The Role of High Representative for Bosnia and Herzegovina in its Postwar Reconstruction in between 1995-2002: Closing the "Capability-Expectations Gap"
Šitera, Daniel ; Králová, Kateřina (advisor) ; Tejchman, Miroslav (referee)
Bosnia has been an international protectorate for fifteen years after the end of civil war which was ravaging the country between 1992-1995. The protectorate was to originally give way to Bosnian growing sovereignty after one year since the end of civil war. Instead, the International Community started to increase its activity in the country via an expansion of the High Representative's capabilities (financial and military resources of the protectorate, High Representative's authority to take actions against Bosnia elected representatives, etc.). High Representative was ad hoc institution which was created to administer the international protectorate in Bosnia. At the end of 1997, High Representative received the so-called Bonn Powers which gave him authority to directly impose legislation and to dismiss Bosnian elected representatives. Any such usage of Bonn powers was justified as an effort to speed up Bosnia's stabilization and facilitate thus international departure from the country. However, Bosnia is destabilized country and international protectorate even in 2011. The usage of Bonn Powers proved to be wrong, since it could establish a Bosnian state minimally suitable to the international expectations, but it has at the same time failed to establish a Bosnian state suitable to the domestic...

Tsivos, Konstantinos ; Tejchman, Miroslav (advisor) ; Hladký, Ladislav (referee) ; Dostálová, Růžena (referee)
BIBLIOGRAFICKÝ ZÁZNAM TSIVOS, Konstantinos. Recká emigrace v Ceskoslovensku (1948-1968). Od jednoho rozštepení k druhému. Praha: Institut mezinárodních studií FSV UK, 2010, str. Vedoucí disertační práce: PhDr. Miroslav Tejchman, DrSc. ANNOTATION The doctoral thesis Greek Emigration in Czechoslovakia (1948-1968). Between two splits is a historical study of the foundation, establishment and forming of the Greek political emigration in Czechoslovakia in the period between 1948 and 1968. Its main objective is to analyse the political development of emigration, which was in very close contact with the Communist Party of Greece. It is especially focused on the topic of forming a special "emigrant identity" in the context of the two splits of the Greek communists: the first during the period of destalinization and the second during Prague Spring. These problems are being examined from a political and socio-cultural perspective in the context of political development in Greece and Czechoslovakia during this period.
Czechoslovak-Italian relations, 1922-1929
Houska, Ondřej ; Pelikán, Jan (advisor) ; Tejchman, Miroslav (referee) ; Jančík, Drahomír (referee)
This thesis explores the Czechoslovak-Italian relations from 1922 to 1929. The accession of Fascism to power did not change the mutual relationship. Both countries struggled to cooperate even before. In 1924 the treaty of mutual friendship was signed in which Czechoslovakia and Italy pledged to follow common policy towards Austria and Hungary. However, this document never played a role in the mutual relationship as the interests of both countries in central and southeastern Europe diverged considerably. Both prague and Rome tried to establish its own dominance in that region and in their designs they treated each other as the les ser partner. The differences amplified after 1926 when the Italian foreign policy embraced revisionism. The Czechoslovak plans to consolidate the status quo have been in a large extent a response to this Italian policy. The main cause of mutual disagreement were political. However, the ideological antagonisms played certain role, too. prague seeked a prolongation of mutual treaty, but has been rebuffed by Rome. The expiration of the treaty in 1929 was entirely logical since the relationship between Czechoslovakia and Italy has been far from friendly.
Democratization of Slovenia. Dinamisation of Civil Society, Liberalization of the Union of Slovenian Communists, forming of the Political Oppsition and the Nationalization of the Slovenian question.
Beník, Michal ; Tejchman, Miroslav (advisor) ; Šesták, Miroslav (referee)
Diploma thesis "Democratization of Slovenia. Dynamisation of Civil Society, Liberalization of the Union of Slovenian Communists, forming of Opposition and Nationalization of the Slovenian question" deals with the process of democratization which turned the Socialist republic of Slovenia into a parliamentary democratic and plural Slovenia. It starts with a rough analysis of Yugoslav (con)federation and the collision between the competences of the federal institutions and those of the institutions of republics and autonomous regions. It describes the deepening of the political crisis which openly breaks out after Tito's death. It describes the revitalization of the Slovenian civil society, liberalization of the Union of Slovenian Communists and a subsequent clash of the central federal authorities (namely the Yugoslav's People's Army and the Union of Communists of Yugoslavia). It describes the basis of the subsequent transformation of the civil society into protopolitical structures which start formulating clear political demand, based on the defense and widening of the Slovenian sovereignty. The thesis ends with analyses of the final process of the nationalization о the Slovenian question, when the Union of Slovenian Communists leans toward opposition's demands based on harsh threads addressed to the...

The Return of Refugees and Internally Displaced Persons in Bosnia and Hercegovina after Dayton
Šimák, Jakub ; Tejchman, Miroslav (advisor) ; Králová, Kateřina (referee)
This master thesis deals with activities of the international community concerning the refugee question and their impact on the process and current state of the post-war returns of refugees as well as internally displaced persons (IDPs) on the territory of Bosnia and Herzegovina during the period 1995-2010. The author analyzes and critically assesses the overall strategy of international organizations and particular implemented programs, whose conception was changing over time. The aim is to determine causes of such strategic changes and their interconnectedness with the return. Fifteen years after the end of the war, the author attempts to examine the socioeconomic situation of the returnees and the qualitative aspect of the return process. The main argument of the thesis is that the international community did not succeed in fulfilling the goals stipulated in Annex 7 of the Dayton Peace Agreement. Although over one million of refugees and IDPs returned to their places of origin, the physical return has not been accompanied by a "harmonious reintegration" within the local societies. The international community focused on the issues of property legislation, restitution and reconstruction that have - despite their importance - only partly tackled the complex process of returns. The unsatisfactory conditions...
