The influence of EU on the internal political situation of neighboring countries within European Neighbourhood Policy
Komárková, Hana ; Romancov, Michael (advisor) ; Riegl, Martin (referee)
The main aim of this thesis is the analysis of European Neighbourhood Policy, which was established in 2004 in connection with the eastern enlargement of European Union. The main goal of European Neighbourhood Policy is to create an area of stability, prosperity and welfare with its neighbourhood countries. Partnership is based on the commitments to create an area of rule of law, good governance, respect for human rights, promotion of principles of market economy and promotion of sustainable development. Political cooperation is complemented by EU financial aid to neighbourhood countries. Thanks to financial support the neighbourhood countries should implement the necessary reforms, which later help to establish shared values. This thesis seeks to examine what is the impact of EU to internal political situation of neighbourhood countries. The hypothesis assumes that the higher EU financial aid to neighbourhood countries increases its influence on the internal political situation at neighbourhood countries.

Kolek, Lukáš ; Weiss, Tomáš (advisor) ; Tomalová, Eliška (referee)
The bachelor thesis deals with the democratization aspect of newly introduced Partnership for Democracy and Shared Prosperity with the Southern Mediterranean. The European Union in the Southern Mediterranean has for a long time prioritized its security and economic interests. After the Arab Spring the European Union redefined its regional policy and declared its intention to support democratization of the region, which the new partnership supposed to symbolize. In the form of case study focused on Egypt in a period from March 2011 to January 2013 this paper addresses the question of whether the EU's ambitions to democratize the region reflect its actions. The first chapter of this thesis introduces the relations between the EU and the Southern Mediterranean in its historical context. The second chapter is devoted to the creation of the new Partnership for Democracy and Shared Prosperity with the Southern Mediterranean and analyzes its aims, mechanisms and benefits in the context of democratization. The last part of my paper answers the two sub questions. The first evaluates, whether the EU applied the principles of "more for more" and "less for less" considering the Egyptian progress in democratic transition. The second one focuses on whether the benefits offered by the EU reflect the needs of...
Democracy or Stability in the Maghreb? : Security Policy of the EU towards the Region between 2005 and 2010
Holík, Jiří ; Karásek, Tomáš (advisor) ; Střítecký, Vít (referee)
This PhDr. thesis analyses the EU security policy towards the Maghreb between 2005 and 2010. It does so in order to ascertain to what extent the level of practical policy corresponds with the level of declarations. Also, by using the promotion of democratic governance in the Maghreb countries under the ENP as s case study, the thesis means to challenge the proposition that European Union can be described as a 'Normative Power'. First chapter briefly presents the concept of 'Normative Power Europe'. Following section looks at the European Security Strategy and localizes the primary position of the goal of democracy promotion in the document. Third part gives an overview of the European policy towards the Mediterranean under which EU relations with the Maghreb have been framed. Most attention is paid to the European Neighbourhood Policy. Next chapter examines the level of practical EU policy. It consists of three separate case studies of European policy towards Tunisia, Morocco and Libya between 2005 and 2010. The fifth and final part qualitatively analyses the way four factors (trade, energy, migration and terrorism) contributed to the structuring of relations of Tunisia, Morocco and Libya with Spain, France and Italy. The thesis arrives at the conclusion that while at the declaratory level the EU...
European Union - A Normative Power? Testing European Neighbourhood Policy in the Mediterranean
Strýčková, Katarína ; Weiss, Tomáš (advisor) ; Najšlová, Lucia (referee)
Normative Power Europe theory presented by Ian Manners defines the European Union as a normative actor in international relations. According to him, EU's ability to change what passes for "normal" in international relations originates from its internal set-up which the EU uses to shape its environment and international norms in its own image. After first studying Manner's tripartite analysis and defining normative goals, means and impact of the normative policy, the thesis then proceeds to test normative theory in the European neighbourhood, particularly in the Euro-Mediterranean Partnership, by analysing EU's democracy and human rights promotion in Tunisia. It identifies discrepancy between EU's goals and means and discovers that on the one side, Euro-Mediterranean cooperation improves socio-economic development, however on the other it impedes the political one. This finding reflects incoherence and inconsistency of the EU's policies in the Mediterranean and arrives to the conclusion that EU is not a normative power in its neighbourhood policy.
The Impact of the Israeli - Palestinian conflict on the Union for the Mediterranean (2008-2011)
Stuchlíková, Zuzana ; Weiss, Tomáš (advisor) ; Tomalová, Eliška (referee)
This thesis aims to analyze why and how did the Israeli-Palestinian conflict influence the Union for the Mediterranean in the first three years of its existence. The new organization was meant to provide a fresh impulse to the Euro-Mediterranean partnership, by focusing on pragmatic co-operation and newly introducing a concept of co-ownership and institutionalization. However, the initial thought of achieving the pragmatic cooperation through greater political engagement and visibility soon proved fatally wrong, with the Gaza war and its aftermaths. The first part briefly describes a history of EU policies towards Mediterranean, Barcelona Process and European Neighbourhood Policy. It also presents the attitude of all main actors - European states, Arab states and Israel - to the idea of regional cooperation in the Mediterranean. Second part introduces the Union for the Mediterranean and points out weak points of its structure, using the analysis of founding declarations from Paris and Marseille. The last, third chapter, uses the chronology of Israeli-Palestinian conflict to analyze its effects on the UfM structure. General conclusion of this thesis is that the structure, as agreed in 2008, was not able to deal with growing tensions between member states. On the contrary, it created a platform for...

Multilateralism in the European Neighbourhood Policy
Prošková, Barbora ; Weiss, Tomáš (advisor) ; Šlosarčík, Ivo (referee)
This paper focuses on the existence of multilateral relations among European Union and its Eastern neighbors. The purpose of this paper is to study whether and to what extent multilateral relations have existed with Eastern states since the introduction of European Neighbourhood Policy (ENP). Paper deals as well with the progress of these relations emphasizing mainly the evolution after the release of Eastern Partnership. An in-depth examination of different aspects of the above mentioned relations confirms the paper's assumption that the multilateral type of relations have existed since the startup of ENP and that they were deepened by Eastern Partnership. The final part of the paper is devoted to the assessment of multilateral dimension of Eastern part of the European neighbourhood, its interpretation enriched by current debates.
