Analysis of Coalition Behaviour of Political Parties at the Regional Level

Need to form a coalition accompanies most of legislative bodies in multi-party systems without directly-elected executive, including party system in the Czech Republic. This thesis analyses coalition building processes and coalitions formed after regional elections in 2000, 2004, 2008 and 2012. Main goal is to identify what factors, trends and party behaviour patterns affects coalitions bargaining and final form of a coalition. Secondary goal is to evaluate the stability and continuity of these factors and trends. In order to achieve these goals, diachronic and synchronous comparative analyses was used together with quantitative method of voting power measurement. Text is divided into four chapters. First chapter is devoted to discussion about American and European approach to the study of theory of coalitions. Two points of view of motivation of political parties to compete in the elections are presented: Office and Policy seeking. Second part of this chapter is focused on multi-level governance with emphasis on specifics of the coalition formation process and relationships between parliamentary and regional systems. Second chapter presents method of voting power indices. In the third chapter regional political system of Czech Republic, its organs, powers and voting system are described. Final chapter contains the analysis of coalitions and coalition bargaining. Chapter is divided into two parts; one focused on coalition formation in particular regions and second analyzes continuous and long-term factors and trends.

Informační podklad vychází z pojmu „whistleblowing“, který je využíván v odborné literatuře i Evropskou unii za účelem popisu situace, kdy jednotlivec poskytne nebo zveřejní informaci o tom, že dochází protiprávní či jiné (např. neetické) činnosti. Právní úprava whistleblowingu pak označuje soubor právních norem, které dopadají na takto popsanou situaci – od právní úpravy, která předepisuje způsob oznamování takových informací, až po ochranu oznamovatele (ochrana oznamovatele jako svědka, ochrana v pracovněprávních vztazích) nebo případnou odměnu pro oznamovatele. Informační podklad poskytuje přehled právní úpravy ve vybraných zemích (ČR, Irsko, Maďarsko, Nový Zéland, Slovinsko, Spojené Království, USA, SRN, Rumunsko) a dále přehled vybraných relevantních mezinárodněprávních dokumentů přijatých na půdě OSN a Rady Evropy.

The legal obligation to vote in elections in selected countries: Study 1.224

Studie se zabývá institutem volební povinnosti s důrazem na politické a právní souvislosti jejího uplatňování. Práce přibližuje argumenty pro a proti povinné účasti voličů ve volbách a představuje základní sankční mechanismy, které jsou při porušení této povinnosti nejčastěji uplatňovány. Následně jsou představeny vybrané historické (Československo, Rakousko) i současné (Austrálie, Belgie, Švýcarsko, Nizozemsko, Lucembursko, Lichtenštejnsko) příklady právní úpravy povinného hlasování.

Regulation of compulsory voting in selected countries: Comparative Study 1.224

The study deals with a compulsory voting with special emphasis on political and legal context of its application. The authors present the most common arguments for and against of compulsory voting and basic sanction mechanisms which are usually used in case of a breach of duty. Subsequently, the authors offer short studies of historical (Czechoslovakia, Austria) and existing (Australia, Belgium, Switzerland, Netherlands, Luxembourg, Liechtenstein) cases of compulsory voting regulation.

Ethical codes in parliaments in presidential, semi-presidential and parliamentary system - case of USA, France and Great Britain

Regulation of ethical regimes in parliaments seems to be a current issue in many (not only) western democratic countries. This thesis discusses comparison of ethical codes in parliaments of Great Britain, France and United States of America. Chosen countries have been selected regarding the fact that each country has different political system: parliamentarism in UK, semi-presidencialism in France and presidencialism in USA. The main aim of this work is to find out whether the difference of political systems could affect the scope and content of ethical codes. In order to achieve this task, the author uses the method of analysis and subsequent comparison of individual ethical codes. The thesis is structured into four parts. First part deals partly with theories of representation and mandate and also with particular political systems in selected countries. In second part the author describes codes of ethics in general and also benefits for citizens and legislators connected with adoption of ethical code. Third part analyzes codes of ethics adopted by particular chambers of selected parliaments. Respective comparison of ethical codes and regulations of ethic regimes is contained in the final part.
