Europeanization of selected non-governmental organizations dealing with integration policy

This diploma thesis examines the Europeanization of selected Czech non-governmental organizations that are dealing with integration policy. The issue of non-state actors and their Europeanisation requires special attention in view of the fact that it is linked to the participation of civil society in the European area, which offers non-governmental organizations new opportunities and resources that can further shape them. The thesis examines Europeanization in three types of cooperation - in financial resources, the involvement of organizations in European networks and in expert resources. The core of this research was the question of the extent to which we can talk about the Europeanization of financial resources and/or the internationalization of expertise among the surveyed actors. At both of these levels, the European Union has proved to be an important source of funding as well as a political arena where new ties can be established between like-minded actors. However, contrary to the financial cooperation, cooperation in sharing expertise was not found in all organizations that were examined. EU effects on migration policy

The 2015 refugee crisis clearly highlighted that the European asylum system is flawed and triggered a heated discussion on the functioning and appropriateness of the Dublin Regulation. The present research tries to account for differences in the implementation of the Dublin regime from its coming into force in 1997 until today, by testing the three possibly influencing factors 'misfit', administrative capacity and overall situation for Germany, Hungary and Italy. The comparative case study first ascertains that Germany implements the obligations to a medium to high degree, while Hungary presents a low and Italy a medium-low implementation record. The analysis of the single variables shows that the higher the compatibility between the national and the European asylum system at the moment of adhering to the Dublin system, the more diligently a country implements it. While no clear claims can be made if and how the administrative capacity of a state affects implementation, the economic situation does have an impact in the sense that a stronger overall state of the economy appears to have positive effects on implementation. Impact of the immigration crisis on the European public debate - Europeanization of the national public spheres in Austria and Germany

This diploma thesis deals with the impact of the recent immigration crisis in Europe on Europeanization of national public spheres and its implications for the democratic deficit of the European Union (EU). The main aim of this work was to determine, whether there is a tendency towards Europeanization of public spheres in two selected EU member states (Austria and Germany), and if it is the case, closely examine the forms and specific characteristics of this process. Besides the Europeanization of public sphere, a Europeanization of collective national identity was studied, as it is considered to be an essential part of Europeanized national public spheres. In order to provide answers for these questions, a qualitative content analysis was used for this research, analyzing opinion articles from two selected quality newspapers from each studied country. Newspapers with different political affiliation were chosen in order to get the most representative sample for the analysis. This research covered the debate on migration crisis within period of one year (May 2015 to April 2016). A general trend of Europeanization was recorded in both national public spheres within this debate.
Europeanization of national policy on the case of the Civil Service Act in the Czech Republic

This diploma thesis is a case study dealing with the role of the European Union in the adoption of the Czech Civil Service Act in 2014. The author follows the question why the Act was adopted ten years after the Czech Republic joined the European Union. The first part of the thesis deals with the European administrative area and individual models of public administration in Europe. It also discusses the use of various forms of influencing the policies of the member states with different instruments. Further, the work analyzes the development of the service law in the Czech Republic and examines the strategies and approaches of the main actors in the legislative process. In order to find out how the issue was framed by political actors, the individual verbal speeches at the plenary sittings of the Czech Parliament are examined. In the last part, the findings are generalized to represent individual strategies and the dynamics of their change. In order to respond to the research goal, the data is interpreted on the basis of the Multiple Streams Framework, demonstrating a change in the status quo in the field of public service performance regulation.
The Influence of EU Conditionality on Serbian Politics towards Kosovo

The aim of this bachelor's thesis is to analyse the influence of EU conditionality on the 'Kosovo question' in Serbian policy. Its focus is on the period between 2008 and 2015. It analyses the shift in Serbian politics with the use of the external incentives model. The core of the analytical part is the dialogue held between Serbia and Kosovo, mediated by the EU. Key agreements are examined as well as the Serbian shift towards the EU membership. Moreover, the text focuses on the factors which affect the effectiveness of EU conditionality. The thesis concludes that Serbian compliance was strongly influenced by the prospect of membership. Serbia still refuses to recognize Kosovo as an independent state. However, several technical and political agreements were reached.
Industry 4.0 as an example of a top-down vs. horizontal Europeanization

Industry 4.0 is a new generation of manufacturing based on robotics, automation and new trends in ICT. It was for the first time introduced at the Hannover Fair in 2011 and has been part of the European, German and Czech discourse since then. This Master thesis deals with the topic of Industry 4.0 in the Czech Republic and assesses to what extent the concept is coming to the Czech Republic as a result of a top-down (EU) or horizontal (Germany) Europeanization. The thesis came to the conclusion that there are two perceptions of Industry 4.0. One is narrow and deals with the industrial policy and the other is broad and deals with society wide implications of the fourth industrial revolution. The debate about Industry 4.0 in the Czech Republic is mainly a result of a horizontal Europeanization based on bilateral agreements and close cooperation between Germany and the Czech Republic in the area of R&D, innovations and business. However, the top-down Europeanization cannot be neglected as the EU provides much broader context where Industry 4.0 is taking place. Moreover, Industry 4.0 gave a new impetus to the digital economy and society in the Czech Republic. It turned into agenda 4.0 and moved forward the debate about digital skills.
Europeanisation of humanitarian aid spent to foreign countries from the perspective of the Czech Republic

This master thesis deals with the Europeanization of humanitarian aid/assistance provided to foreign countries, from the perspective of the Czech Republic. Upon the accession of the Czech Republic into European Union in 2004, the country had to adopt the whole body of acquis communautaire on humanitarian assistance, which implied a range of rights and obligations. By doing so, the humanitarian aid system experienced and undergone major changes, which resulted in significant transformation of conceptual and principal layout constituting the aid provision system. The overall objective of this thesis is thus to prove that such changes have been caused by the misfit between European and Czech hard law and soft law documents. In that regard, the thesis aims to examine the above mentioned changes in several analytical dimensions, including humanitarian aid principles, aid goals, forms of humanitarian aid, territorial and sector aid distribution. To illustrate, this thesis analyses three different time periods, i.e. before, during and after the European influence is being examined. The author exclusively focuses on state actors, while paying attention to qualitative humanitarian assistance aspects.
Europeanization of French Regional Policy in 2007-2013

The diploma thesis examines the Europeanization of regional policy of France in 2007-2013. Europeanization is analysed in the case of the Lisbon strategy approved in 2000 and then revised in 2005. Its goals divided into three thematic pillars affected the priorities of the regional policy of the European Union (EU). The thesis analyses whether the Lisbon goals influenced also the regional policy of France. Criteria of the misfit theory elaborated by Tanja A. Börzel are used to evaluate the impact of Europeanization on the French regional policy goals. First, the misfit between French and European regional policy goals in 2000-2006 is measured, then the scope of change between the two periods of the French regional policy is determined. Comparing French goals in 2000-2006 and 2007-2013, the misfit turns out to be intermediate meaning that the Lisbon goals were not a new element for the French regions. Furthermore the analysis shows that although the goals of the French regional policy were Europeanized, the scope of change was low. According to the theory, the fact could be explained as a lack of facilitating domestic actors in the French politic system. The Politics of European Union Enlargement: Montenegro, Macedonia, Serbia

Tomáš Hach - The Politics of EU Enlargement: Montenegro, Macedonia, Serbia Abstract The diploma thesis deals with the topic of the politics of EU enlargement and perspectives of future developments in this area. Its main objectives are to define the politics in theory, to introduce it in the context of the Western Balkans and apply it to the three selected cases - Montenegro, Macedonia and Serbia. The work considers the historical development since 1990's as an important factor with a huge influence on current negotiation, and therefore the thesis pays high attention to that. Besides the historical excursion, the thesis deals with topics of political development, introduces the status of current negotiations and the relationship between the European Union and certain countries since the establishment of the first official contact. Through the comparative case study, despite differing positions of states within the framework of negotiations, it is highlighted that all countries share common problems. The method of compliance and non-compliance generates common problems as well as underlines the particular specifics. An important contribution is also the comparison of individual countries based on fulfilment of the Copenhagen criteria in the context of current affairs.
