Čeněk, Jakub ; Ulík, Karel (advisor) ; Anděl, Petr (referee)
The diploma thesis "Strategic Defense Initiative" deals with the issue of the Strategic initiative on the basis of historical-political analysis. The SDI was a crucial topic during the 80s, which had political impacts on the development of the international events and the Cold war in general. This work presents brief history of the United States ABM systems and introduced historical context. Furthermore, the author analyzes possible reasons for the SDI announcement and reexamines Reagan's speech from March 1983. Persons and interest groups who were promoting strategic defense are also included in this analysis. Problems connected to the SDI and its brief description are also mentioned. The following chapter deals with Soviet reaction to the SDI. The seventh chapter dicusses the European reaction to the SDI. The topic is analyzed on the example of United Kingdom. Next chapter deals with the Anti Ballistic Missile treaty and its interpretations from the SDI prespective. Last chapter discusses US - Soviet summits which took place in the 80s with emphasis on the SDI.
Legal and Political Dimension of International Trade in Endangered Species of Wild Fauna and Flora
Ulík, Karel ; Pulgret, Miroslav (advisor) ; Landovský, Jakub (referee)
The thesis deals with the issue of compliance in the context of international treaties on protection of endangered species. Two important treaties are subject of the analysis - the 1973 Convention on International Trade in Endangered Species of Wild Fauna and Flora (known as CITES) and the 1946 International Convention for the Regulation of Whaling. My research focuses on the question whether member states comply with their obligations arising from the treaties. If they do not, then I look for a response to the violation such as use of compliance instruments (e. g. sanctions) and its effect on the breaching state, mainly if the response (if there was any) was successful in making the state come back into compliance. Finally, based on experience with CITES, ICRW and other multilateral environmental treaties, I attempt to design some of the new ICRW compliance mechanism features in order to increase its effectiveness.

World Trade Organisation environment related case-law
Ulík, Karel ; Žákovská, Karolina (advisor) ; Humlíčková, Petra (referee)
WTO Jurisprudence in Environment-related Disputes Abstract There are a growing number of environment-related disputes before panels and the Appellate Body of the World Trade Organization (WTO). The usual pattern is that one member of the WTO adopts a measure aiming at environment protection, while another WTO member considers the measure to be a restriction on international trade. The following complaint usually alleges violations of most-favoured nation treatment, national treatment, or prohibition of elimination of quantitative restrictions. The defending party then has to prove that its measure falls under one of the exceptions allowing them to restrict trade. These environment-related are a subject of this thesis. In introductory chapters, we explore the evolution of GATT/WTO approach towards the environment, the dispute settlement system, and the substantive law of this international organization. Then we analyze relevant jurisprudence from the very first dispute in 1980, when the US failed to defend their import ban on imports of tuna from Canada, to the recent Brazil ban on import of retreated tyres for their negative impacts on the environment and human as well as animal health. Then we turn to the current, yet undecided dispute on the conformity of a seal products ban with the rules of the WTO. In...

Paving the way for France's reintegration into NATO's military structures
Matějková, Barbora ; Ulík, Karel (advisor) ; Perottino, Michel (referee)
The bachelor's thesis "Paving the way for France's reintegration into NATO's military structures" explores the causes of the France's re-entry to the integrated military structure of the North Atlantic Treaty Organization in 2009. The thesis considers three major reasons leading to this decision: change of the global security environment, position of France in NATO and construction of the Common Security and Defense Policy of the European Union. The thesis attempts to explain how the development in these three fields influenced France's relations with NATO and in what way they contributed to the final decision to reintegrate into NATO's military structures. By analyzing primary sources and secondary literature, the author examines development in these fields in the period between 1995 and 2009. The thesis is divided into four sections: the first chapter briefly deals with the nature of French foreign policy and French relations with NATO before 1995; the next three chapters cover the particular fields that influenced the relations between France and NATO that is the global security environment, French position in NATO and construction of autonomous European defense. The author concludes that three facts contributed to the decision on the reintegration into NATO's military structures: (1) due to the...
U.S. Security Policy Towards Pakistan During the War on Terrorism 2001-2008
Krauzová, Tereza ; Sehnálková, Jana (advisor) ; Ulík, Karel (referee)
President Bush declared a global war on terrorism in response to terrorist attacks of 11 September 2001. The United States were aware that gaining support from Pakistan was the key to success of the operation in Afghanistan. Pakistan, the only nuclear-armed Muslim power, sharing a long, strategically important border with Afghanistan, was ruled by a military dictator, General Parvez Musharraf. The U.S. canceled sanctions imposed on the country in 1990' and submitted to Musharraf a list of requirements, which he accepted. However, the renewed alliance between Washington and Islamabad was not trouble-free at all. The thesis explains the development and analyses causal connections of individual aspects of U.S.-Pakistani security cooperation in years 2001-2008. It seeks to find out what led Pakistan to the breaking of allied commitments, and why the U.S., aware of the ambivalence of Pakistani effort, followed the chosen line of policy towards Islamabad. Keywords: USA, Pakistan, Afghanistan, Bush, War on Terror, Taliban, Musharraf
The Fall of the United States as a Global Superpower
Vilímec, Tomáš ; Kozák, Kryštof (advisor) ; Ulík, Karel (referee)
The bachelor thesis The Fall of the United States as a Global Superpower examines the current position of the United States as the only world superpower. Since the end of the Cold War the United States of America is considered as the world hegemonic power. Nonetheless many circumstances have changed since then. The United states are obliged to finance the worldwide war against terrorism, they suffered the worst economic recession since the Great depression and their relations with other countries including their allies are not as bright as they used to be. Moreover their position is no longer unchallenged by other countries. Probably the most visible competitor is China which amazes the whole world by its powerful economic growth. Also other countries are experiencing their steep rise into the position of world power. This thesis will investigate separately the military, economic and political power of the United States and will try to answer whether the hypothetical decline of the United States could be real or not.

Svitková, Katarína ; Ulík, Karel (advisor) ; Raška, Francis (referee)
Bibliografický záznam SVITKOVÁ, Katarína. Porovnanie jadrovej politiky posledných dvoch amerických administratív. George W. Bush a Barack Obama. Praha, 2011. 57 s. Bakalárska práca (Bc.) Univerzita Karlova, Fakulta sociálních věd, Institut mezinárodních studií. 2011. Vedúci bakalárskej práce Mgr. Karel Ulík. Abstract The topic of the bachelor thesis is a comparison of George W. Bush and Barack Obama`s approaches to nuclear policy issues. The principal argument is based on a presumption that although there are partial differences between the two in terms of rhetoric and instruments used, the two administration`s primary goals are identical, just as the security threats they are based on. A brief characterization of new security environment is followed by a chapter dedicated to President George W. Bush with an evaluation of his nuclear policy steps like international agreements and the relationship with countries which refuse to comply with international norms. The focus is also on the issue of weapons of mass destruction as a pretext to military interventions abroad. The next chapter analyzes the current President Barack Obama`s nuclear policy measures such as the New START Treaty, prevention of fissile material proliferation and, equally as the previous chapter, the approach towards North Korea and Iran....
