Permitting process under the new Building Act Abstract With the adoption of the new Building Act, there are fundamental changes in public building law. The reform of the building law promises to speed up and simplify the entire permitting process and, therefore, speed up construction and increase housing affordability. In particular, the new regulation overcomes the phased nature of the permitting process, the lack of state- ments and binding opinions is now handled by the building authority, the time limits for issuing decisions have been shortened and the principle of full appeal has been introduced in the appeal procedure. Unfortunately, it is not entirely clear how to proceed with some of the newly intro- duced institutes. The aim of the thesis is to provide a comprehensive view of the process of permitting a con- struction project under the new Building Act. In doing so, it is based primarily on the explana- tory reports and opinions expressed by the professional public. A short comparison with the old regulation is also provided for selected institutes. Supervisory authority of schools and educational establishments under the Freedom of Information Act Abstract The thesis focuses on the determination of the superior authority of schools and educational institutions according to Act No. 106/1999 Coll., on free access to information, as amended (hereinafter referred to as the "Information Act"). The author of the thesis analyses the issue from the point of view of theory, but also from the point of view of practice. The content of the first chapter of the theoretical part of the thesis is an analysis of the determination of superior authorities according to the regulation of the Information Act and Act No. 500/2004 Coll., Administrative Procedure Code, as amended. The second chapter of the theoretical part focuses on the definition of the concept of schools and educational establishments, legal entities performing their activities and the concept of a mandatory subject according to the Information Act. Firearms and ammunitional legal regulation from the perspective of the law of the European Union

Thesis title: Firearms and ammunition legal regulation from the perspective of the law of the European Union The thesis deals with the legal regulation on firearms and ammunition in the Czech Republic with an emphasis on the new legislation as a result of adoption of the relevant European Union legal framework. The individual principles and legal concepts related to firearms and ammunition are analyzed, the relevant European directive approach is illustrated and novelties, modifications, restrictions as well as mitigations incorporated by the new European legislation are highlighted there. The thesis focuses on civilian acquisition, possession and carrying of firearms from the administrative law point of view. In the first chapter the basic definitions and concepts are defined. The second chapter is dedicated to the European legal regulation, its history and the legal basis on which it now stands. The third chapter deals with the current system of firearms in the Czech Republic. The fourth chapter deals with the effects of the European legal regulation on the legal framework in the Czech Republic and critically evaluates individual partial changes. Wavelet Filtering of ECG Signals

The aim of this project is introduction to problems about filtering of signals using wavelet transform. This method is very effective and in present it is often exploited. The main imposition is to use wavelet transform for filtering of ECG signals. Practical part of my project is realized wiener filtering based on DTWT in MATLAB software, to show advantages, disadvantages and compare linear filtering .

Gambling licence

PERMISSION TO THE OPERATION OF GAMBLING - ABSTRACT This diploma thesis deals with the legal regulation of the obtainment of a permission to the operation of gambling in the Czech Republic. Gambling and the conditions for their operation are currently regulated by the Act No. 186/2016 Coll., on gambling, which was significantly amended with effect from 1 January 2024. The most fundamental changes include the introduction of an initial licence, simplification of the blocking of unauthorised online games and the introduction of other measures for responsible gaming. The introductory part of this diploma thesis deals with gambling operators, individual gambling types, their operation via the Internet, as well as the general legal requirements that gambling operators must fulfil for the legal operation of gambling. The permission to the operation of gambling and the procedures of its obtainment are examined in more detail in the next part of this diploma thesis. In the Gambling Act, the licencing procedure is used in particular, while for some gambling types, the notification procedure is used; none of that applies to the raffle with the game receipts not exceeding CZK 200 000. Selected issues of the public regulation of export of dual use items Abstract At the time this paper was written, security was a dominant theme in the international environment. The military conflict in Ukraine, terrorism in Israel and the growing antagonism of global and regional powers have made topics such as military hardware, weapons of mass destruction and international sanctions very topical. Dual-use goods are closely linked to all these security issues. It can covertly significantly increase military capabilities in the field of conventional and unconventional weapons and in the field of information. Despite the fact that it is widely used in industry and can surround us at literally every turn, it remains in the shadows of wider attention. Yet its export carries with it a number of extensive obligations for the standard-setter. It defines dual-use goods as those products, software and 'know-how' that are usable for both civilian and military purposes. Their acquisition for the purpose of misuse is then referred to as 'proliferation'. The legal regulation of the export of such goods is specific because it is an interplay between international law and European law, which is applied by means of administrative law. 1 Legal nature of technical regulations and technical standards Abstract This thesis deals with the question of the legal nature of technical regulations and technical standards. The position of both types of documents is quite different, because unlike technical standards, technical regulations are legal regulations. In particular, the legal nature of technical standards has changed over time. The aim of this thesis is to define both types of documents with regard to their nature in relation to law and the legal system, as well as to each other. The thesis is divided, if the introduction and conclusion are not counted, into seven chapters. The first chapter deals with the question of the development of legislation of technical regulations and technical standards. In both cases, past legislation was compared with current legislation. In the case of technical regulations, the issue of non-compliance of this definition with the definition of technical regulations in EU legislation and international treaties is addressed here, which resulted in the need to create a category of technical documents. Thesis Title The Technical Means of Forestalling Further Vehicle Movement: Legality, Proportionality, and Other Application Problems Abstract This thesis analyses the institute of the technical means of forestalling further vehicle movement, the so called "clamp", from a theoretical and applicational viewpoint. Its aim is to present a detailed description of this institute, explain the modes within which it is used and the differences among those modes of application, and present the differences of applying this institute by different authorised authorities (i.e. Police of the Czech Republic, Customs Organisation of the Czech Republic, municipal police). This thesis also aims to analyse the contemporary use of this institute in practice, namely concentrating on the frequency, methodology, and legality of this application. A substantial part of this thesis consists of the research and analysis of the expenses of the use of the afore-mentioned institute. The focus of the analysis of expenses is on their legal grounding, character and the circumstances taken into consideration when determining the full extent of the expenses regarding specific cases. Reviewing of the administrative acts under the Act on the service relationship of members of the security corps Abstract The subject of this thesis is an analysis of the provisions of Sections 190 to 194 and 196 of the Act No. 361/2003 Coll., on the service relationship of members of the security corps (referred to as the "Service Act"), as well as comprehensive view of the proceedings on appeals and supervisory remedies conducted under this Act, highlighting problematic aspects and interpretative ambiguities in the application practice, their critical evaluation and proposing possible solutions in the form of proposals de lege ferenda. The first part of the thesis deals with the service relationship of members of security corps in general, summarizes the historical development of the legislation concerned and offers a brief look at the service relationship of members of security forces in neighbouring countries Slovakia and Germany.
