82 12.Závěr Právo životního prostředí se i nadále vyvíjí velmi rychle a dynamicky. Růstu právních úprav však neodpovídá efektivnost jejich prosazování v praxi, které pokulhává. Nejsou plně oceněny principy prevence a předběžné opatrnosti. Více se bojuje s následky a málo se hledí na příčiny a základy nepříznivého stavu. Právo životního prostředí bude mít jistě významnou roli v soustavě závazných pravidel chování subjektů k přírodě. Právo bude více tvořeno nástroji ekonomickými a finančními než administrativními. Daleko vyšší roli budou hrát daně, poplatky, povinná pojištění, účelové fondy aj. Ve vztahu k prevenci je třeba se zamyslet nad trestněprávní politikou, dnes již skupin států. Bude zřejmě více trestné již závažnější ohrožení životního prostředí či jeho složek, trestní odpovědnost právnických osob již nesmí být tabuizována. Předpokládá se, že již v našem století dojde k zásadním klimatickým změnám. Roste nejen teplota pevniny a oceánů, ale mění se síla a průběh mořských proudů, trvale zmrzlá půda rozmrzá. Na tomto stavu se podílí využívání fosilních paliv a vlivy v zemědělství, včetně zmenšování ploch zeleně a půdy na planetě. Nekoncepční stavebnictví vede k problémům se zásobami podzemní vody. - 56 - VIII. Resumé This diploma thesis deals with the problematics of the land registry in the Czech Republic. The emphasis was put on the development of the real estate record and the current state of the land registry - what is recorded, who is it administred by, what legislation is it based on, all with special regard to practical functioning of the land registry. The first property register was is dated in the year 1022. It was introduced for the tax purposes by the duke Oldřich. Historicaly, it served as a tool of tax collection of dependents, while aristocracy had special privileges. these privileges were preserved under the reign of Marie Terezie when an inventory of entire estate of dependents as well as aristocracy was introduced. Till nowadays many changes were made. In the past, land registery was run by court, however, today the control is performed by administrative authority, i.e. Land registry office.Courts are independent administrative bodies, holding the function of arbitrator in disputes. 80 Summary My thesis is focused on food law in the Czech Republic and abroad. I have chosen this topic, because I think it is very interesting and still current. The main objective this thesis is to present contemporary legal regulations of food law. The significant attention is focused on safely and wholesome of food, data of wraps and consumer awareness of healthy life style. I dealed with these topics in the Czech Republic, in the Europea Union and in Australia. First chapter deals with basics principles of food law in the Czech Republic and in Europea Union. I describe also the most important documents and regulations of food law in this chapter. In two other chapters is described generaly systems of ensurance safely and healthy food in the European Union and in the Czech Republic. Fourth and fifth chapter are concerned with healthy life style and consumer awareness Consumer awaraness is ensurance data of wraps e. g. expiration date, mark of producer, nutritive notation and quality characteristics. 70 REGISTERING AND RECORDING LEGAL RELATIONS TO LANDS IN THE REAL ESTATE REGISTER Summary This MA thesis deals with the question of registering legal relations to real estates and with recording these legal relations in the real estate register. Since the principle of registering today is in a way connected to the historical context that not only influences the current state and legal form but also leads to various problems, there is a brief summary of the most important institutes and ideas of former ways of registering real estates and the legal relations to them at the beginning of this work. What follows is an explanation of the real estate register as a current instrument for registering real estates and the legal relations to them, its functions, subject matter and area, together with the main principles of its keeping. Attention is also paid to keeping the data recorded in the register in accordance with reality and to the resultant problems. 67 Legal regulation of beekeeping No bees, no plants. Beekeeping is a nessesity, which warrants quantity and quality of agricultural production, that is why this section regulated by law. There is no special apicultural act in Czech republic. Legal regulation of beekeeping is divided into a few branches. Provisions, which are related to beekeeping are involved in Civil Code, Veterinary Act, Plant medicine Act, Foodstuff Act and so on. Most of provisions are involved in implementing regulations. Civil Code No. 40/1964 is concerned with statutory questions of a civil law, as a proprietary law, neighbour's rights and damages with beekeeping. Most frequent problems which the Civil Code deals with, are disputes between two neighbours, when the first one, who is afraid of bees asserts, that the other neighbour's beekeeping interferes with his owner's freedom, because he can't use his property. He may for example be allergic to bee stings. Civil jurisdiction answer the question what is a bee bothering and when is it adequate or unadequate. There are a few crimes possibly concerned with beekeeping, grounded in Criminal Code No. 140/1961. It might be felony theft, destroying another's property, and environmental leopardy. Principles of protection of the environment and their application in international, European Community and Czech law

ENGLISH SUMMARY This thesis, called "Environmental Principles and Their Application in International, European Community and Czech Law", discusses five selected environmental principles. This work only contains a narrow selection of fundamental environmental principles, considering the relatively large number of conservation principles that have been formulated to date. It deals with principles that we can find, either explicitly or implicitly, at all the named levels of law (i.e. International, European Community and Czech) on a regular basis and that are well established in legal theory at the same time. In the opening part of the thesis (i.e. second chapter) the matter has been explored from the legally-theoretical point of view. The introduction is dedicated to a general interpretation of the concept of "principle" as well as its definition purely within the legal field. Legal principles are defined here as leading ideas of law presenting essential values which are the general objectives of legal regulations. Fundamental attributes common to all legal principles can also be found in this part, as well as clarification of the principles' significance for law. 94 THESIS TITLE LAND CONSOLIDATION AND ITS RELATIONSHIP TO ENVIRONMENTAL PROTECTION RESUME The aim of my thesis is a partial analysis of the relationship amongst land consolidation process, reinstatement of private property after 1990, environment and private property constitutional protection. The process of land consolidation is a special tool, which helps to create preconditions for rational land keeping. The special legal statutes (mainly law No. 139/2002 Sb.) that regulate the land consolidation in the Czech Republic, creates a framework for these operations. The thesis includes a land consolidation historical overview, which is the key to the understanding of the land consolidation consequences for private property and relating landscape changes. The next chapter depicts the land consolidation importance, in the process of post communist private land property transformation in the 1990's. This further outlines the most important changes of the new land consolidation law, which came into force on 1st January 2003 (statute no. 139/2002 Sb.).
