This thesis deals with political aspects of jointly held local referenda and municipal elections, focusing on the possibility of utilizing this concurrence in order to achieve political goals - influencing the progress of referendum, mobilizing voters, using the referendum as part of election campaign - the main aim is to systematize and classify these political aspects, the other aim is to identify strategies adopted by political participants in order to achieve holding both events in conjunction. The first part of the thesis the issue of jointly held local referenda and elections is placed in the context of EU member states and the conditions of local referenda in Czech Republic are analysed. In the second part individual political aspects of local referenda are identified and based on that the key categories are defined in order to systematize and classify political aspects of local referenda. The latter systematization is then used in the multi-case study of Prague, specifically its districts where the initiators of the referendum intended to hold it jointly with municipal elections in October 2014, and strategies of achieving conjunction are identified based on discovered findings.
Optimization Using Ant Algorithms
Válek, Matěj ; Drábek, Vladimír (referee) ; Bidlo, Michal (advisor)
This bachelor thesis will deal with various applications of ant colony optimisation. In particular, Ant Colony System will be applied on the optimisation of traveling salesman problem and the design of rules for the development of cellular automata. The obtained results will be statistically analysed. Moreover, a GUI-based application has been developed which allows to interactively observe the progress of Ant Colony System for the educational purposes.
Essence of status quo over Taiwan from the perspective of the deterrence theory
Válek, Matěj ; Karásek, Tomáš (advisor) ; Ludvík, Jan (referee)
This master's degree thesis deals with status quo of Taiwan through the scope of deterrence theory. Although China has claimed island as its integral part and that it must be reunited with mainland China Taiwan is still de facto independent state. Important factor of China-Taiwan relations is US long-term security commitment to the island which creates deterrence triad in which the United States deters China from coercive solution of the Taiwan issue. Through the engagement of basic assumptions of deterrence theory and its modalities including conventional deterrence theory and concept of strategic ambiguity I try to theoretically evaluate US deterrence credibility. According to theory and its modalities the deterrence is credible only when the US is perceived as resolved to execute the threat; when defending Taiwan is perceived as US vital interest; and when the US possesses sufficient capabilities for executing the threat. Based on analysis I claim that the US deterrence of China from attacking Taiwan needs to be considered as credible. However, due to Chinese military modernization and development of new military technologies the US deterrence credibility concerning Taiwan is at stake. Powered by TCPDF (www.tcpdf.org)

Vascular access for hemodialysis and hemodynamics
Válek, Martin ; Lopot, František (advisor) ; Malík, Jan (referee) ; Roček, Miloslav (referee)
The study is based on the program of monitoring of the state of surgically created vascular accesses by measuring the vascular access blood flow (QVA). Besides the comprehensive analysis of factors influencing the value of QVA it discussed in detail hemodynamic changes caused by the presence of non-physiological arteriovenous anastomosis. The study is based on data acquired in the course of more than 10 years during which this program has been routinely used and is based on data from 506 patients with a total of 4,296 measurements of QVA. In patients, QVA is significantly inter- and intraindividually variable. QVA is significantly influenced by multiple factors and corresponds also to the overall health of the patient. No simple factor has been proven to predominantly influence QVA. The study points out the significant long-term physiological variability of QVA (23%) as a parameter that was not taken into account despite its importance in deciding on the correct indication of radiological interventions. The study also analyzes the strong correlation between QVA and cardiac output. It brings a new method of evaluation of the influence of vascular access on myocardium through a calculation of the load of left ventricle and shows that there is a strong non-linear dependency between the flow and the...
Variability of the high jump technique
Valek, Miloš ; Vindušková, Jitka (advisor) ; Krátký, Petr (referee)
Variability of Technique in High Jump Thesis objectives: The main aim of my thesis is to find out the way how the technique in specific training methods of high jump, which are full runup jumps with different directions of the coach, are changing. The next aim is to evaluate acquired kinematic parameters for each high jumper, compare the results and find defects in technique of V. Urban and V. Hojka. Method: Kinematic 3D analysis was used for the study of techniques in specific training methods. Watched spatio-temporal events were recorded on digital cameras. The record was sequentially converted to eligible digital format and processed with APAS computer programme. The output data (partially processed in Microsoft Excel) were gained in APAS programme. Results: The influence of specific training methods of high jump mentioned above was achieved. The parallel results out of 35 watched kinematic parameters became evident in 24 kinetic parameters. The athlete L. Urban inclines to "power" flop, while L. Hojka's technique can be described as speed jumping.

Digital maps application in the State administration
Válek, Milan ; Mentzl, Michal (referee) ; Kříž, Jiří (advisor)
Geography and spatial data are part of our everyday life. The purpose of this thesis is to create an effective digital map processing system for a Municipal office, a system that would combine traditional ways of using maps with modern means of representation of spatial data. The first part of this work is focused on theoretical fundamentals of digital cartography. The second part is practical and describes development of geographic information system, which uses PUKNi2 system for manipulation with the data of a real estate register. The results of deployment and operation of this system have proved eligibility of the implemented solution.
