Analysis of the 2024 state budget revenue in light of the 2019 pre-crisis year
Janský, Petr ; Kolář, Daniel
This analysis compares planned state budget revenues in 2024 with the state budget outcomes of 2019. It charts a period in which the Czech economy and public budgets have been heavily impacted by the consequences of several major crises (coronavirus, the invasion of Ukraine and the war, an energy crisis, and an inflationary wave) as well as by significant parametric changes in the Czech tax system. 2019 can be considered the last pre-crisis year and 2024 the first post-crisis year, so they correspond to 'normal times' more closely than the years in between. This analysis builds on a previous analysis of the state budget expenditure development between 2019 and 2024 and includes a brief synthesis of findings on revenues and expenditures.

Impact of Universal Basic Income on Income and Poverty in Italy: A Multi-Scenario Analysis Using HFCS Data in EUROMOD
Petrus, Tomáš ; Kolář, Daniel (advisor) ; Šťastná, Lenka (referee)
Mikrosimulace základního nepodmíněného příjmu v EUROMOD přisprívají probíhající diskusi o sociálních důsledcích a rozpočtové proveditelnosti této politiky. Rozmanitost italských regionů a boj s veřejným dluhem mohou vážně ohrozit proveditelnost scénářů v reálném světě. Výsledky práce následují trend radikálního snižování celkové chudoby a nerovnosti pozorovaný v této oblasti výzkumu.
Analysis of the 2024 state budget expenditure in light of the 2019 pre-crisis year
Janský, Petr ; Kolář, Daniel
Our analysis compares the 2024 state budget proposal approved by the government with 2019 state budget results. The interim period includes two major events with a number of significant economic impacts - the coronavirus and Russia’s aggression in Ukraine. We compare the percentage increases in key state budget expenditures with the 40.6% increase in prices and the 33.9% increase in nominal gross domestic product (GDP) over the same period, 2019-2024. Comparison that takes inflation into account is indicative of the change in the real value of spending, while comparison accounting for GDP growth shows the change in the shares of spending in GDP.

The Impact of European Funding on Learning Outcomes of Pupils in Slovakia
Sokoláková, Miriama ; Šťastná, Lenka (advisor) ; Kolář, Daniel (referee)
The Impact of European Funding on Learning Outcomes of Pupils in Slovakia Abstract As a member of the European Union, Slovakia has access to various funding programs aimed at improving education and fostering economic development. This thesis examines the effectiveness of these funds in enhancing educational achievement in all relevant Slovakian primary and secondary schools. To assess the impact of European funds, the thesis employs fixed effects, between effects, and a difference-in-difference approach. We combine data collected from the Na- tional Institute of Education and Youth with socio-economic data. The analysis covers the period from 2007 to 2013, encompassing one funding cycle and al- lowing for a comprehensive evaluation of the long-term effects on educational achievement. The results do not reveal a correlation between European funds and the test scores of schools. However, a negative correlation was found be- tween schools located in economically disadvantaged areas and with pupils from socially disadvantaged backgrounds. The study also identifies several challenges and areas for future research for more efficient fund allocation.
(Not) increasing social benefits in 2012–2023: an overview
Janský, Petr ; Kolář, Daniel
In this overview, we map trends in the value of social benefits over the past ten years and compare them to trends in inflation, average salaries and old age pensions. If the real purchase power of benefits is to remain stable, they should be raised at least at the same rate as inflation. If we want social benefits to continue to provide the same level of financial security, keeping pace with economic developments in the long term, then their value should rise at approximately the same rate as the average salary, and spending on benefits should increase at approximately the same rate as GDP.
