Parents as an Educational Policy Stakeholder: Parental Strategies of Influencing the Children's Educational Career in Prague

Bakalářská práce "Rodiče jako aktér vzdělávací politiky: rodičovské strategie ovlivňování vzdělávací dráhy dětí v Praze" se zabývá strategiemi a rozhodnutími, které rodiče činí při výběru základních škol pro své děti. Jejím cílem je popsat a pochopit, jak rodiče ovlivňují vzdělávací dráhu svých dětí a co stojí v pozadí jejich voleb a rozhodnutí. Konkrétně se zaměřuje na rodiče v Praze. Práce nahlíží na rodiče jako na aktéry vzdělávací politiky a zkoumá, jaké jsou jejich možnosti vzdělávací politiku ovlivnit a jak těchto možností využívají. Práce popisuje současnou podobu a cíle povinné školní docházky, její zařazení do českého vzdělávacího systému a zachycuje, jaké v současné době existují odlišnosti mezi základními školami. Druhá část práce vychází z rozhovorů s matkami dětí, které jsou právě v první třídě a analyzuje jejich názory a postoje ke škole a strategie, které při výběru školy uplatňují. V závěru analýzu je navrženo rozdělení rodičů do dvou skupin, podle jejich názorů a postojů, strategií, které volí a možností, které mají při ovlivňování svých škol.

Parental Choice of Elementary School in the City of Vrchlabí

The aim of this bachelor's thesis called "Parental Choice of Elementary School in the City of Vrchlabí" is to find and describe strategies used by parents when choosing elementary school in a small town, in this case Vrchlabí. The text engages with the way parents influence educational trajectory of their children, and which factors play a role in deciding about the elementary school selection. In this respect it aims to discover and disclose the different strategies of parents from a small town opposite to those of parents from Prague a few years ago. The thesis presents parents as players of educational policy; it attempts to find opportunities for parents to join in on its creation and later to discover up to which level parents take advantage of these opportunities. The thesis describes possible educational inequalities and their impact on child's educational trajectory. It displays differences between elementary schools, which are enabled by current educational system of the Czech Republic, and differences which exist between individual elementary schools in Vrchlabí. It describes changes, which happened in the compulsory schooling in the past. Further, aims to show how big the impact of parents own experience is on their choice. Public Accountability: A Case Study of Operational Programme Employment

1 Abstract The diploma thesis "Public Accountability: A Case Study of Operational Programme Employment" sees accountability as social relationship between two actors, in which one is obliged to explain his conduct to the other. The thesis examines accountability regime and relations in Czech public administration on example of the setting and implementation of Operational Programme Employment. The main objective of the thesis is to describe accountability regime in Operational Programme Employment, the existing accountability relations and their characteristics. The perspective of Managing Authority of OP Employment is the starting point for the analysis. 8 relations are presented based on quantitative content analysis of documents, which set up rules of implementation for the OP. More relations are added based on expert interviews. The thesis then concludes that there are differences between content and functions of accountability relations. At the EU level there is an emphasis on outputs and accountability is used mainly for fulfilling goals and targets. At the Czech Republic level the stress is on processes and compliance with rules.
