Implementation of Basel III: Impact on the Behaviour of the Banking Sector

This thesis focuses on consequences of the full implementation of Basel III regulations and what impact it will have on the banking sector. The purpose of Basel III is to replace Basel II as a global regulatory standard, because of its predecessor's flaws, such as the amplifying of banks' procyclicality, overreliance on credit rating agencies or the incentive to securitize its assets. The examination of Basel III regulations has shown that the most difficult task for banks would be to raise the capital for increased requirements and implementation of liquidity ratios. This will undoubtedly change the behaviour of banks. Using the panel data model, we will analyze the relationship between the changes in regulatory capital and our dependent variables, which consist of change in interest rates, change in the amount of loans granted and the change of stability of a bank, in countries from the Visegrad Four, the Czech Republic, Slovakia, Poland and Hungary. Using estimated coefficients from our regression, we examine whether there will be unintended negative effects of Basel III implementation and whether there will be an increase in a stability of banks.
Capital adequacy of banks - grounds, development and prospects of its regulation

xi Abstract This thesis aims to provide eclectic legal and economic insight into the history, current principles and possible future development of bank capital adequacy regulation. We have worked with a variety of legal and economic literature and official Basel Committee publications. Our goal was to explore the economic background behind the Basel standards and find its legal ramifications and the incentives they create. In the first chapter, we analyze the economic rationale for banking regulation, explain possible methods of bank capital regulation and juxtapose them with other means of regulatory measures in the field of banking. The first chapter also gives overview of the Basel I framework, its implementation process, describes its utilization of new regulatory techniques, as well as its weaknesses. Second chapter provides overview of Basel II approval process and discusses its transparency and institutionary framework. Problematic issues of CRD directive in the Czech Republic are discussed in contrast with norms of due legislation process. In the next chapter, we describe the mechanics of the Basel II framework. Capital Adequacy of Commercial Banks

Capital Adequacy of Commercial Banks The purpose of the thesis is to analyse particular capital adequacy issues. The thesis is composed of three chapters, each dealing with particular aspects of capital adequacy. The introductory Chapter One clarifies the meaning of capital adequacy. The thesis is based on two main aims. Chapter Two examines Basel Committee of Banking Supervision materials and following relevant EU and Czech legislation. The methodology used in this chapter vests in comparative analysis and legal analysis of current Czech national legislation. The first aim is to tackle the legal issues of implementation and effective enforcement of current capital adequacy rules, with concentration on the key problem of inconsistency of implementation among countries. The Chapter Three describes the reasons for adoption of new regulatory rules of capital adequacy in connection with recent turbulent changes in financial markets. To make a conclusion whether Basel III is a sufficient reaction is the second main aim. Procyclicality in Basel II and Basel III

The term procyclicality refers to the ability of a system to amplify business cycles. The recent financial crisis has revealed that the current regulatory framework, Basel II, affects the business cycle in exactly that manner. The newly published Basel III therefore sought to include tools that would mitigate the procyclical nature of regulatory framework. The aim of the thesis is to analyze whether such tools are effective and whether the procyclicality under Basel III has been mitigated when compared to Basel II. In order to conduct such analysis we employ a simple model with the households and firms sector. Using the OLS estimation method we estimate the sensitivity of Basel risk weights to the business cycle under both Basel II and Basel III conditions. As the Basel III framework has been published only recently, there are few studies that would analyze its effect on procyclicality. The main contribution of this thesis consists of implementation of Basel III countercyclical tools and the comparison between both frameworks. The thesis further contributes to the existing literature by conducting the analysis on the data for the Visegrád Group, that is for the Czech Republic, Slovakia, Hungary and Poland. Influence of BASEL III regulation on risk management in banking

The diploma thesis focuses on the regulatory framework of the BASEL III in coherence with risk management and measurement of market and credit risks. The accent is focused upon methodology of calculation and determination of the capital requirements of above mentioned risks. In the introductory part of the thesis are mentioned basic procedures regarding risk management as well as theoretical methodology and development of calculation of the capital requirements in coherence with current standard BASEL III. In the practical part of the thesis are presented capital management policies with regards to BASEL III in Deutsche Bank AG, globally presented institution and Komerční banka, a.s., operating on the Czech market. Accented are mainly the expositions of the institutions and the size of the capital required by the regulatory framework.
Credit risk management in banks

The subject of this diploma thesis is managing credit risk in banks, as the most significant risk faced by banks. The aim of this work is to define the basic techniques, tools and methods that are used by banks to manage credit risk. The first part of this work focuses on defining these procedures and describes the entire process of credit risk management, from the definition of credit risk, describing credit strategy and policy, organizational structure, defining the most used credit risk mitigation tools to the regulatory requirements for credit risk management. The second part gives a more detailed view to credit risk measurement and evaluation and possibilities of credit risk hedging. Last part presents credit risk management in practise illustrated by the example of chosen bank.
Comparison of regulation and supervision of financial systems in the US and the EU

The master thesis deals with the issue of the development of regulation and supervision of the financial systems in the US and the EU. The thesis is primarily focused on the regulatory and supervisory bodies and the area of capital adequacy in both, the US and the EU and changes in these areas in response to the global financial crisis. In order to meet the theses objectives the thesis is divided into three chapters, which are logically and chronologically connected. The first chapter covers the period before the financial crisis. This chapter analyzes American and European system of regulation and supervision in the period before the crisis, as well as Basel I and Basel II and the reaction of the US and the EU on these agreements. The second chapter focuses on the period of the financial crisis. Chapter analyzes the causes that led to this crisis and also its actual progress. Next section of the second chapter analyzes the US and the EU response to the crisis and the steps which the US and the EU have taken in an effort to save their financial systems. The last chapter covers the post-crisis period. This chapter is devoted mainly to the new concept Basel III and its implementation in the US and the EU. The conclusion of the thesis will be devoted to an overall summary and to comparison of obtained information.
The Impacts of Basel II and Basel III Capital Requirements on the Banking Sector in the Czech Republic

The goal of this bachelor thesis is the analysis of regulatory framework Basel II and Basel III with the focus on their impact on the Czech banking sector. Firstly it is focused on the development of the capital adequacy rules till the emergence of Basel II. Basel II and its three-pillar structure, which consists of minimum capital requirements, supervisory and market discipline are analysed then. When shortcomings of Basel II are mentioned, it is proceeded to introducing the new regulatory framework Basel III. The innovations of Basel III lie in the enhanced quality of regulatory capital and the setting up of new capital requirements. The last part of the thesis focuses on the compliance with the capital requirements of the Czech banking sector in the past and the evaluation of its readiness to implement Basel III.
Credit unions in the Czech Republic and their importance in the context of loan products

The thesis is focused on the analysis of credit products offered by the credit unions in the context of Czech retail banking. The objective of the thesis is to compare the terms of specifi c loan products of banks and credit unions. The first part is devoted to the history of credit unions in the Czech Republic since the late 20th century. Then it discusses the various types of products off ered by these institutions. The last part is trying to assess the specifi c terms of the credit products off ered by selected credit unions and banks.
Analysis of the Basel III banking regulations and their impacts on the Czech banking sector

The aim of this thesis is to perform analysis of the state of preparedness of the banking sector in the Czech Republic for the requirements of the new Basel III regulatory measures and to assess which consequences change in the field of regulatory rules could mean for the banking sector in the Czech Republic and for the Czech economy. The main changes which the Basel III regulatory framework has brought with it are examined, this specifically concerning change in the field of capital requirements and introduction of liquidity checks on banks via two new indicators, these being LCR and NSFR. Attention is also paid to introduction of the leverage ratio indicator which is supposed to limit excessive indebtedness on the part of banks. The thesis also concentrates on the indirect consequences of change in the regulatory rules. The Czech Republic is a small open economy which is strongly dependent on economic development abroad, in particular in the countries of the European Union, so the indirect consequences could be relatively significant. A certain influence could also be represented by ownership of several key banks in the Czech Republic by their foreign controlling companies. In terms of this thesis, the issue of bank regulation is also resolved on a general level, whereas the issue of the relationship between liquidity, risk and profitability in the banking sector is also outlined here.
