Vokurková, Anna ; Kopecký, Martin (advisor) ; Šerák, Michal (referee)
The aim of this work is to find and analyse library activity in the subject of adult civic education. Moreover, this thesis defines the area of adult civic education and its relation to hobby education. Subsequently, these two matters are closely related and to some extent overlap, and there is no precisely defined boundary between them. Furthermore, the role of libraries as educational institutions in general, as well as civic adult education institutions are expanded. Additionally, an overview of chosen adult educational activities that can be done in a library setting is also provided. Lectures and conversations, in particular, are highlighted as the most frequently featured methods. Similarly, an empirical study, performed in the form of interviews with six librarians from the district towns of the South Bohemian Region, is also part of the work, with the goal of determining the state of adult civic education in their libraries. The final project is a SWOT analysis of the strengths and limitations of adult civic education in the Czech Republic's library setting, which is based on theoretical concepts, existing research, and its own actual study.

Generally biding regulations of a municipality issuing in order to ensure local matters of public order
Furková, Petra ; Kopecký, Martin (advisor) ; Vedral, Josef (referee)
Generally biding regulations of a municipality issuing in order to ensure local matters of public order Abstract The work is focused on general binding regulations issued by municipalities to protect public order. However, public order is a concept that is not defined by legislation and is variable over time. Thus, each municipality, in order to protect it, regulates a different social activity that it believes is capable of disturbing public order in the municipality. However, municipalities do not always regulate the activities that can be regulated for the purpose of public order, or the rules they set exceed the limits set by law. The Constitutional Court makes an indispensable contribution to the specification of what can be regulated for the purpose of public order and in what way, as it is the only one entitled to annul an illegal municipal regulation. The thesis first focuses on the history of municipal lawmaking, the basic characteristics of generally binding regulations as legal regulations issued in an independent competence and, with the help of judicial case law, also on the definition of public order. Then the most extensive part of the thesis is devoted to the analysis of generally binding regulations on public order against the background of the so-called four-step test applied by the...
Education of volunteers in non-profit organizations in the field of social work
Lokšová, Lucie ; Kopecký, Martin (advisor) ; Michalová, Lucie (referee)
The bachelor thesis is focused on education of volunteers in non-profit organizations, specifically on educational activities for volunteers in organiza-tions providing social welfare services. It considers volunteering to be means of development both on the individual level and the level of the whole society. The text includes education of volunteers in the context of volunteering and volunteer management and classifies its position within the conception of the lifelong education. This thesis doesn't present complete data about education in the whole range of social service volunteerism, that is anyway almost impossible due to the highly various, informal and spontaneous character of this area. But it explains education of volunteers in wider context, summarizes theoretical knowledge, brings inspiration and practical examples. A significant part of the text concentrates on the preparation of volunteers for their engagement (which means the entry-level volunteer training), as this is the most important element of the volunteer education. The other chapters deal with the legal status of volunteerism, volunteerism in the social welfare services, motivation to volunteer, further education of volunteers and the role of volunteer centers.

Lomozová, Petra ; Prášková, Helena (advisor) ; Kopecký, Martin (referee)
RESUMÉ Petra Lomozová: Principles of Criminal Justice in the Proceedings on Minor Offences This paper addresses to basic principles of criminal proceedings as expressed in § 2 of the Czech Code of Criminal Procedure. It seeks to find out the scope in which these principles apply to the proceedings ruled by the Act on Minor Offences, which is part of Czech aministrative law. The distinction between criminal offences and administrative offences has a long tradition in Czech and Austrian law. The criminal offences are essentially part of criminal law and underlie the jurisdiction of courts, while the proceedings on administrative offences, including the minor offences, are led by public authorities. However, this distinction doesn't rely upon firm and definite theoretical foundations and is managed differently in different European countries. That's why the Czech courts use to emphasize, that the basic principles, which apply to criminal proceedings, should also be applicable to proceedings on administrative offences. The question is treated with regard to Article 6 of the European Convention on Human Rights. This Article guarantees the right to a fair hearing to everyone charged with a criminal offence. "Charge" as well as "criminal offence" have to be understood in their autonomous meaning which differ from...
