The influence of the implementation of the National system of occupations and National system of professional qualifications in the labor market in the ČR

This diploma thesis deals with the functioning of the labor market in the Czech Republic its status, development and related concept of lifelong learning and effective use of human capital. The introductory chapters focus on the theoretical definitions of the terms dealing with the concept of lifelong learning and offer a summary of current labor market situation including some statistics. The following part is specifically devoted to defining the National system of occupations and National system of qualifications. These systems are currently being put into practice to increase the effect of the labor market functions and to fulfill the vision of efficient use of human capital. With these systems is also connected to the European system of qualifications which is described in the following chapter. The final sections deal with the functioning of already established processes including the stage of completion. In these chapters I evaluated the effect of the real market and assessed the development of their implementation. Here I took into an account the role of educational and employment agencies and their impact on the successful fulfillment of the meaning of the whole project. This chapter is an analysis of subsequent developments and the effect on the entire market. It also includes a model of the Czech labor market, assuming successful incorporation of both systems and their functions in society.
Possibilities of implementing a system of recognition of non-formal and informal learning in the Czech Republic

The main actor of lifelong learning (LLL) is a learner. It is important to assess and support their entire learning -- i.e. to value learning -- not only that occurring within formal education system but non-formal and informal learning as well. However, non-formal and informal learning outcomes have been not certified by certificates recognized by society as a whole yet. Moreover, informal learning occurs without curricula and teaching. These are the reasons why it is technically necessary to develop suitable instruments and schemes for recognizing learning outcomes which enable implementation of the LLL system. With regard to implementation of the LLL system in the Czech Republic, there are realized various projects and initiatives, national and sector equivalents of European instruments are created or European instruments for implementation of the European LLL concept are introduced (the National occupations system, the National qualifications framework, a system of recognition non-formal and informal learning outcomes, the Law no. 179/2006, Coll. on recognition of further education outcomes, the European Credit transfer system for Vocational Education and Training). The paper is concerned with opportunities and obstacles in the way of implementation of all the instruments mentioned above into LLL concept of the Czech Republic.
Funding of educational system from EU funds

The main objective of this Bachelor's Thesis is to describe closer one of financial tools of the European Union in the field of education and training, which are the Community programmes. In the first part there is an introduction of resources from the European Union for financing of projects in the area of education and training. After that the part contains some basic information about the Community programmes and also the description of particular Community programmes in the field of education and training in the programming of period 2007-2013. The second part of this Bachelor's Thesis is focused on the process of applying for a grant and the realization of selected project. And then there is also some statistics of amounts of money provided on education and training by the European Union and also some information about interests of Czech institutions in the Community programmes in this field. The last part contains the conclusion of this Bachelor's Thesis with results and a small recommendation.
Personal development of manager, motivation, stimulation and lifetime learning

The aim of this diploma work is the specification of approaches to the developement of manager´s personality, the identification of different ways of motivation and stimulation and getting of oppinions of lifetime laerning need. The research work was realized in the companies Farmtec and Kostečka. In the first part of this work are summarized the teoretical knowledge. The used method of data collection was questionairy examination. The characteristic of the both companies follows after the methodology of this work. In the results of the questionairy examination every question is compiled into a chart and a graph, followed by results and a discussion. In the couclusion the most important pieces of knowledge are summarized. The Farmtec company focuses on the knowledge and common sence. Their managers are efficienty motivated and stimulated. They prefer in born abilities to the lifetime learning. The Kostečka company prefers the gradual creation of knowledge. Their managers feel the need of solidarity. The repondents would more motivation anad stimulation, more autonomy and the opportunity to get on thein own.

UNEMPLOYMENT OF PEOPLE OVER 50 YEARS OF AGE {--} OBSTACLES HINDERING THEM FROM FINDING A JOB

Our position in the labour market is conditioned by a number of features (age, state of health, education, sex, ethnic origin) which define groups of people who are more endangered by a loss of job and predestined to be unemployed. Each of these groups has its specific problems or ``obstacles`` which prevent them from getting a job again. One of these groups includes people over fifty years of age. If an individual has problems to find a job at the beginning or in the middle of their carrier life, their chances of getting a job as they grow older are even smaller. Many people have to face the crisis of basic social securities. Situations when a person is, in a very short time, permanently separated from the results of their long-term efforts, from their social status, their colleagues and income are fairly frequent. The objective of the work was to define the obstacles which hinder unemployed people of over fifty years of age from finding a job, and to point out the issue of unemployment in this age group. The research was carried out in the Labour Bureau in České Budějovice and in the Labour Bureau in Strakonice. Methods of qualitative research were used, specifically a Questionnaire and an Analysis of the content of documents. The following hypotheses were determined: 1. The greatest obstacle preventing people older than fifty from finding a job is the lack of qualifications. 2. Along with an improvement of the situation in the labour market the number of unemployed people in this age category registered in the Labour Bureau decreases. The hypotheses were confirmed. The research showed that the greatest obstacle for these unemployed people are their qualifications which are insufficient and do not correspond with the current requirements of the labour market. It was also discovered that the number of people in the 50+ category increases or decreases depending on the general development of the unemployment rate. However, changes in the 50+ category are not very significant, and therefore, the ratio of applicants in the 50+ category keeps increasing as compared to the total number of job applicants. That is why the 50+ category rightly ranks among risky groups of unemployed people. In order to improve the chances of the 50+ workers in the labour market, it is necessary to improve their professional qualifications, eliminate age discrimination and modify working conditions in such a way to enable these people to find a job even in spite of various health restrictions. Elderly workers would have to change their opinion regarding retaining a job, their attitude to acquiring new skills and they would have to become more flexible to match the present labour market. The issue of unemployment of people over fifty years of age is and will be topical since it can be expected that the trend of ageing of the population and the increasingly dynamic features of the economy based on modern technologies, will make it increasingly difficult for such people to find a job.
Lifelong education possibilities of IT workers.

My thesis is focused on the one of the most actual theme of presence, which is lifelong education. It seeks to allow orientation in this area and present main possibilities, which brought to IT workers. The thesis should be divided into the two parts. First part is theoretical, in which are defined process of lifelong education, forms of education and other terms from this domain. The second part brought survey of methods used for education of IT workers. By each method is subscribed on which is based on, its advantages and disadvantages. Furthermore are specified particular criterions, which are monitored by each possibility and all together form entire characteristics. At the end are these characteristics compared in transparent table. That make interested person possible to discover which type of education is probably suitable for them and in consequence they can discover additional information.
Support of the human capital investment as an integral part of the knowledge society development

Diplomová práce se zabývá možnostmi podpory investic do lidského kapitálu v rámci celoživotního učení, jenž je charakteristickým znakem společnosti založené na znalostech a jejich rozvoji. Po přestavení některých teoretických pohledů na lidský kapitál je poukázáno na jeho význam ve znalostní společnosti. Zároveň je vysvětlena příčina potřeby změnit přístup lidí ke vzdělávání jako k jednorázovému systému posazeného do školních lavic. Dále práce přináší informace o postoji a podpoře investic do lidského kapitálu na úrovni členských zemí OECD a EU. Jsou představeny základní oblasti podpory, dlouhodobé strategie a zásadní dokumenty. Současně jsou zmíněny již zrealizované projekty podporující rozvoj celoživotního učení. Kapitola věnující se České republice představuje vládní dokumenty a mnohé konkrétní operační programy a projekty podporované příslušnými ministerstvy i účast na projektech v rámci Evropské unie. Zahrnuty jsou i mnohé možnosti dalšího vzdělávání, které lze u nás využít. Stručný statistický přehled z oblasti výdajů do vzdělávání anebo participace na jednotlivých formách učení je součástí závěrečné kapitoly.
