e-Government and its Development in Slovakia

Diploma thesis "e-Government and its development in Slovakia" deals with origin of the e-Government and its development in Slovakia. It also finds out pitfalls and conditions to be taken into account in the process of implementation of e-Government, such as the availability of Internet access for citizens. Or whether the country has enough funds to develop the internet network for proper operation. The thesis also explores the services and their using by citizens in Slovakia, as well as the views of citizens on eGovernment. Finally, it proposes how to encourage citizens to use e-Government in their everyday lives.
Electronization of public procurement

This bachelor thesis deals with electronic award of public contracts. The aim of this thesis is to analyse the situation about electronization of public procurement. On behalf of the analysis of the entire situation and the legislation, I'll try to find out the reasons of poor use of electronic tools in awarding procedures. Then I try to take a long hard look at the progress concerning the electronization of public procurement and I make efforts to describe the legislation in this field. In the first part, main terms related to the electronization are characterized, I also comment on important strategic documents and legislation. The second part is focused on specific electronic tool which is e-auction which is a tool that helps to choose the best offer made by the contractors. In this part I look into the course of e-auction and I deal with the conditions that are necessary to run an e-auction. In the last chapter, I analyse some awarding processes. The objective of this analysis is to infer partial conclusions about using e-auctions. I also try to recommend how to act in this process and I highlight some points that are good to take into consideration.
Comparative Analysis of the Electronization of Public Administration in Selected EU Member States with a Focus on the Implementation of EU ETS

This thesis analyzes the implementation of the EU emission trading scheme (EU ETS) in comparison with the electronization of public administration, the level of development of information society, and the approach to the regulation of greenhouse gas emissions in selected EU member states (the Czech republic, Slovakia, France, Italy, the United Kingdom). The main subject of this thesis is, whether the process of the implementation of EU ETS fits into the general conceptions of e-government in selected countries, or whether it stands individually. The EU system of emission trading is an european e-government service, and that is also the reason why its implementation depends significantly on the maturity of use of information and communication technologies within public administration in selected countries. This thesis is divided into three main sections, the first chapter contains the comparative analysis of the level of development of the electronization of public administration in selected countries, the second chapter contains the analysis of available information about the implementation of EU ETS in these states, and the third chapter compares the results from both previous sections, and contains the answers to the main questions mentioned above.
Modernization of the tax administration and the development of tax administration in the Czech Republic: Selected aspects

The bachelor thesis deals with the modernization of the tax administration, especially its electronization. The first part is concerned with the global development of a tax administration with the help of new technologies as well as the goals to be achieved through IT systems. Addition, the first part of the thesis also addresses the benefits it brings to taxpayers. Next section discusses the current situation in the Czech Republic in terms of modernization and its gradual development since 2000. The last part compares the situation in the Czech Republic with OECD countries and highlights the strengths and weaknesses of our current tax system in this area.
Analysis of e-government at the municipal office and the possibility of extension

The progress in information and communication technologies has also touched the sphere of public administration. The electronization of individual areas of public administration allows time and money savings not only for the citizens, but also for the offices and their employees. The main purpose of e-government is to determine the situation of the Czech Republic compared to selected countries regarding to the standards of state administration (confirmed by statistical datas). The benefits of this thesis on the level of the local self-government are suggestions for improvements of running of municipality with extended sphere of influence Černošice in the area of electronization with support of awarded e-government projects. The thesis is divided into theoretical and practical parts. The theoretical part describes projects in the sphere of state government including legislative and programme support of e-government development. Benefit of the practical part of this diploma thesis is the possibility to compare the Czech Republic with other European countries and to provide suggestions for improvements of the situation of e-government, especially in the sphere of influence of the local self-government in Černošice.
