Bakalářská práce se zaměřuje na spor o jmenování Jana Lipavského ministrem zahraničí České republiky mezi prezidentem Milošem Zemanem a designovaným premiérem Petrem Fialou v prosinci 2021. Tento případ je zasazen do kontextu podobných dřívějších událostí za prezidentství Václava Havla a Václava Klause. Práce cílí na výzkum Zemanových odůvodnění odmítání navržených kandidátů na ministry v minulosti, zachycení hlavních typů těchto argumentací a to, jak jim odpovídá poslední případ odmítnutí jmenování ministra Jana Lipavského navrženého Českou pirátskou stranou. Tématu se práce věnuje jak v kontextu širším, kdy popisuje právě podobné případy v minulosti, tak v kontextu užším, kdy zkoumá samotná Zemanova odůvodnění k nejmenování nominovaného Lipavského. Výzkum ukazuje, že v posledním případě Zemanova argumentace většinově koresponduje s uspořádanými typy odůvodnění, které použil v minulosti. Práce se detailně zabývá procesem vedoucím ke jmenování Jana Lipavského a vlády Petra Fialy a obsahuje odbornou politologickou a ústavněprávní diskuzi, ale i veřejnou diskuzi, které vzešly ze Zemanova odmítnutí jmenování Lipavského a převážně s jeho krokem nesouhlasily. This case is put into a context of similar previous events during the presidency of Václav Havel and Václav Klaus. The aim of this thesis is to examine the argumentation behind Zeman's previous rejections or objections to the nominated ministers. Also, it is focused on describing the main types of argumentations and the way in which the last case of rejection of the Czech Pirate Party nominee Lipavský responds to them. It is through both broader and narrower contexts that this thesis explores Zeman's justification for the refusal of this candidate. The research shows that Zeman's reasoning in this case mostly corresponds to the main types of his previous argumentations. This thesis also deals in detail with the process leading to the appointment of Jan Lipavský and the government of Petr Fiala. It includes both the professional political-science and constitutional-legal discussion, as well as the public discussion which arose from Zeman's refusal to appoint Lipavský and mostly disagreed with his move.
