[cze][eng] Tato práce se zabývá smluvními vztahy Evropské unie a rozvojových zemí s hlavním důrazem na Všeobecný systém celních preferencí (GSP), který je od roku 2012 upraven novým nařízením. Práce se skrze reciproční preferenční dohody dostává k nerecipročním dohodám GSP a analyzuje, zda je GSP poskytován pouze státům, které ekonomickou pomoc skutečně potřebují. Dále je zkoumáno, zda bude mít nové nařízení, které se vyznačuje zejména výrazným zúžením podporovaných států, dopad na českou ekonomiku. Výsledky analýzy ukazují, že díky aktualizaci nařízení upravující GSP, je pomoc efektivně alokována potřebným zemím. Dopad na Českou republiku bude poměrně významný díky vyloučení Ruské federace a Kazachstánu z GSP. Většina nově vyloučených států vyjednává s EU o obnovení preferenčních dohod v rámci jiných preferenčních iniciativ, zejm. dohod o volném obchodu (FTA).The work focuses on contractual relations between the EU and developing countries with emphasis on the General System of Preferences (GSP), whose legal framework was updated in 2012. The work moves from reciprocal preferential agreements to non-reciprocal agreements under GSP and analyzes whether GSP preferential agreements are offered only to the states that truly require help. Additionally, it is evaluated whether the changes in the legal framework, which are mainly characterized by the reduction in the number of beneficiary states, will have an impact on the economic situation of the Czech Republic. The results show that help is being allocated effectively to the countries in need due to the implementation of new regulation. Further, there will likely be a considerable impact on the Czech Republic with respect to the exclusion of the Russian Federation and the Republic of Kazakhstan from the GSP. Most of the countries recently excluded from the GSP negotiate with the EU about the renewal of the preferential agreements under different preferential initiatives, namely under Free-Trade Agreements (FTA).
