Strategic Planning at the Local Level

This thesis deals with the strategic planning in the public administration and at the local level. The aim of this paper is to map the strategic planning in the public administration and its development, and to analyse and compare all necessary strategic documents for the well-functioning of Písek. Other priorities of the paper include the assessment of the relationship between strategic planning and urban, local and regional development strategies. Further, the strategic documents needed for the well-functioning towns and municipalities are analysed and dealt with. In addition, development and changes in strategic planning are evaluated after the accession to the European Union. All the strategic documents needed to operate within this local level (Písek) are analysed and compared in terms of mutual compliance between the main strategy "Strategic plan and creation of the concept of development of the town of Písek until 2025" and other development documents. Analysis based on publicly available strategic documents and the results are compared afterwards. In conclusion, recommendations and proposals for improvements are provided.
Influence of Civil Servants at the Local Level on Social Policy Design - The Case Study of Municipalities and Cities of the Karlovy Vary Region

The presented diploma thesis deals with line workers at the local level of social policy and the area of social exclusion. The thesis is primarily focused on the role and possible influence of officials on policy design. Two institutions are monitored - the Social Affairs Departments of the city authorities and the contact offices of the Labour Offices. Attention is focused on the activities of workers and their form, on target populations and their social construction and political power, also on factors that can influence the decision-making and behaviour of officials and, last but not least, on the role of officials in policy design. The thesis uses the theory of social construction of target populations and the theory of bureaucracy. In order to answer the research questions, secondary data related to both theories and public policy documents, analysis of Internet news, and primary data obtained through six conducted interviews have also been used. The results of the thesis have shown that line workers have an indispensable and irreplaceable role, because they solve complex and often ambiguous situations, in which they often apply their own solution strategies and initiatives, so it can then be indirectly reflected in the implementation of the given policy.
Direct democracy at the municipal level in the Czech Republic

The objective of the submitted diploma thesis is to analyze the subject of a direct democracy system in the Czech Republic focusing on the local level of governance. The possibility of being able to participate imminently in the municipal government and thus amending the current representative model became the subject of not only political discussions over the last few years. The thesis is composed of a foreword and five chapters, which are hereafter divided to subchapters for better transparency. Findings and author suggestions concerning the possible future forms of the local democracy are summarized in the conclusion. The introductory chapter presents the direct democracy in a theoretical way and shows how it differs from the representative democracy model. It also contains the definition of the five most respected forms of a direct democracy, which are: referendum, plebiscite, citizen initiative, petition and recall. Following two chapters are focused on the situation in Czech Republic, first in general, then with an emphasis on the municipal scene. Efforts to establish an individual form of a direct democracy can be observed already from the year 1918 with various results, new possibilities appeared later as Czech Republic had entered supranational communities. Perception of wind power plants construction on the local level: Case studies in East Bohemia

The paper aims to evaluate selected findings of a research regarding the attitudes of the inhabitants of East Bohemian municipalities (Anenska Studanka and Vitezna) towards the construction of wind power plants and the perception thereof. A survey was carried out among the inhabitants of the two municipalities, as well as nearby municipalities and guided interviews were conducted with their mayors. The two selected sites differ in population numbers, time of power plant construction, number and size of the turbines and form of financial settlement. In the case of Vitezna, the power plant in question was community-funded, meaning that a portion of the shares was offered to the inhabitants (a unique case in the Czech Republic). The results indicated that, over time, the attitudes and opinions of the respondents from all the municipalities concerned have shifted towards a more positive perception of wind power plants. They have, however, also become more polarized. Citizens' movements against further construction have been created, even though it is currently not possible in the Czech Republic, especially given that the government has cancelled funding for the support of clean power. Respondents who were found to have the fewest issues with the wind power plants were younger than 30 years, graduates of secondary education and resided at a greater distance from the stations without having direct visual contact with them from their home.
Airbnb and Multilevel Governance: Case Study of Prague

This master thesis is a case study that deals with the concept of multilevel governance and its applicability in the regulation of the modern trend in shared economy - the digital platform Airbnb. The base resource for the study is the territory of the capital city of Prague, where this phenomenon has a massive impact on the problems in legislative issues. The political debate on this agenda fills the headlines of media news and tends to lead to major changes or mobilization of the electorate in the upcoming years. The enormous rise of developing this service has put politics at all levels of government ahead of serious legislative and political challenges. Application of the Airbnb service example on our theory forms the core of the empirical part of the research. The aim of this thesis is to examine the importance and role of each individual level based on the concept of multilevel governance in relation to the regulation of the Airbnb phenomenon. The main part of the thesis is devoted for processing semi-structured interviews with the main representatives of each individual level, media monitoring and analysis of available resources. Diploma thesis: Beliefs of actors in relation to preschool education at local level Author: Bc. Petra Kaplanová Abstract The aim of this thesis is to explore and compare beliefs of actors in relation with preschool education at local level and determine how they influence policy of preschool education. Used methodology is a combination of qualitative and quantitative methods. The most significant used theory is a system of beliefs from Paul A. Sabatiera which is a part of theory of avocational coalitions. Four different beliefs were revealed. The first belief called "pro alternatives" did not show deep core beliefs of actors. However, it was obvious that these actors sympathize with alternative education principles. Second belief "traditional collective" is based on conviction that children should have the same conditions for the beginning of their lives. The state education is the best what is for children offered. In the third belief "not interested" are actors convicted not to participate in any level of politics. They believe it can cause either trouble or it will not have any effects. The last belief "traditional individualistic" is characterized with a belief that state form of education is the best what can be provided to children.
