The Former Military District Libavá: the Establishment of the New Municipal Political System

This thesis focuses on optimization of military estates in the Czech Republic that is connected both to establishment of new municipalities and transition from military administration to local administration. The thesis tries to describe the process itself being finished by setting settlement units aside from military estates, reduction of their borders and dissolution of the Brdy military estate. A case study of the Libavá Town is also a part of the thesis. The study is trying to monitor the impact of the transition mentioned above on civil population and on the newly established local administration. Three methods were used to collect the data - namely half structured interviews with chief participants, a survey amongst Libavá inhabitants and media monitoring. A part of the theoretical part is also an analysis of military estates in Europe whose characteristics and differences are also presented.
Nonpluralistic Political Systems: the Case of Czech Municipalities

This thesis Nonpluralistic political systems: the case of czech municipalities target problematic and occurrence of nonpluralistic political systems. Nonpluralistic political systems is little researched phenomenon and It cannot be reflected by any researche focusing mainly on this issue. Autors focusing on local politic in western systems don't deal with given problematic. My research in this work focuses on proving existence and relevance of nonpluralistic political systems on a case of czech municipalities. Research is not done on the whole Czech Republic, but only on sample of five czech districts, choosen according to municipal structure, demographic characteristic and socio-economic characteristic. Second part of my research focuses on analysis of participants of those systems, on nature of their candidacy and also on the fact, if participants of pluralistic and nonpluralistic systems are any different.
Local Coalitions: the Relevance of Ideological Distance

The thesis analyses the influence of ideological distance to the formation of executive coalitions at the municipal level. The thesis attempts to determine which factors are reflected in the formation of executive coalitions, how the decision-making processes are functioning at the municipal level and what kind of actors we can determine in this processes. There is also a question if there is a difference between ideological distance of political actors at national and municipal level. Another part of the thesis deals with the possible cleavages between the long- term political subjects in the municipal council and the subjects, which are new in the municipal council. In the empirical part of the thesis there is a comparative case study on the sample of five municipalities from the municipal district of Pilsen-South - five largest municipalities in the district with the population over 3500 were examined: Přeštice, Dobřany, Blovice, Nepomuk and Stod. The field of research was conducted in these municipalities through the semi-structured interviews with the mayors and some other local politicians. Voter Perception of the Electoral System for Local Elections

1 Abstract This paper tries to demonstrate an incorrect perception of the Czech municipal electoral system by voters. In order achieve this aim I identified the following research questions. Firstly, what is the perception of preferential voting by voters in the Czech local electoral system? Secondly, do voters use a strategic voting in the municipal elections? Thirdly, is there some influence on voters' decisions depending on the form of a candidate subject? These questions were answered on the basis of my own research, which took place in a chosen municipality. I showed that voters perceive preferential voting by the wrong way, which primarily comes from their low awareness of the electoral system. Furthermore, it was found that the different perception of the candidates affects a voter behavior. Unfortunately, whether voters use a strategically choice in municipal elections, I could not prove it.
Coalitions of Independent Candidates in Elections to City Councils in the Czech Republic

The bachelor thesis Coalitions of Independent Candidates in Elections to City Councils in the Czech Republic deals with terms of candidacy Coalitions of Independent Candidates in elections to city councils in Czech cities and municipalities. First of all, the bachelor thesis compares conditions for candidacy of independent candidates in the Czech Republic and neighboring countries. The analysis is focused on comparison of the presence of Coalitions of Independent Candidates in Czech cities of different size. The focus is mainly on local elections 2014. Successful Coalitions of Independent Candidates has been described in details. The aim is to refer to disadvantages suffered by Coalitions of Independent Candidates in larger cities. The disadvantage is, that Coalitions of Independent Candidates have to produce petition with 7 % signatures of voters from the city, where they want to candidate. Despite this disadvantage is majority of Czech councilors elected from the Coalitions of Independent Candidates.
Analysing the success of UKIP in 2014 local and European elections

The bachelor's thesis "Analysing the success of UKIP in 2014 local and European elections" deals with the election results of UK Independence Party (UKIP) in 2014. Namely compares UKIP's results in concurrent local elections and elections to the European Parliament. The aim of the thesis is to confirm a hypothesis that UKIP's results in local elections cannot be considered as a secondary product of UKIP's victory in European elections. Consequently, it characterizes the factors which could confirm this hypothesis. At first, it deals with advancing development of UKIP in British politics. The thesis then concerns the second-order election theory and puts emphasis on British specifics in the area of local and European elections. The paper also monitors UKIP's local and European campaign and analyses the election results. On the grounds of hypothesis the paper examines UKIP's efforts to become a successful component of local government in the UK. UKIP's imitation of the so-called Ashdown strategy is researched for that reason. Protection of rights with respect to the elections to municipal councils

The main aim of this thesis is an introduction into the basic principles of electoral law and instruments of their protection, especially through the judicial power, in the local elections. The right to participate on public affairs is one of the fundamental attributes of the citizens of a democratic state. Its protection through independent and impartial courts is very important. The first chapter sets out rights relating to elections into municipal councils. The second chapter explains the stages of the electoral process, including examples of selected court decisions related to some institutes. The third chapter deals with the protection of public subjective rights in the election judiciary. The protection is provided to political rights of voters, political parties, candidates and elected members of representative bodies. There is a brief mention about the protection that has been previously provided by civilian courts. In accordance with the system of the Judicial Administrative Procedure Code I discuss four particular types of proceedings - proceedings in matters of electoral rolls, proceedings in matters of registration of candidates, proceedings in matters of invalidibity of elections and voting and proceedings concerning termination of the mandate. Foreign Nationals' Use of the Electoral Law in the Local Elections in Czech Republic

Diploma thesis sets itself a task to evaluate the using of voting right by foreign nationals in local elections in the Czech Republic. The thesis shows the approach of other member states of European Union to the voting right of foreign nationals in local elections, the legislative framework and the legal position of foreign nationals in the Czech Republic. The centre point of the thesis lies in the real experience of the foreign nationals and mayors or workers of municipal authorities with voting right in the local elections. Information gained during the research allows to study the practice of voting right. During the research there were discovered reasons why the foreign nationals participate or not in local elections. There were explained opinions of foreign nationals about the quality of information of their possibility to participate in local elections and about the conditions of voting right declared by state. Opinions and ideas of foreign nationals are compared with the opinions and experience of mayors or workers of municipal authorities and state institutions.
Electoral Engineering at Local Level in the Czech Republic: Case Study of Prague, Olomouc, Ústí nad Labem, Most

The master's thesis deals with local elections in the Czech Republic from the point of view of electoral engineering. Theoretical part of the thesis is focused on the elections, electoral systems and variables of electoral systems. The main variables are electoral district magnitude, electoral formula, legal threshold and the number and character of tier districting. The thesis then describes issue of gerrymandering and malapportionment from the theoretical perspective. The next part of the thesis deals with legislative framework of the local government elections from 1989 including rules and problematic characteristics of current electoral law for electing members of municipality. Empirical part of the thesis analyses local elections in the Czech Republic and results of the elections between 1994 and 2014. In the last chapter, division of the territory into electoral districts is assessed with an emphasis on principle of equal weight of votes and degree of proportionality. Comparison was carried out by using two indices of proportionality, Loosemore and Hanby index and D'Hondt index.
Analysis of election campaigns of choosen political parties in the election to municipal government of Prague in 2014

This bachelor thesis focuses on analysis of election campaigns of three political parties; TOP 09, ODS and mmovement ANO. The aim of this thesis is to find out differences between election campaigns from the point of political marketing and using instruments in the local elections in Prague in 2014. Thesis also summarizes potential factors such as political cases and mood of society based on sociological researches, which could influence the result of the elections. Thesis is divided into three parts. The first part of the thesis defines the term political marketing, describes system of elections on a local level and marketing instruments. In the second part election campaigns of the political parties are analysed. Last part of the thesis put emphasis on analysis of campaigns and influence of political marketing on the result of elections.
