Symptoms of Failures Inside the State Administration of the Czech Republic: Case Study of the New Green Savings Subsidy Program

This thesis investigates the mode of operation and indications of failures of the State Environmental Fund of the Czech Republic (SEFCR) and the subsidy program New Green Savings (NGS). The research question is motivated by the author's personal experience with the state and operation of the public administration. This thesis is a case study built upon the experience of the author and statements from witnesses, using the qualitative research method of process tracing. The author is a project manager who worked at SEFCR for almost 7 years and is thoroughly familiar with the work environment. The thesis identifies problem areas and symptoms of failures and clarifies operation mechanisms of SEFCR and the NGS program. Moreover, the thesis details how and why a loyal state employee becomes a "troublemaker" and "whistleblower", and further points out possible consequences and impacts of the defective system. In this work, the state organization and the subsidy program are considered a social system with complex dynamics, so the investigated phenomenon is approached through explanation in the form of subsumption under an explanatory theory. Small state capacity building with an agency of the European Union: The case of the Czech Republic and the European Union Agency for the Space Programme (EUSPA)

The main goal of this master's thesis is to discover why states are keen on acquiring an agency of the European Union from a perspective of the states' administration's approach towards the agency and its domain after acquiring it. This phenomenon is presented by an interpretative case study of the Czech Republic and the European GNSS Agency (GSA) obtained in 2012 and its expansion to the Agency of the European Union for the Space Programme (EUSPA) in 2021. The thesis verifies how are the three main motivations why a state wants an EU agency - prestige, economic potential, and quality and reputation enhancement of the given area - manifested in practice in the case of the approach of the Czech Republic towards the space sector. The verification is conducted through the operationalization of three scenarios based on the motivations. The data were collected from public sources and from fourteen semi-structured interviews with representatives of different space-related spheres.The research has shown that the approach of the Czech administration towards the space sector has been growing thanks to acquiring the seat of the GSA in 2010, obtaining membership in the European Space Agency in 2008, and appointing the Ministry of Transport as the main coordinator of national space activities in 2011. This problem is quite widely used in the media space, especially after every parliamentary election. However, nowhere is there precise data and description of how extensive this phenomenon is within the Czech state administration. This is mainly due to the unavailability of data directly from the Czech state administration. Due to the aforementioned unavailability of data, I decided to conduct qualitative research through interviews in this thesis. The interviewees were both experts in the field of public administration and politicization, and representatives of the largest political entities. By combining the opinions of experts and politicians, whose attitude towards politicization has not been mapped so far, I tried to get a new perspective on the issue of politicization and at the same time information from the practical functioning of public administration, to which politicians are close. This bachelor thesis deals with employee benefits provided in the state administration sector on the basis of an internal directive. The theoretical part introduces us to the basics of HR, motivation, the remuneration system, employee benefits and their accounting and tax aspects. Subsequently, we will take a look at the sources of financing, especially for personal costs in the public sector. The next part will be devoted to individual benefits provided in the investigated institution and a comparison with surrounding institutions of the same level. The last part is focused on recommending changes, for the specific municipal ofiice under investigation, based on the current situation, employee satisfaction, options according to the law.
