Limits of efficiency and sustainability of the functioning of the municipalities in Czechia - example of ORP Litomyšl and Chrudim

The subject of the research of the master's thesis is the boundary of the effective and sustainable functioning of small municipalities in the Czech Republic, specifically in the ORP (municipalities with extended powers) Litomyšl and Chrudim. In the Czech Republic, the issue of sustainability and efficiency of small municipalities is a long-term problem that still has not been resolved. Civic amenities are also relevant. Due to the low population size of the municipalities, they often do not reach the corresponding standard. The first part of the thesis presents the institutional context of the development of public administration and self- government in the Czech lands, the Czech Republic and Czechoslovakia. The second part describes theoretical concepts, indices, measures describing the efficiency of municipal governments. The third part of describes the method of selecting the territory, the description of the data and the composition of the set of indicators, which are developed in the analytical part. The analytical part determines the approximate population size from which the municipality is able to ensure basic standards of services for its citizens and at the same time function sustainably. Organisational culture of self-government and non-profit organisations and its influence in achieving the objectives

This diploma thesis is focused on the organizational culture of self-government and non- governmental organizations and its impact on the goals set for the Housing First project. Civil society organizations, public administration, organizational culture, and the project itself are discussed in the thesis. The empirical part focuses on the organizational culture of both sectors. The main focus was to clarify whether organizational culture has an impact on the achievement of the project's goals.

The main goal of this thesis named Municipal self-government in the Czech Republic (illustrated on the example of Kralupy nad Vltavou City) is to process and summarize the framework of municipal function in both theoretical and practical way. Also, it is shown how to use the knowledge for didactic purposes. Therefore the thesis is divided into the theoretical, practical and didactic part. The theory answers the questions such as What is self-government? By whom is it executed and where? How is it controlled? The practical part continuously uses collected information and shows how each of self-government aspects works in concrete example of Kralupy nad Vltavou City. The third part is focused on how to apply this issue in teacher training.

At the very beginning it defines regulation and its influence within the framework of jurisprudence in the form of normative regulation. Therefore the dissertation deals with the term of legal standard, its structure and the types of legal norms. It indicates normative regulation in practice, thus in selected laws. Thereafter it performs classification of normative instruments in education, which is made on the basis of law sources difference. The end of this thesis is dedicated to normative regulation of the educational system, which is illustrated by selected documents. Classification of rural municipalities by developmental potential

The issue of rural areas in the Czech Republic concerns about 5,800 municipalities, what is 93 % of all municipalities in the CR. These municipalities cover more than three-quarters of the CR territory where live over 3 million inhabitants, more than one third of the total population of the CR. Although there is consensus that the countryside faces a lot of problems which affect the lives of many people on a large territory, the adequate attention to this topic is still not given by official authorities. This confirms the facts that the CR has not adopted a clear definition of rural areas yet and the rural policy is not a priority of programs of political parties. But the urgency of solving problems in recent years stepped up. Quantity of scientific teams that focus on countryside problems increased. They are defined different typologies of rural areas, are seeking methods for dissolve disparities among different areas, there are efforts to measure the development potential of municipalities. 1 Legislation of territorial self-governing units Abstract Theme of this thesis is legislation of territorial self-governing units in the Czech republic, ie generally binding ordinances in accordance with the provisions of Article 104 para. 3 of the Constitution and regulations pursuant to Article 79 para. 3 of the Constitution. The process of their creation from the beginning to the possibility of annulment by the Constitutional Court is gradually analyzed with a warning of possible problems in individual parts. This thesis is divided into four thematic chapters and within them into subchapters devoted to individual points. In the first part of this thesis I deal with the definition and explanation of important basic concepts that often appear in this thesis and are related to the topic of the thesis. These include defining the terms generally binding ordinances and regulation, as well as describing the difference between them. Separate power of communities and regions and supervision Abstract The diploma tries to find the basis of territorial self-government, criteria differentiating territorial self-government and the state and state administration, identify the content of self-government, fulfilment of separate power, supervision and control of separate power, obligation to fulfil of self-government and point out some problematic issues of self-government, relations of self-government and the state and territorial self-government units to each other. Municipal self-goverment in the town Nové Benátky during the reign of Francis Joseph I

This diploma thesis deals with the formation and development of self-government in the small Central Bohemian town of Nové Benátky during the reign of Francis Joseph I. The research focuses on the functioning of the municipal government on the background of the process of modernization (for example Democratization). The thesis wants to capture the everyday and the extraordinary challenges the self-government faced and how it tried to solve them. In relation to that, the town management and administration of communal property is analyzed. Attention is also paid to people who participated in the government and in how they are transformed into local elites. The thesis is trying to place this regional theme in the context where the self-government played a significant role in the Czech emancipation movement. The aim is mainly to analyze the work of self-governments on the background of societal changes.
The Town in Seclusion: the Fortress Chapter in the History of Hradec Králové in the 19th Century

The liberalisation political-social transformation in the 1860s marked the birth of structures and institutions which in many cases form the framework of civil society up to this day. In the Hapsburg monarchy (including the Czech Lands) at that time, social relationships and connections were formed not only on the state and national level, but also within municipal communities. Working with the example of Hradec Králové, the article focusses on the limiting or, on the contrary, activation frameworks that served for the creation of the social complex of towns, which were simultaneously military objects, i.e., fortresses. Friction grew between military authorities and local government institutions primarily in connection with the gradual decline in the dominant role of the fortress command and, in contrast, the rising confidence of the town government face to face with military events in the Austro-Prussian conflict.
