Municipal authorities within their delegated and autonomous power

The aim of this bachelor thesis wis to describe the municipality and municipal authorities within their delegated and autonomous power and to define basic terms associated with this topic. The thesis introduces the czech system of public administration to the reader and describes its history and development. The theoretical part of the thesis also describes the most important legal and economic aspects of the delegated and autonomous power of municipalities. The aim of the practical part was to focus on the municipality of Lišov, to describe the concrete municipal authorities and their performance of delegated and autonomous power for the observed period of the years 2010-2019, to describe the specific activities and their development over time. The thesis focuses on specific legal-economic aspects, such as concrete incomes and costs and analyzes their development.
State supervision of local government

This thesis is dealing with the theme of States supervision of local governments and aims describing of the system and theory of the process of the supervision and control of local government units as one of the main features of modern democratic society. Big impact of mainly legislative activities of municipalities and regions on lives of the citizens is actually the main reason why state has to supervise it. The first part of the text I devoted to a theoretical introduction. I am trying to describe basic concepts necessary for whole work. After that I mentioned legislation which lays the foundation of whole problematic and determines what is supervised, by who it is supervised and how. In next part I specified the subject of the states supervision and by that partly subject of this thesis, which mainly is legislative activity of local governments. In following part I was writing about different phases of the supervising relation between supervisor and supervised body. For better illustration, I used a few examples and practical information about communication between them and what results it brings. Creating of Municipality Enactments

The Bachelor thesis deals with creating of municipality enactments, it means the authority of village to create generally binding regulations and community regulations. The theoretical part introduces the reader to the area of public administration, explains the basic terms as well as the rules and mentions its structuring into the state and local government. It also defines the status of municipalities in the area of public administration and describes scopes and competences of municipal authorities in connection with creating municipality enactments. The largest part of work is delimited for municipality enactments, their structure, procedure and rules of issuance. And last but not least it deals with inspection and control of generally binding regulations and community regulations. The practical part deals with creating municipality enactments of municipality called Slabce, it is situated in the Central Bohemian Region. The village is briefly described here at first and then the work is focused on generally binding regulations effective in the present day. The Political Aspects of Financing of Municipalities in the Czech Republic

The diploma thesis is focusing on economy and financing of three small municipalities in the Pilsen region. Financing of small municipalities is the quite complex and current topic, also in the Czech Republic. The thesis is a comparative case study. The analyzed municipalities are the following: Kožlany, Žihle and Kozojedy. The main objective of this thesis is to evaluate the possibilities of given municipalities towards the influence of the economy and financing or the possibility to influence the amount of their income and costs. As a partial aim of this thesis is comparison and evaluation of the stance of mayors and other municipal representatives to the current model of financing of local governments and model of tax revenue. The thesis consists of two main parts. The theoretical part deals with a literary research, which defines basic conceptions referring to financing and economy of municipalities. The practical part is dedicated to basic characteristics of the compared municipalities, also the comparison all municipalities with the evaluation of the results obtained by the analysis.
Transfer payments from government budget provided to cover a part of the expenditures of municipalities on public administration – case study (2010 – 2015)

This thesis is focused on lower-level territorial self-governing units of the Czech Republic which take over a part of public administration of the state, therefore are entitled to receive transfer payments from government budget to cover part of related expenditures. The aim of this thesis is to assess effectiveness and transparency of the system of financing public administration executed by municipalities. The first chapter defines municipalities within the system of public administration and explains its function. The second chapter focuses more on the system of financing public administration executed by municipalities. Final part of the thesis deals with analysis of transfer payments from government budget provided to cover a part of the expenditures of municipalities on public administration (period 2010 to 2015). This analysis creates a basis for further assessment on the system of financing. The main methods used in this thesis are analysis and explanation.
The Development of Territorial Structure of Public Administration in the Czech Republic

The thesis called "The Development of Territorial Structure of Public Administration in the Czech Republic" deals with analysis of the actual territorial structure of municipal governance using identified criteria. It is refered here to the most serious flaws within the organization of individual territorial units. The main aim of this thesis is to find consensus between different views on reform of territorial administration including introduction of measures that might help to solve the flaws of the mentioned actual state of the territorial structure. In this thesis there is original approach especially to the cathegory of municipality with authorized municipal office which by both the Ministry of the Interior, as well as most of the cited experts suggest to abolish completely. For the more detailed description of the issue the thesis gives an overview of the development of individual territorial units since 1848.
The development of territorial structure of public administration in the Czech Republic after 1989

The content of the paper is the analysis of the development of territorial structure of public administration in the Czech Republic. The contribution of the paper is the evaluation of the present state of the Czech public administration after the introduced administrative reforms that however have not been completed from the viewpoint of their proper intentions. The foreground character of the present paper is rooted in the solution of the most pressing problems of structural design the area public administration function, that have not yet been corrected by the up to now provided reform steps. In the process of the working of the individual designs, the author has been considering the historic development of the stipulated problems since the year 1848, and the individual views of specialists engaged in the public administration in the Czech Republic and the actual designs provided by the Ministry of the Interior. Among the chief steps that would improve the present state of the public administration in the Czech Republic the author classifies the abolition of law No. 36/1060 Sb., the territorial division of the state, the abolition of municipalities of the 2nd rank and the reduction of the competences of small municipalities with delegated province.
