History and acoustics of traditional timber joist floor structures
Kalousek, Lubor ; Fišarová, Zuzana
The article is focused on the issue of traditional timber joist floor structures, especially from the end of the 19th century to the first half of the 20th century. In common building practice, we very often encounter these structures in residential buildings that are, or were in the past, the subject of structural changes. Unfortunately, during these interventions, the basic ideas of the original technical solution are not always respected and some physical parameters of building are degraded, of which the requirements of building acoustics will be discussed in particular. However, the problem includes not only the actual composition of timber joist floor structure, but also the floor, which forms an integral whole in interaction with it. The article will describe the principles that were devoted to these types of structures in historical legislative and standard regulations and further in professional literature. The original historical solution will be presented on a practical example. In relation to building interventions in historic timber joist floor structures, current legislative and standard regulations will be described, as well as examples of modern solutions and their limitations.

The research is conceived as an explanatory case study aiming not only to understand the phenomenon, but also to thematize the relationships of the involved stakeholders. The key sources of data for the research were written materials and expert interviews. The main finding is that the legislative procedure was legal and in accordance with procedural requirements, despite not fully standard. The legislation is also legitimate, adopted by legitimate political representation with eligible expert backing, and there are mechanisms for the protection of the selected public interests included. Fikar, Jan ; Staša, Josef (advisor) ; Svoboda, Petr (referee)
The purpose of my thesis is to analyze the legal regulation of the public law contract on realization of the structure, which can be concluded under the Section 116 of the Building Act with the approval of the respective authorities between the building office and the developer and the summary building permit proceedings under the Section 117 of the Building Act, which consists in a concluded contract on making a check of the design documentation for the structure between the developer and an authorized inspector. The main aim of the reform of public administration is among others to democratize and more privatize the building permit proceeding and create the alternatives to the classical building permit proceeding. The both institutes are capable to replace the building permit. The other purpose of my thesis is to point out shortcomings in the current legislation in connection with the proposed amendment to the Building Act. The thesis is composed of two extensive chapters, each of them dealing with different alternatives to the classical building proceeding. Chapter One deals with the public law contract on realization of the structure and with the connected...

Petráš, Ondřej ; Staša, Josef (advisor) ; Svoboda, Petr (referee)
The Legal Nature of the Land-use Planning Tools Abstract This thesis deals with legal phenomena in spatial planning activities, especially the legal nature of land-use planning tools. The focus of the work lies in the study of general tools, especially land-use planning documentation, but also deals with specific tools, namely territorial decisions, or its alternatives. Logical methods and interpretation of legal norms and case law are used to study outlined phenomena. The theory of administrative law stands as a pillar of this thesis. The fundamental part of the legal regulation is contained in the Construction Act, but at the time of completion of this thesis, a new Construction Act has been adopted, although is not in force yet. The work mainly concerns the existing regulation, but the new regulation is also discussed. In addition to both Construction Acts, the Administrative Procedure Code is essential for the examination of the matter, because it enshrines general forms of administrative activity. For broad topics, general (i.e. non-legal) contexts and the history of legislation cannot be avoided. The thesis also deals with substantive and procedural aspects of land-use planning law and organization of public administration in the area. Spatial planning uses many different forms of administrative...
