Readiness of healt care providers to mass disasters

Reception of a large number of the injured to a medical facility as a result of a mass disaster or a catastrophe puts high demands on health care. Such situations can not be dealt with the mere improvisation; it is necessary to create unified organizational procedures defining the composition of medical teams and their activities during the multiple reception of the injured to a medical facility. The theoretical part of this thesis provides a comprehensive overview of the current state of emergency preparedness in healthcare facilities. In the empirical part, I analyzed the readiness of health facilities for a mass disaster in the capital city of Prague. A structured interview with open questions was chosen as a method of data collection. Based on the survey, I concluded that the readiness of health facilities in the capital city of Prague differs. I recommend setting up a phone line while receiving patients as a result of a mass disaster in order to improve the situation in Prague. The sole purpose of such a line would be reporting emergencies. I also recommend health care facilities participate actively in exercises within the integrated rescue system and clearly identify and determine facilities where the reception of the injured takes place if a mass disaster occurs. Resilience as the modern approach to cities' security: Critical analysis of the London case

This thesis examines the understanding of the concept of resilience in urban security with focus on countering terrorism and emergency planning in London between 2000 and 2015. It analyses the implementation of the concept and the results of it. The thesis first describes the theoretical backgrounds of the concept and creates a classification based on the evolution of the concept. A discourse analysis of security strategies and other official documents is done to demonstrate how resilience was conceptualised in the United Kingdom and how it evolved. Also the influence of private actors is evalueted. The same discourse analysis is done on the level of the city of London. The thesis then describes the specific implementation of resilience that impacts everyday lives of London citizens and it shows that the measures penetrates every aspect of it. The International Political Sociology and the theory of insecuritization is used to assess the findings. It concludes that resilience is used as a governing tool enabeling the UK government to produce an appearance of decisive governing, while it transfers the actual responsibility for everyday security to the citizens and their communities. Volunteers Preparing for Emergencies in Regional Associations Czech Red Cross in South Bohemian Region

Volunteering in emergency situations requires comprehensive knowledge of the context of these situations: crisis management issues, including legislation, involving of NNO in the integrated rescue system and cooperation with a local government, the principle of access to those who are affected; including first aid, teamwork and self-care. The training of volunteers is very important for both, the quality of volunteer work and for volunteers themselves and humanitarian organizations pay special attention to it.The aim of this work is to summarize the findings from the literature, to prepare them for the use of volunteers and to map the training system of volunteers and members of the Czech Red Cross in general, and on the specific example of regional associations in the South Bohemian region. To achieve the objective, an analysis and summary of the domestic literature on training volunteers in emergencies was realised. Furthermore, the case study, using data from secondary sources, internal documents and from expert interviews was compiled. European Security and Defence Policy - 10 years of plans, hopes, successes and disappointments

European Security and Defence Policy (ESDP), which creates security and defence dimension of the Common Security and Defence Policy of the European Union, is today one of the most dynamically developing European projects. During the ten years of its existence it has demonstrated its sense, vitality, the momentum of development, the ability to respond to current topics, issues and trends, created strong political and military structure and committed to develop its own military capabilities, established integrated strategy for security and defence and create framework for cooperation with NATO. ESDP was able to turn the initial theoretical considerations into political and military practice. EU has launched more than twenty military or civilian missions and gradually began to build a global position as a credible security actor. The entire decade of the ESDP, however, was not only about the venerable results. At the same time, it accompanied the unsuccessful efforts to find consensus among nearly three dozens of Member States, the lack of sufficient resources and skills to empower the real defence connected with military- technical dependence on NATO, the limited flexibility of the system of political decision-making and limits set by the actual nature of the European Union. The work analyses the problems with the mobilization system of the Czech armed forces as one of the main elements in the rescue system of the Czech Republic. It is taken as a collective part of the rescue system of the European nation. Author presents hypothesis that somehow the rescue system still has not over come the division of the past when the world was divided geopolitically and the war danger was immediate. On the other side there may be some kind of inability to find the suitable way how to effectively use the professional forces committed to action out of the state. On the base of the historical point of view this work analyses the meaning of the rescue and mobilization system in the optional war conflict. Also it contemplates the changes in the geopolitics system after the year 1989. The first place takes the question whether the Czech rescue system really reflex to the geopolitical changes, whether the activity is effective - the ratio between the danger and economical and human resources. The crisis management of an administrative territorial unit and its activity during the dealing with a crisis

The bachelor thesis concerns the crisis management of the territorial self-governing unit Hluboká nad Vltavou. The aim of this thesis is to make a general and concrete evaluation of the current state of crisis management and to suggest possible procedures leading to improvement in the area of crisis management of self-governing unit. The topic was chosen because it is a crisis management currently potentially lack of experienced and professionally trained staff. The theoretical part introduces the reader to the administration and its functions, including basic concepts related to the issue and their characteristics. The practical part of the thesis analyzes the procedure of crisis management in the time of solving the crisis situation; The conclusion of the thesis is an evaluation of whether the procedures that comply with legal regulations have been chosen.
Crisis preparedness plan of Itibo medical facility.

Crisis management is a dynamic science. This is particularly true for developing world countries like Kenya. The aim of this work is to contribute to the prevention or minimization of risks and possibly to manage their consequences within the project of the Czech medical facility Itibo in the southwestern part of Kenya. This facility, thanks to a group of enthusiasts and support of many people, helped tens of thousands of patients since 2005 who would otherwise not have access to health care. In the framework of the thesis, a risk analysis was elaborated based on a local survey, which was subsequently evaluated, and its results used to create a "Plan of preparedness for emergencies." The plan is a practically applicable tool for managing non-standard situations that occur relatively frequently in the project site. An essential part was the active involvement of the author in the actual functioning of the Itibo healthcare facility in the form of an internship. The main benefit of the work is a plan intended for health-educated persons, who mostly do not have knowledge in the field of crisis management. The benefit is also an insight into the issue of crisis management in the area of health care in another country, which is very different in most of its parameters.
