[slo][cze][eng] Bakalárska práca sa bude venovať hľadaniu odpovedi na otázku, aká by mala byť miera a forma regulácie. Táto problematika bude aplikovaná na príklade Českého telekomunikačného úradu. V teoretickej časti bude definovaný pojem regulácie ako aj dopady regulácie. Táto časť práce bude obsahovať tak ako pohľady ekonómov rôznych ekonomických škôl na reguláciu, tak aj dopady vybraných regulačných zásahov v histórii. V praktickej časti bude analýza Českého telekomunikačného úradu z hľadiska historického vývoja so zvláštnym ohľadom na regulačné právomoci. Ďalej bude popísaný regulačný mechanizmus a rozobraný vplyv európskych regulačných autorít na reguláciu českého telekomunikačného trhu. Práca sa bude ďalej zaoberať kompetenciami úradu a jeho prínosmi a škodlivými dopadmi na ekonomické aktivity súkromného sektoru. Cieľ práce spočíva hlavne v analýze regulačných funkcií a vývoja vybraných sfér pôsobnosti Českého telekomunikačného úradu. Úrad bude analyzovaný jednak s dôrazom na zmeny jeho regulačných funkcií, tak aj z hľadiska efektívnosti jeho zásahov do trhu. Pri analýze bude kladený dôraz na správnosť využitia prostriedkov vyčlenených na reguláciu a či daný relevantný trh naozaj zlyháva.Bakalářská práce se bude věnovat hledání odpovědi na otázku, jaká by měla být míra a forma regulace. Tato problematika bude aplikována na příkladě Českého telekomunikačního úřadu. V teoretické části bude definovaný pojem regulace jak i dopady regulace. Tato část práce bude obsahovat jak pohledy ekonomů různých ekonomických škol na regulaci, tak i dopady vybraných regulačních zásahů v historii. V praktické části bude analýza Českého telekomunikačního úřadu z hlediska historického vývoje se zvláštním ohledem na regulační pravomoci. Dále bude popsaný regulační mechanismus a rozebraný vplyv evropských regulačních autorit na regulaci českého telekomunikačního trhu. Práce se bude dále zaobírat kompetencemi úřadu a jeho přínosy a škodlivými dopady na ekonomické aktivity soukromého sektoru. Cíl práce spočívá hlavně v analýze regulačních funkcí a vývoje vybraných sfér působnosti Českého telekomunikačního úřadu. Úřad bude analyzovaný jednak s důrazem na změny jeho regulačních funkcí, tak i z hlediska efektivnosti jeho zásahů do trhu. Při analýze bude kladen důraz na správnost využití prostředků vyčleněných na regulaci a toho, jestli daný relevantní trh skutečně selhává.The thesis will focus on the question what the measure and the form of regulation should be. This issue will be applied to the case of the Czech telecommunication office. In the theoretical part, the definition of regulation, as well as its impact will be defined. This section will reflect the opinions of experts from different economic schools on regulation, as well as the impact of selected regulatory interventions throughout the history. The practical part will discuss the analysis of the Czech telecommunication office from the point of view of historical evolution, and in particular the regulattion authority. In addition, the regulation mechanism shall be discussed alongside the influence of European regulation authorities that regulate the Czech telecommunication market. The thesis will also deal with the jurisdiction of the office and its contributions, as well as its negative impact on the economic activity in the private sector. The aim of the thesis is to analyse the role of regulation in the development of selected spheres of action of the Czech telecommunication office. The office will be analysed both with an emphasis on the changes in the role of regulation, as well as the efficiency of its interference in the market. Special care will be taken to ensure accuracy in the use of the designated means for regulation and whether relevant market really failed whilst conducting the analysis.
