Together from the middle: a comparison of theories of change of middle tier projects in the Czech Republic

This thesis responds to the debate on the optimal design of the middle tier intervention in the Czech education system. It contributes by comparing the approach of its two main actors: the Ministry of Education, Youth and Sports and the Partnership for Education 2030+. It studies their proposals for the middle tier as public policy interventions. Based on document analysis and thematic analysis of interview transcripts with leaders of both approaches, it unpacks their theory of change - the way in which the middle tier proposals should work. The paper has two main outputs that describe the theory of change. The first output is a causal chain of assumptions about how these interventions are designed to work, which is graphically represented in the form of a cognitive map. The second output is the theory of change narrative, to create which recurring themes were identified in the interview transcripts and the context in which representatives of both approaches to the middle tier use them described. The comparison shows that the two approaches are very similar in terms of framing the problematic behaviours that the interventions are expected to change in the target groups and the ultimate impacts of the interventions. This thesis focuses on a comprehensive analysis of the position of general practitioners within the Czech healthcare system. Emphasis is placed on comparing the perspectives of three generations of general practitioners, encompassing medical students in the process of specialization selection, mid-career general practitioners, and those approaching retirement age. The objective of this study is to explore the historical development of the position of general practitioners and gain a detailed insight into its strengths and weaknesses. Furthermore, the research delves into the identification of key factors that may influence this position over time. Lastly, the study evaluates whether the current healthcare reform addresses the present challenges and issues faced by both current and future general practitioners.
Private schools in the primary education system: case study of the Karlovy Vary Region

This diploma thesis focuses on private primary in the Karlovy Vary Region. It is a case study whose main aim is to present private primary schools in the context of the development of private schools at the national level. It looks at the trend of recent years, when there has been an increase in private schools across the regions of the Czech Republic. The thesis is based on secondary data obtained from relevant documents related to private education and from the known evidence available in the country. It presents the facts about private primary schools from the perspective of various authors who primarily deal with the topic in the Czech environment. The theoretical basis of the work is based on the supply and demand for education. Attention is also paid to parents as actors who have a significant influence on the existence of private primary schools. Ethical dilemmas in supervision

This study aims to explore the factors that play part in ethical dilemma decision making for external supervisors in social work. Using qualitative methodology it looks at what dilemmas supervisors meet in their practice, what decision making processes they undertake and specifically what factors help them to make those decisions. Two areas of factors were identified - internal and external. The overall conclusion is that supervision ethics is a complex field that requires constant reflection and effort on the part of the supervisor. At conclusion I present some recommendations for better ethical decision making in supervision: attention to prevention rather than control, developing ethical sensitivity and maturity, better ethical education, more professionalisation in supervision
Phenomenon of Private Elementary Schools - New Trend in Education?

This diploma thesis deals with the situation of emerging private elementary schools in the Czech Republic. As this is a new phenomenon, only recognised in the past few years, there is little detailed evidence that would provide the necessary information about these schools; such as what kind of schools are registered and why they were created. This paper aim is to identify and describe the main types of these schools and understand their functions. The first part is to comprehend the shift in education and stress out the influence and role of new actors. This is achieved through providing the different perspectives on education and through description of supply and demand for education. This new phenomenon is also supported by the Theory of Exit, Voice & Loyalty which explains behaviour of private school's initiators and founders. The thesis also examines different authors' and publications' views on alternative and traditional schooling, private, public and non-public schools and the difficulties in comparison across different educational systems. The practical part and its research offers systematic and objective evaluation of the new schools being established and how they work. Advocacy coalitions in abortion policy

1 Abstract This thesis focuses on the identification of key situations of the development of abortion policies and the analysis of coalitions in the Czech Republic in the period 2012-2022. It also compares the abortion policies of neighbouring countries (Germany, Austria, Poland and Slovakia) in order to determine whether the Czech political discourse converges with the policies of these countries. The methodology of the thesis includes a media analysis of the last ten years using NewtonOne, which showed a shift in the perception of abortion and a greater presence of pro-choice actors in the media. To achieve the objectives, semi-structured interviews were conducted with key actors identified during the media analysis. The degree of polarization between coalitions was identified, as well as the stability and immutability of these coalitions. Neither coalition has much motivation for legislative change, but there is a perception among coalitions that 1) the legislation is set up well and 2) women have the right to choose. A comparison of abortion policies with those of neighbouring countries shows that most neighbouring countries have a stricter approach to abortion, and while Poland and Slovakia are tightening laws, Germany is moving towards a slow liberalisation. Prostitution Policy in the Czech Republic: Agenda setting

This master's thesis focuses on understanding the process of prostitution policy-making in the Czech Republic using agenda-setting theory in relation to the basics of prostitution policy in the country. The Czech Republic is one of the countries that do not have its legislation, therefore the thesis also describes and explains the situation that has preceded the proposals for the regulation of prostitution. The research is based on secondary data in the form of public policy documents, academic publications, or media reports in connection with the agenda-setting of prostitution policy in the Czech Republic from 2000 to 2019. The thesis focuses on three time periods, which match the legislative attempts to regulate prostitution. This is based on the conceptual scheme of the thesis, which includes components of the formation and subsequent agenda-setting. Finally, it focuses on the overall explanation through the model of "The four 'P's". The text relies on the public policy frameworks described in the theoretical section. It presents the agenda-setting of prostitution policy in the Czech Republic between 2000 and 2019, which was not successful and had no spillover to the next phase of the policy process.
