Komaparace zátěžových testů bank v EU a v ČR

This bachelor thesis deals with the problems of stress testing in the Czech Republic and the rest of Europe. The first theoretical section includes detailed information about applied methodology, the process of stress testing, the IRB approach and the verification of stress tests. The second, key area of thesis is the European wide-stress test in 2011 and four stress tests conducted by the Czech National Bank in the Czech Republic in 2011. The scenarios used in testing and results of concrete tests are desribed here. The thesis also includes a comparison of European stress tests with those made by Czech National Bank. The subpart is a description of micro-stress testing in the Czech Republic.
Sustainability of European Union’s development cooperation and the importance of the evaluation on the effectiveness of the aid to developing countries

This diploma thesis deals with the issue of development policy of the European Union, its evolution, instruments in use and outlook for the next multiannual financial framework which will determine the direction in the future. The first part sums up goals and principles of the policy as well as the institutions in respect and their roles. Alongside the financial functioning is described. Next chapter is devoted to the evolution of partnerships in different regions. In the third part the actual implementation procedures are described together with the principles and impacts of evaluation processes. Last chapter introduces current issues of development policy the EU has to resolve and summarizes the present negotiations on multiannual financial framework and European Development Fund.
Audit DRAMBORA for Trustworthy Repositories: A Study Dealing with the Digital Repository of Grey Literature

This paper will present DRAMBORA (Digital Repository Audit Method Based on Risk Assessment), a methodology and tool for auditing a trustworthy digital repository of grey literature. DRAMBORA is an online instrument which helps organizations develop documentation and identify the risks of a digital repository. DRAMBORA is accessible from http://www.repositoryaudit.eu. The paper will also summarize prevailing advantages and disadvantages of DRAMBORA. The second part of this paper will describe the audit of the National Repository of Grey Literature (NRGL) as a trustworthy digital repository using DRAMBORA as part of creating a digital repository of grey literature in the National Technical Library (NTK). The most important outcome of the audit was represented by the identified risks connected to the repository and potentially endangering its operation, quality, image, and other features. The main principle of the DRAMBORA audit and, at the same time, its main contribution, is its iteration (i.e. its repetition after a certain time period in new conditions when the original risks are reassessed; the measurements adopted for solution are assessed and new risks are identified).

Methodology for development of services in public administration

The main topic of this thesis is the application of best practice methodology to the development of services in public administration and e-Government. The work focuses on interoperable services that can be integrated across departments of public administration or businesses in the private sector. In section 2 we describe the various aspects influencing the development of interoperable services in public administration using the European Interoperability Framework (EIF) as a basis for classifying interoperability dimensions. Section 3 evaluates current state of services in public administration focusing on information interoperability that addresses syntactic, structural and semantic heterogeneity. We have found that Services of Public Administration Portal (PVS) suffer from high levels of structural and syntactic heterogeneity, and we discuss possible ways to standardize service interfaces in public administration in order to improve interoperability. Creation of standardized library of services has been proposed as a possible way forward. In section 4 of the thesis we propose a methodological framework for the development of e-Government services using the best practices methods identified in the private sector domain. The main emphasis is placed on library services and its role in the lifecycle of services. Stages of lifecycle of services are decomposed into sub-phases so that they match phases in the MMDIS methodology.

KOMPARACE TEORIÍ KARLA ENGLIŠE S TEORIEMI RAKOUSKÉ ŠKOLY

Karel Engliš (1880-1961) patřil v období první republiky k významným ekonomům své doby.Pro odvozování ekonomických teorií vychází z Kantovské filosofie. Vedle kauzálního přístupu k vědě, který se používá při vědách přírodních, a přístupu normativního staví přístup teleologický, ze kterého logicky odvozuje ekonomické teorie. Engliš vychází z rakouské školy při odvození teorie hodnoty a relativní ceny. Na stranu druhou odmítá základní pilíře této školy, metodologický subjektivismus a částečně i individualismus. Liší se také rozdílným přístupem k nákladům, to je také důvodem, proč byl odpůrcem teorie nákladů obětované příležitosti rakouské školy.
Metodologické zkoumání problematiky měření lidského štěstí

Pro většinu ekonomů je systematický výzkum štěstí zatím velkou neznámou. Růst počtu prací na toto téma v prvním desetiletí 21. století ovšem vyvolává mnohé otázky. Avšak nikoliv všechny byly dosavadními studiemi či probíhající diskuzí uspokojivě zodpovězeny. Tato práce se zaměřuje na vymezení pojmu studia ekonomie štěstí, metody používané k sběru dat a vybrané vlivy, se kterými je třeba uvažovat, pustíme-li se jednou na půdu vlastního výzkumu. Snaží se též vymezit, čím by mohl nový proud přispět do tradiční teorie a poukázat na problematiku práce se subjektivně měřenými ukazateli.
