogenous) development factor become more important. Despite the number of attempts, which have been made, we are not able to find exhaustive answers to questions relating to the actual importance of social and human capital (and different forms thereof) in the (socio-economic) development of these areas or the mutual relation (conditionality) thereof. Community Planning as the Way of the Public Participation in the Development of Selected Municipalities in the Region of South Bohemia

The diploma thesis is focused on the public participation in the municipality development through the community planning methods. The main goal is the evaluation of processes of public participation in the municipal planning documents preparation for some selected municipalities in the region of South Bohemia. These documents have been created on the principles of community planning. Among the documents belong strategic town plans, community plans for health and quality of life, and community plans of social services. The theoretical part is primarily focused on the issue of local development, community planning including its principles, historical links and legal foundations. Last but not least, there is a public participation process described in the theoretical part as well. At the end of the theoretical part, there is a theory of evaluation of the successful public participation in the planning process. The empirical part relates to the mentioned theory of the evaluation of the public participation methods. The empirical part contains the analysis of the public engagement in creating documents in three particular towns: Třeboň, Dačice and Český Krumlov. The analysis aims to the approach of mentioned towns in the case of public participation, measuring related costs, assessing the success of the process according to the assigned evaluation criteria and eventually on the mistakes identification. On the basis of this analysis there are the key, determining the successful community planning implementation, defined. According to the analysis new procedures are suggested.
Regeneration of brownfields in Czech Republic with focusing on specific practical example

Bachelor thesis deals with the issue of brownfields in the Czech Republic. The first part deals with the issue at a theoretical level, the second part provides detailed analysis of a specific object "Railway Station Prague - Vyšehrad" one of the brownfields in the Czech Republic. The thesis provides a comprehensive summary of the history of the investigated object. By gathering all the available information and information obtained from interviews with representatives of the five interested institutions were proposed three possible options for the future use of the building. The most likely option has been used as an example for illustration of the possible ways of funding the regeneration of the object.
Impact of implementation of projects of the LAG Moravská cesta on the development of the Litovelsko-Pomoraví region

The thesis aims to analyze the impact of projects realized by the LAG Moravska cesta on the development of the Litovelsko-Pomoraví region. The document is divided into theoretical and practical sections. The theoretical section deals generally with the concepts of development, local development, studies different forms of cooperation between communities and other types of subjects and introduces the Rural development policy for 2007 - 2013 period. The practical section presents the LAG MC, realized projects and their impact on local development, on the top of that it also compares the objectives and priorities of the Strategic plan LEADER with realized projects. Such comparison is based on project analysis. Moreover, a survey among the mayors of member communities of LAG MC has been realized.
