Voves, Petr ; Kučerová, Irah (advisor) ; Plechanovová, Běla (referee)
VOVES, Petr. Úloha Světové zdravotnické organizace v případu epidemie viru eboly na území západní Afriky v roce 2014. Praha, 2017. 95 s. Diplomová práce (Mgr.) Univerzita Karlova, Fakulta sociálních věd, Institut politologických studií. Katedra mezinárodních vztahů. Vedoucí diplomové práce PhDr. Irah Kučerová, Ph.D. Abstract The M.A. thesis deals with the World Health Organization's response to the outbreak of the ebola virus disease in Guinea, Liberia and Sierra Leone in 2014. The spread of the disease is mapped from its very beginning at the end of December 2013 until the creation of UNMEER in September 2014, which was the first international medical mission ever created by UN Security Council. The purpose of this thesis is to evaluate the particular problems, which limit WHO's role in a timely and effective response to the public health threats of international concern (PHEIC) under the reformed International Health Regulations (IHR). The response of WHO representatives to the spread of the disease is evaluated taking into account the available material and competence capacities of the organization as well as its previous practice in this field. The specific misconduct of WHO representatives is explained in the context of longstanding WHO's problems, which are mainly linked to the vertical fragmentation...

The importance of remittances in the context of contemporary development discourse
Žižková, Tereza ; Kučerová, Irah (advisor) ; Plechanovová, Běla (referee)
This thesis focuses on the phenomenon of remittances (money or products sent by migrants to their countries of origin) and their relation to current development discourse. The volumes of remittances are still growing and this revenue has become especially significant for developing countries. This thesis, therefore, does not only focus on the economic contribution of remittances but analyses them in a broader context. Its aim is to find whether and how do remittances contribute to the overall development of poor countries. This thesis offers a historical overview of developmental discourse and followed by specification of four key concepts of current development (empowerment, ownership, good governance and sustainable development), whereby this thesis constitutes a framework for further analysis. Remittances are substantially connected to the concepts of empowerment and ownership. They enable the recipients to meet their needs more freely and decide how to invest their money. From the point of views of good government concept, it is important, that remittances can help to put more pressure on the democratization of developing countries. Fulfilment of these concepts, as well as the stability of remittances, implies, that this revenue supports sustainable development in poor countries. This thesis is...
The Politics of the Representative List of the Intangible Cultural Heritage of Humanity Inscriptions
Krestová, Kateřina ; Parízek, Michal (advisor) ; Plechanovová, Běla (referee)
The paper deals with a rate between sites inscribed in the World Heritage List and the Representative List of the Intangible Cultural Heritage. In former studies the imbalance was proven and it also showed an influence of unofficial factors to nomination process. The imbalance was discovered within a meaning of raised quantity of traditional European sites coming from the economically more developed countries. UNESCO officially make a long- term effort to compensate this discrimination in favour for unheeded states and types of heritage (especially the intangible). In order to verify the compensatory effect, I collected the data about every site inscribed in the World Heritage List between 1979-2016 and 2008-2015 in Representative List of the Intangible Cultural Heritage, from what I made a regression analysis considering GDP and GDP per capita. The result showed the declared compensatory effect doesn't work, a tendency of more successful nominations from wealthier states continues, the trend of higher probability of sites inscription from states which already have some sites inscribed was confirmed.

European Commission as a Guardian of the Treaties
Langhammerová, Šárka ; Plechanovová, Běla (advisor) ; Parízek, Michal (referee)
This bachelor thesis focuses on the behavior of the European Commission in the infringement of proceedings based on article Article 258 et seq. TFEU. The paper seeks to look behind the borders of mere legal framework of infringement proceeding and deals primarily with the political influences, which can affect the Commission's decision on how to act, as well as the theories, which try to explain and predict its reaction on the violation of Treaties by a Member State or different actors. The structure of the paper is as follows. Firstly, this thesis deals with the Commission's position in the system of the EU, with basic information about the Commission, then raises the question of whether the Commission is independent and impartial, or whether it is under some external or internal political pressures. Secondly, the thesis studies the infringement proceedings and the possibilities, procedures and tools available to the Commission to enforce the law and also how the Commission uses these options in practice. Of course, the paper will also cover the limits of this procedure. The Commission's main limitation of its ability to enforce the law is the lack of resources. This problem helps to resolve its discretion power. It can choose in which case of non-compliance to initiate the infingement...
Gender Mainstreaming in Bilateral Projects of the Czech Development Cooperation
Lacinová, Radka ; Horký-Hlucháň , Ondřej (advisor) ; Plechanovová, Běla (referee)
This work is based on the analysis of documents and conducted interviews with the aim to evaluate how and to what extent the Czech bilateral development projects reflect gender. It is crucial for an assessment how gender is reflected at the various stages of the project cycle. The research is framed by the twin-track approach according to which gender is mainstreamed and also projects focused on women's empowerment are carried out. To evaluate the research question the methodology proposed by Caroline Moser (2005) is used, which also evaluates the conceptual setting and institutional settings, making comprehensive analysis of gender issue possible. The paper examines two cases, namely projects under the auspices of the Czech Development Agency implemented in the period from 2010 to 2014 in the sector of water and sanitation in Ethiopia and in the health sector in Georgia. It was found through the research that gender is reflected formally in development projects. Formal consideration is a manifestation of the efforts of the Ministry of Foreign Affairs of the Czech Republic to reflect gender issues in the context of international development cooperation. However, there is still a lack of a systematic approach, under which there would be designed sufficient capacities, standardized procedures, clear...
The Court of Justice of the European Union: the engine of integration?
Veselý, Petr ; Plechanovová, Běla (advisor) ; Parízek, Michal (referee)
This thesis deals with the topic of influence of the Court of Justice of the European Union on the process of European integration. For this purpose, the thesis asks the following question: "How has the Court of Justice of the European Union in selected cases contributed to the strengthening of European integration?" After an overview of the methodological basis, the thesis thoroughly examines the main theoretical approaches and authors that focused on the topic of Court of Justice and its influence on European integration: neofunctionalism, intergovernmentalism, neorationalism, supranationalism and legalistic approach. In the third part, five landmark cases of the ECJ have been chosen for detailed analysis: Van Gend en Loos, Costa vs. E.N.E.L., Internationale Handelsgesellschaft, Les Verts and Francovich. The thesis not only maps the political situation surrounding their announcement, but also the aftermath, consequences and reactions of member states to the judgements. In its last part, the thesis attempts to connect the theoretical approaches with the findings of the aforementioned analysis of landmark decisions. The thesis concludes that the Court of Justice in fact did contribute to the strengthening of European integration, namely by establishing the principles of direct effect, superiority...
Causes of Civil Wars: The Influence of Natural Resurces Extractive Technologies on the Probability of Civil War Outbreak
Klosek, Kamil ; Karásek, Tomáš (advisor) ; Plechanovová, Běla (referee)
This study aimed to provide more general knowledge about the mechanisms which link natural resources with civil war outbreaks. The theoretical point of departure was the feasibility hypothesis hypothesis of Collier et al. (2009) in which the authors state that the paramount interest of researchers of civil wars should be directed at the structural conditions within a country. One of their assertions pertained to the role of natural resources. Those provide a potential revenue source for insurgents to finance their rebellion. Hence, the higher the dependence of a state on natural resource exports, the higher should be the probability of civil war outbreak. However, this account was heavily criticized by other researchers. Some claimed that the conceptualization of the Primary Commodity Exports (PCE) variable does not cover relevant natural resources (Fearon 2005), others pointed at the problem of reversed causality and endogeneity (Gleditsch 1998) and also others stressed to differentiate between different natural resources according to their proneness to be looted by rebels (Ross 2003). In order to address these problems, a new variable was conceptualized. The "extraction feasibility" variable measures the degree of extractability of a particular resource. It is composed of two notions, namely...
Asymmetric conflicts 1989-2001 in quantitative analysis
Kasperová Bubrlová, Markéta ; Karásek, Tomáš (advisor) ; Plechanovová, Běla (referee)
Asymmetric Conflicts from 1989 - 2001 in quantitative analysis Abstract Following paper discuses two significant concepts in the area of asymmetric warfare. Both are dealing with the phenomenon of weak actors winning in armed conflicts. Ivan Arreguín-Toft is discussing the role of strategic asymmetry and concludes that the strategy actors choose is directly influencing the result of the conflict. Andrew Mack is dealing with the interest asymmetry, saying that strong actors tend to lose because their interest to win is usually weaker than that of their small opponents. In the same time strong actors are politically more vulnerable based on the level of democracy. Both theories are tested by quantitative analysis of all asymmetric conflicts that took place between 1989 and 2000. Values related to strategies, results, strength of the actors, interest and level of democracy are assigned to all conflicts based on information provided in conflict and other databases.
