Zásahy státu do bytového trhu se staly běžným nástrojem podpory zajištění bytového standardu a přístupu domácností k bydlení. Obecná část práce se zabývá transformací bytové politiky, kdy vedle výkonné moci vznikl mimorozpočtový fond SFRB jako jeden z nástrojů, které stát využívá k intervencím do bytového trhu. Cílem práce je analýza efektivnosti působení SFRB, a to nejen z hlediska zákona č. 211/2000 Sb., kterým byl zřízen, ale i z hlediska činností Fondu a koordinace programů státní podpory bydlení realizovaných prostřednictvím MMR, a dále celkového nastavení fungování Fondu. State interventions into the housing market have become a common tool for supporting housing standard and for securing households' access to housing. The general part of the paper deals with the housing policy transformation where, besides the executive power, an extra-budgetary fund SFHD (State Fund for Housing Development) was established as one of the instruments used by the government to intervene in the housing market. The paper aims to analyse the SFHD's effectiveness, not only in terms of Act No. 211/2000 Coll., by which it was set up, but also in terms of the Fund's activities and coordination of the state housing subsidies implemented through the Ministry for Regional Development of the Czech Republic, and of the overall effectiveness of the Fund's functioning setting.
