Bakalářská práce se zaměřuje na výživné, jeho možné alternativy a možnosti, které rodič má, aby výživné mohl vymoci. Ač je výživné určeno dítěti, neplacení výživného má přímý vliv především na rodiče, který má dítě v péči. Tento jev budu vztahovat k matkám samoživitelkám. Práce je zpracována jako případová studie. Data jsou čerpána od aktérů zainteresovaných v problematice výživného (ministerstva, Exekutorská komora ČR a neziskové organizace), dále jsou doplněna o data z Českého statistického úřadu. Skrze teorii sociální konstrukce cílových skupin dle Schneider a Ingram je v práci poukázáno na aktuální věcný návrh zákona o zálohovém výživném. Z rozebrání zákona vyplývá, že by v první fázi tento věcný návrh zákona mohl být pozitivního charakteru, ale při hlubším prostudování a diskusích jsem zjistila, že by mohl matkám samoživitelkám spíše uškodit a není jim skrze něj umožněna pomoc v tu chvíli, kdy to potřebují. Zálohové výživné by matky samoživitelky dostaly po sedmi až osmi měsících, kdy otec dítěte neplní vyživovací povinnost. Při opakovaném přezkoumání na nárok zálohového výživného nemá matka samoživitelka jistotu, že na něj znovu dosáhne. Tento návrh zákona také předpokládá, že exekuce na majetku neplatícího otce bude neúspěšná, což má za následek finanční zátěž pro matku samoživitelku.... The Bachelor thesis is focused on the alimony, it's possible outcomes and the possibilities of a parent to enforce the decisions regarding alimony. Although the alimony is assigned to the child, the author shall demonstrate the effect of the alimony related proceedings on a parent with custody of the child. The author shall focus the demonstration on single mothers. The thesis is worked out as a case study. The data were obtained from the key subjects of the process regarding alimony (such as the Ministries, non-profit organizations and The Chamber of executors), the data were further obtained from the Czech statistical office. The new Bill on advance alimony is analyzed through the theory of social construction of target population by Schneider and Ingram. At first, he Bill might seem helpful. However, deeper analyses and discussions show the faults of the Bill. The author shall demonstrate that the Bill can be even harmful for the single mothers and can result in their inability to reach for the help in the time of need. The single mothers would be paid the alimony seven or eight months after the time when the father stopped paying the alimony. After careful evaluation of the process, the author believes that the single mother would have no guarantee of ever receiving the alimony. The Bill also...
