By reviewing the historical background of the institution of education, several key sequences emerge that are foundational principles. They are: a decentralized system, secular education, universal access, decreasing the achievement gap and global competition. Testing these sequences against school choice theories shows the foundational principles behind traditional public schooling in America are being challenged. The institutional reproduction of this pathway is likely to be interrupted in the utilitarian, functional, power and legitimation explanations of path dependence theory. Accountability in Higher Education in the Czech Republic

The diploma thesis "Accountability in tertiary education in the Czech Republic" is based on the concept of accountability, which is defined as a social relation between two actors, where one actor is obliged to justify his conduct and behavior to another. This diploma thesis has been mainly written on a theoretical base - the accountability concept, which will be applied in the Czech tertiary education. The main aim of the presented diploma thesis is to find out, whether the concept of accountability in the Czech Republic will contribute to the expansion of a professional knowledge in tertiary education system. The set aim further allows verification, if accountability as a concept might be beneficial for further research in this field. The objective of this diploma thesis will further describe how accountability is applied in the tertiary education and outline such a complex network of relations between actors. Following the set aim, this thesis is conceived as a theoretical study covering the specific country - the Czech Republic. Pre-university Educational System and inequalities in Kosovo Edona Begu Master thesis Abstract The institutional structure of the education system is crucial for understanding the educational inequalities. Kosovo is a young country and its education system is undergoing major reforms. Hence, studies and research in the impact that the educational system arrangement has on inequalities barley exist. The main goal of this thesis was to understand the institutional setting of pre-university education system in Kosovo and its impact in inequalities, especially in terms of labour market outcomes, social status outcomes and educational outcomes. After evaluation of Kosovo's education system along standardization and stratification dimensions introduced by Allmendinger, in the widely known typology for educational inequalities, Kosovo's pre-university education resulted to be highly standardized and highly stratified. Thus, the quality of education provision is uniform for all the students, which is reflected in their similar educational outcomes in PISA test. Catchment migration in primary education

Catchment tourism is one of the yet unexplored topics in the Czech primary education system, although with the implications of the phenomenon we encounter more and more often. The aim of the thesis is to explain the phenomenon of catchment tourism and to try to understand his actors. In the theoretical part the work deals with all the information available, that is realted to this phenomen and using the theoretical perspectives try to explain catchment tourism and incorporate this phenomenon into the overall theoretical framework. Qualitative research, which was used for this work, then using the methods of semi-structured in-depth and expert interviews, provides a look at a fictional change of residence associated with the choice of school, and both parents and also professionals, who works in the field of education or driving it. In conclusion, the work deals with the solution, that would, in certain circumstances, has helped this phenomenon to remove or at least alleviate.

Thesis on the topic of the possibilities and limits of using the method of mystery shopping in the measurement of the public services quality is intended to introduce the method of mystery shopping and to evaluate the possibility of its use in the public services quality measurement through its application. Quality is a broad term which is associated with many definitions. Public services have many specifics compared to the private ones, dominated by the lack of profit and focus on meeting the public interest. Even the definition of quality and performance standards in the public sector differs from those in the private sector. Mystery shopping, which is heavily used in measuring the level of service quality in the private sector occurs rarely in the common practice of public services. Overqualification: real or artificial problem?

The imbalance in the labor market between the supply of and demand for skills is a widespread phenomenon that may contribute to unemployment and lower productivity and competitiveness. This diploma thesis aims to explore and understand the complex phenomena of skill mismatches on the labor market. As skill mismatch manifests itself in various forms, there exist different but also related concepts of educational or qualification and skill mismatches. In the first part a clear distinction between skill and qualification mismatch is made, the links between different types of mismatches are described and the debate of using each of the concepts is situated as well as the comparison of advantages and disadvantages of different concepts. Next part of this thesis concerns also with potential causes of mismatches in the labor market as well as its consequences and implications for individuals, businesses and society as a whole. In the next section, the information on possible measures of educational or qualification and skill mismatches is offered and the comparison of these measures is made. Tuition fees in Chinese public higher education and their implications for equity of access

From the resumption of university entrance examination in 1977 to 1997, china's higher education has remained free of charge for 20 years. But in 1997, china changed its policy of higher education; students are required to pay for their university education. Since then, the tuition fee for university has undergone a rapid increase. By the year 2013, the tuition fee has increased up to 27 times that of 1997. The increase in university tuition has caused much concern from the public, and many people complained that it not fair for students from rural areas and people with low income. This thesis studies the educational inequality caused by the increase in university tuition and its impact on china's social and economic development. The author applies multiple case studies with the help of official database, the affordability of urban and rural residents to the higher education tuition, university enrollment plan, the financial aid system and government Appropriation over the time period of 2011-2015. The author found that the increased tuition has become a huge economic burden for students from low-income urban families, and thus result in the inequity of access opportunity for those students. Duration of university studies in the Czech Republic and the effect of fees for excessive study duration

Topic of the thesis is the duration of studies at universities in the Czech Republic and the effect of fees for excessive study duration on the duration of studies. It focuses on undergraduate programs at public universities, for which the fees are applicable. Author exploits data from the national student register and data on the amount of fees from most Czech universities to build a regression model. Awareness of students on the fees policy was determined by questionnaire for participants of a widely used admission test (National Comparative Test Scio). It has been found, that at the average, 41% of students extended nominal length of study program before completing it, with highest share observed in humanities. About 10% of students extended the nominal length of study by more than one year. Fees apply to one-fifth of the students, half of them because their unsuccessful studies had been attributed to their actual length of study. The results show that time to degree is only insignificantly related to the potential amount of the fee; only in the case of students of one public university we have found mild relationship and CZK 1,000 fee increase should shorten time to degree by 6 days. State-administrated secondary schooling leaving examinations (Maturita): stated objectives from the actors perspective

The bachelor's thesis deals with the area of education policy as a subset of public policy. It focuses on the issues associated with the Czech secondary school graduation examination (maturitní zkouška), presenting especially the current thinking in the area of graduation examination from the viewpoint of education policy actors. This thesis utilises the Advocacy Coalition Framework approach to identify belief consensuses within the graduation examination discourse across a segment of selected expert participants. For this purpose, the Q-methodology is applied as it is fundamentally able to reveal consensuses and thus identify the relevant coalitions. The chapter containing the outputs of Q factor analysis constitutes a crucial part of the thesis, clearly revealing two independent schools of thought in this area. Exploratory interviews were conducted during field research and their outputs significantly contributed to the description of the established factors and advocacy coalitions.
