Předložená diplomová práce se zabývá aktivitou německých politických stran v souvislosti s bojem s dezinformacemi před volbami do Spolkového sněmu v letech 2017 až 2021. S ohledem na zkušenosti z minulosti, kdy v zahraničí již opakovaně docházelo k uplatňování nelegitimního vlivu na demokratické rozhodovací procesy, se otázky ohledně zajištění bezpečnosti voleb vznášely i v Německu. Z toho důvodu je cílem diplomové práce za použití jednopřípadové studie zmapovat postoje, kroky a diskuse německých politických stran k tématu dezinformací a fake news v souvislosti s volbami do Spolkového sněmu. S ohledem na obavy, zda přijatá legislativa neomezuje svobodu slova, je v práci rovněž zohledněn koncept obranyschopné demokracie. Jak je uvedeno v úvodu práce, v běžné komunikaci dochází často k záměně či překrývání pojmů dezinformace a fake news, přičemž hlavním předpokladem u obou termínů je, že se jedná o záměrně šířené nepravdy s nepřátelskými úmysly. Navzdory tomu dochází k bližšímu definování těchto i dalších příbuzných pojmů v první kapitole. Druhá kapitola práce se orientuje na německé prostředí, zmiňuje ohrožení voleb do Spolkového sněmu zde vnímaná a představuje tamější aktivní přední orgány pro boj s nimi. Třetí kapitola již zahrnuje předvolební diskuse, na základě materiálů ze Spolkového sněmu... The submitted diploma thesis examines the activities of German political parties in combating disinformation leading up to the elections to the German Bundestag from 2017 to 2021. In light of past experiences, where foreign interference in democratic decision-making proceses has been repeatedly observed abroad, questions regarding the security of elections have also arisen in Germany. Therefore, the goal of this diploma thesis is to map the attitudes, measures and discussions of German political parties on the topic of disinformation and fake news in relation to Bundestag elections, utilizing a single-case study approach. Considering concerns about whether the adopted legislation might restrict freedom of speech, the concept of resilient democracy is also taken into account in the thesis. As stated in the introduction of the thesis, in ordinary communication, the terms disinformation and fake news are often conflated or overlapped, with the main assumption being that both terms refer to deliberately spread falsehoods with hostile intensions. Nevertheless, a more detailed definition of these and other related terms is provided in the first chapter.
