Roma on the pillory - punishment of the Roma in the course of 20. century through the eyes of the public policies

The submitted diploma thesis focuses on the discursive analysis of period documents, drawn from archives, laws, parliamentary debates, other expert texts and researches. The aim of the diploma thesis is to find an answer to the question of how public policies approached to crime and punishment of Roma during the 20th century in the Czechoslovakia, later in the Czech Republic (from 1918 to 2000). The diploma thesis seeks to reveal how public policies approached the Roma as a minority in general, what information they based their decisions on their punishment, what measures they proposed for their re-education and assimilation, and how the public was informed through the periodical and therefore how it was formed public opinion about this minority. The analytical part of the work is based on the basic ideas of important sociologists, including Anthony Giddens, Erving Goffman, Pierre Bourdieu and Michel Foucault. The Role of Media and Narratives in the Policy Process: Narrative Policy Framework Perspective

The public policy scholarship says that media interract with the policy process in multiple ways. First of all, they offer various policy preferences. At the same time, they attach meanings to different policy events. This matters when it comes to the audience and its perception of chosen public issues. The media might also become an active participant in the policy debate and transmit their policy beliefs and policy preferences within this debate. The Narrative Policy framework brings these findings together with focus on the important role of policy narratives in the policy process. This master's thesis focuses on the case of family policy measurement adaptation in the Czech republic. The focus lies particularly on the government bill that has increased the parental allowance in 2019. This change has provoked a significant interest of the public and of the media, which were making their statements. The aim of this paper is to explore the form and content of the policy narrative and to say whether the media accounts have actively participated in the policy debates to possibly influence the policy outcome.
Support of youth civic engagement in the Czech Republic: National Youth Strategy for years 2014-2020

The main topic of this thesis is the support of youth participation in the Czech Republic and related national youth policy, as defined in the National Youth Strategy for the years 2014- 2020. The aim of this thesis is to analyze and evaluate the process of creation, implementation and evaluation of this Strategy. Furthermore, the fulfillment of the strategic goal SC8, which focuses on the support of active involvement of young people, is evaluated. The thesis also includes an analysis of key actors, an informalized analysis of discourses related to youth policy and international comparison. Aims of the Strategy 2014-2020 were fulfilled through several implementation tools. The main tools were state grant programs for work with children and youth for NGOs, subsidy programs at the regional level, the Erasmus + program and cooperation with the NN LAG Czech Republic. The analysis of the Strategy evaluation process showed that the real process differed in some respects from the original plan. Monitoring of the fulfillment of strategic goals of the Strategy 2014-2020 should be provided by thematic groups, which, however, disintegrated during the validity of the Strategy. Trans people as a target population of Czech public policy

The master thesis is focused on policy design identification in relation to trans people in the Czech Republic in the time period 2012 - 2020. The work uses the theory of Social Construction of Target Population (TSKCP) written by authors Schneider and Ingram. The goal of this paper is to describe three main elements of TSKCP: content of public policy, political power of the target population and its social construction. Based on this, the paper aims to classify the target group of trans people according to the typology of the theory used. For the purpose of this paper, five interviews with respondents were conducted and especially statements of experts as well as analysis of public policy documents are the key parts for answering the research question. Next, analysis of more than seventy online articles related to the examined population within the given time frame was conducted, thanks to which the question of how trans people are constructed in the Czech internet media was answered. There were two main kategories as an outcome of this analysis, including a more detailed explanation. The work also brings in its results the identification of benefits and burdens that arise for the examined target population from the legislative setting.

Quantum and tempo of population ageing process in the twelve countries of the former Soviet Union: Challenges, opportunities and public policies Abstract Population ageing is an omnipresent phenomenon which brings along unprecedented challenges to socio-economic development, especially to employment, social security and public health sectors. The broad goal of this doctoral thesis was to demonstrate that it is time to recognize the importance of population ageing and its dynamics even in the countries with relatively young population structures and to take urgent action through implementation of corresponding policy interventions in order to mitigate and eliminate the upcoming negative consequences and utilize potential opportunities. Research on population ageing in both more and less developed countries is abundant. However, amidst numerous studies, countries of the former Soviet Union remain largely overlooked. Besides, the quantum and tempo of population ageing have not been adequately addressed in the existing literature worldwide. The effectiveness of development cooperation is currently widely discussed. Development cooperation has come to be criticized, both in terms of its appropriateness and for failing to address some of the global challenges that affect poorer nations. Respecting the differences of developing countries, therefore, plays an important role. It is a question of whether developed countries are aware of cultural and other differences and are proceeding in their help concerning these differences. The problem that the thesis wants to draw attention to is the functionality of development cooperation, which can be influenced by various actors and their beliefs. The main goal is to try to explain, using the theory named Advocacy Coalition Framework, how the beliefs of actors can affect development cooperation. One of the other partial goals is to find out whether and how advocacy coalitions are formed in the field of development cooperation. The contribution of the work is mainly the critical application of the ACF theory in the field of development cooperation in the environment of the Republic of Kenya, as well as the application of the Q method in the research of the perspectives of selected actors. Industry 4.0 as part of the public policy agenda in the Czech Republic

The topic of the diploma thesis is the development of the policy of Industry 4.0 in the Czech Republic. The main idea of this initiative is to respond to the coming fourth industrial revolution, which will affect not only the means of production, but also society. The concept of Industry 4.0 is thus very heterogeneous, affecting not only the change in the means of production and changes in the labor market, but also educational policy or the digitization of public administration. It is therefore an important issue that is the focus of the functioning of a wide range of actors in various areas of public policy. The aim of this diploma thesis is to analyze the agenda of Industry 4.0 with selected main representatives who respond to this topic (from the ranks of formalized institutions). The question that the thesis tries to answer is what we can expect from the coming fourth industrial revolution in the Czech Republic and what threats, and conversely the benefits, can be expected. Participatory urban planning, where the public is involved in the process, is one of the prerequisites for sustainable development. It has a direct impact on the quality of life, strengthens democratic principles, transparency and accountability in city planning. Still, putting these methods into practice faces a number of problems. The author of this article examines the application of participatory methods in urban planning, their effectiveness, ethics and legislative framework, and compares them with conventional methods and examines the limits of their use.
