Water management infrastructure
Svoboda, Martin ; Krbová, Jana (advisor) ; Parkán, Josef (referee)
The aim of this thesis is to analyze the forms of ownership of the water supply infrastructure in terms of its operation, the number of operators and the impact assessment on the drinking water price for end customers. All this with a view to assessing whether it is appropriate to ensure the operation with private entities or to have municipalities operate the water management infrastructure separately. The analysis unambiguously confirms that the current number of owners and operators exceeding 9 thousand companies is unnecessarily harmful to the effective management of this area. Quantitative research shows that only 52 companies provide a full 97% of the volume of invoiced water. At the same time, economic analysis proves that the efficiency of the economy is not determined by ownership but by effective management. The result of this work is the confirmation that the water price is primarily influenced by the place of drinking water supply, long-term sustainable development of the water supply infrastructure area and effective management of an adequate number of companies.
An Evaluation of Water Supply Ownership in Europe
Klímová, Dana ; Vacek, Pavel (advisor) ; Kosturák, Matej (referee)
1 Abstract This thesis deals with the topic of effective ownership structures in the water supply industry in Europe. It gives background information on the types of ownership and the cooperation between public and private sector. Furthermore, it gives an overview of state regulation and the competetive nature of the water supply market and explains how the water is priced by the companies. The core of the thesis is the evaluation of performance and effectiveness of private and public entities in water supply. Past literature and research are discussed regarding the performance of each sector and the case of Italian water supply services is given leading to reasons for water privatization. This work further develops the effectiveness of public-private partnership with regards to water provision. Moreover the multiple regression analysis shows the dependence of water tariffs on privatization level, competition, the amount of the freshwater resources and volume of abstraction, and 'richness' of selected European regions. This gives a reasoning of water price setting and shows the influence of ownership on the level of the tariffs. This paper provides not only solid understanding of the effective water supply ownership issue, but also provides a base and suggestions for further research. Keywords water supply,...
History and present of craft - plumbing

The introduction of this bachelor thesis is devoted to the development of waterworks engineering from the beginning of human civilisation until present. In the following part attention is being paid to various plumbing materials, which are described within the context of their historical development and application. Another aspect dealt with in this thesis is the progress in sewerage along with the applied materials. Finally, the thesis contains a practical part which along with the theoretical part represents a suitable teaching aid for elementary school.
Water management in small municipalities - are we thinking about the future?
Linc, Ondřej ; Vojáček, Ondřej (advisor) ; Macháč, Jan (referee)
The aim of this thesis is to analyse the water engineering industry from the vantage point of creating funds for the renewal of infrastructure with an emphasis on the situation in small municipalities that run their own water supply networks. On the basis of data analysis for the prices of water and sewer rates and the value of infrastructural facilities it is shown that the networks are underfinanced in a third of the municipalities with a self-reliant management model. There is a lack of finance for their reconstruction and the networks are becoming obsolete. Personal empirical research supported the surmise, that the reason for underfinancing is the mayors' attempt at appealing politics. The hypothesis that artificial decrease of prices indeed leads to higher election gains and a longer term for the mayors, was however not confirmed. The thesis concludes that to reach rectification of the situation and secure creation of funds for the renewal of infrastructure in the examined municipalities, it is necessary to increase awareness within the management of the municipalities regarding the legislative situation and secure consultations by experts.
Proposal of optimal regulation in the Czech water industry
Novotný, Jiří ; Macháč, Jan (advisor) ; Vebrová, Ludmila (referee)
This thesis deals with post-privatization development of the water industry and sewerage. It leads to problems that the current state of regulation has been unable to handle effectively. There is an outflow of money into private foreign companies rather than investing in the aging infrastructure of the Czech water system. Water has not been earning a financial gain for the state, even though its price over the years continues to grow. The state has been unable to allocate investments toward cities and municipalities that have a high incentive to establish a superior water infrastructure. Water companies often have the privileged position in this field and even though they are regulated by antitrust laws, their operation is not socially efficient. In compliance with the information asymmetry and the pressure of the groups of interest, the regulator is affected more by the preferences of the water system companies rather than the interests of society. The aim of the thesis is to suggest the adjustment of regulation in the Czech Republic on the basis of foreign experience. Comparative analysis of the approaches of chosen European countries was used for this purpose; and further, for a deeper comparison, the situation is presented at a much better mapped and described telecommunication market. From the discussed methods of regulation (following the example of the European experience), not only the recommendations regarding the changes of duties for operators to lease the water infrastructure are suggested, but also non-discrimination of the individual consumer groups, changes of legislation in favor of long-term sustainable development in the field of water supply, and suggestions for dealing with information asymmetry.
Postavení vodohospodářské společnosti v okrese Břeclav
Němečková, Petra
Drinking water supply is exclusively secured by the companies in monopoly position. Many of us mistakenly believe that the supply of drinking water and the collection of waste water is secured by only one water management company. There can be one or more water management companies in every district. In the district of Břeclav there is one water management company which secures drinking water supply in three areas: Břeclav, Hustopeče and Mikulov. Water management companies represent a territorial monopoly. Because of this they are subjects of control of the price determining authorities. In the case of water management company it is competent financial authority. This diploma thesis demonstrates that there is a decrease in water consumption while there is simultaneously an increase in the price of the consumed water, so that the water management company can generate sufficient profit to cover the operating costs and investment activities.
Protection of water supply focused on terrorist attack by selective contaminants in the district of Žatec
HRUŠKOVÁ, Hana
In my bachelor thesis, I concentrated primarily to issues inclusive to water management and terrorism. The main aim of my thesis is to analyze protection of water supply against possible terrorist attack with using of selective contaminants. The district of Žatec is defined by administrative area municipality with extended competence Žatec that includes 18 villages and their parts. Over 91 % from the 26 thousand inhabitants are supplied a potable water by public water supply from several surface and groundwater water sources. In this region has been built over 20 water tanks, more than 200 km water mains, several pump stations, water treatment plant and another equipment. Water supply network of the district Žatec is controlled by regional dispatch center, located in Most. In partial analyse of security system water supply, I focused on issue of the protection against external disruption by terrorists on selective objects or equipment. I visited some of them, specifically selected water tanks and dispatching by excursion with expert consultation. I founded that the most vulnerable components are water tanks which are not connected to dispatching. That´s means that dispatchers haven´t continuous information about monitored parameters of water tanks and that these water tanks are not secured by infrared sensor which points out a break-in. These water tanks aren´t connected to large distributional systems. They supply individual town or group of municipalities by local or group water mains. Their further disadvantage is small capacity too. Water tank at Třeskonice has two chamber each with capacity of 25 m3. I defined suitable contaminant of water supply system by analysis potentially hazardous water contaminants. I compared required properties of suitable contaminant with available informations concerning to selective biological weapons and toxins. Although, at first I supposed that I will define by analysis more suitable contaminants than one, so I could determine only bacillus anthracis as potentially highly hazardous water contaminant due to limited access of available informations about agens. Spores of this bacterium which cause anthrax are e.g. resistant to chlorine, stable in water enviroment, relatively easy cultivation on selected culture medium. There is probably posibility to be infected by cutaneous and intestinal forms of anthrax through effective and sufficient contamination. In the final analysis, the potential of a terrorist attack on the water supply network of the district Žatec, I concentrated mainly on evaluation posibilities of ways performance terrorist attack from the point of view of efectivity and difficulty performance such terrorist attack and on evaluation of total and general potencial terrorist attack. The easiest and the most likely ways of performance terrorist attack is direct aplication of suitable contaminant into water tanks´s reservoir. Simultaneously the easiest and the most effective is contamination into selective water tanks that I specified in analysis security of water supply network. Nevertheless is undoubted that even ineffective contamination would mean really significant intervention towards activities of all relevant institutions and serious disruption of inhabitants´s daily life. Due to my achieved results is neccesary to raise level of protection water supply network for some parts of this system. It concerns primarily improvement security for individual water tanks. It is also desirable to determine security level of water tanks by legislative law. For verification of preparedness for such crisis situation is needed to perform a demonstration training with model situation for possible contamination of the water network by hazardous substances.Concurrently it is important to implement available and actual data from adequate foreing sources which are concerning to a research potentional water contaminants, especially biological and chemical weapons.
