Práce zkoumá proměnu německé zahraniční a bezpečnostní politiky po ruské invazi na Ukrajinu v období od 24. února 2022 do června 2023, a pohled v té době opoziční CDU. V úvodní části je předložen historický kontext vývoje německé zahraniční a bezpečnostní politiky, institucionální rámec pro její formování a charakter německé zahraničněpolitické kultury. Teoretický rámec práce představují tři koncepty pro uchopení Německa coby aktéra mezinárodních vztahů: civilní mocnost, geo-ekonomická mocnost a rozpolcená mocnost. V praktické části práce zkoumá naplnění cílů kancléře Olafa Scholze: v dodávkách zbraní Ukrajině, v protiruských sankcích, v rozšíření zapojení Německa do misí NATO, v reformě a modernizaci německé armády a v nové kvalitě německé diplomacie. Výsledky zkoumání ukázaly ochotu Německa opustit některá dosavadní tabu, nést ekonomické náklady své politiky vůči Rusku, a i za cenu zadlužení více investovat do vlastních ozbrojených sil i do podpory Ukrajiny. Naráželo však přitom nejen na objektivní strukturální a institucionální limity, ale i na schopnost a ochotu politického vedení prosazovat své vlastní cíle. Pohled na roli CDU ukázal odhodlání být konstruktivní opozicí i ochotu podpořit vládu v zásadních momentech realizace obratu. Vedle toho však CDU zastávala kritické postoje zejména k tempu... The thesis examines the transformation of German foreign and security policy after the Russian invasion of Ukraine specifically during the period from February 2022 until June 2023 and the perspective of the oppositional CDU party during this time. The introductory part presents the historical context of the development of German foreign and security policy, the institutional framework for its formation, and the character of German in foreign policy culture. The theoretical framework presents three concepts for interpreting Germany as an actor in international relations: civil power, geo-economic power, and divided power. In the practical part, the fulfillment of the goals of Chancellor Olaf Scholz is being examined. Namely in the supply of weapons to Ukraine, in the anti-Russian sanctions, in the deepening of Germany's involvement in NATO missions, in the reformation and modernization of the Bundeswehr, and in the new quality of German diplomacy. The results of the research showed Germany's willingness to abandon some of its previous taboos, to bear the economic costs of its policy towards Russia and even at the cost of debt, to invest more in its own armed forces and in supporting Ukraine.
