Druhá kapitola ukazuje vlastnosti zaměstnanců odboru, ve kterém je uvedeno analýza současného stavu organizace a pohybu Nábor a výběr jako celek. Hlavním úkolem pracovníků oddělení je vytvořit fond kvalifikovaných pracovníků, protože to je jediný způsob, jak dosáhnout cílů. Prudký nárůst v úrovni práce vedla k poptávce po nových technologií, které vyžadují dodatečné školení.
