Vrbová, Zuzana ; Sobotka, Michal (advisor) ; Fiala, Zdeněk (referee)
Mapping the History and Future of Carbon Taxation in the EU: Carbon Tax and Subsidiarity Principle Abstract With the growing awareness of climate change impacts, policymakers around the world are trying to develop legislation that would tackle the issue in the most effective manner. They often choose economic regulatory tools such as carbon tax. This thesis is primarily focused on the possibility to establish a common carbon tax legal framework at the EU level. It argues that there are multiple obstacles to it which often stem from the past and current understanding of the subsidiarity principle. Therefore, the objective of the thesis is to show how these obstacles can be overcome while still preserving the fundamental principles the Union is based on. In the first part, theories regarding carbon tax and subsidiarity principle are explained. After that, relevant pieces of the EU legislation and policy documents are analyzed. Finally, the application of tools found in these documents which, theoretically, enable the adoption of the common tax framework is evaluated. The analysis has shown that the adoption of a common EU carbon tax framework is achievable. Yet, it would be problematic to obtain unanimity in the Council which is likely needed for this legislation to be passed. The EU primary law includes...

Vrbová, Zuzana ; Žákovská, Karolina (advisor) ; Sobotka, Michal (referee)
The first chapter of this thesis discusses the recent development of climate change law. It explores the reason as to why it is at the centre of a global debate, which is predominantly due the increasingly pronounced consequences of climatic changes on human society and the environment. Furthermore, it describes the most important requirements in tackling the issues presented by international climate change treaties. This includes the United Nations Framework Convention on Climate Change, acting as a base for the whole international climate change regime, the Kyoto Protocol as a legal tool with specified emission targets and most recently, the Paris Agreement, which serves as an independent international treaty however is still under the guidance of the framework convention. The author predicts that the Paris Agreement will determine the future direction of this legal field and therefore puts particular focus on this treaty in the first chapter of the thesis. The paper aims to uncover its weaknesses - questioning the enforceability of some of the measures that rely on the autonomy of states to implement and the lack of ambition in some of its targets. The second chapter expands on one of the key issues related to the main topic. The author emphasizes how the importance of environmentally friendly...

Further on, the possibility of developing a Failed back surgery syndrome is mentioned in connection with a surgical solution of vertebral diseases. One of the main causes of this syndrome occurring in patients is neglecting postsurgical rehabilitation. Therefore, I highly emphasized the importance of postsurgical rehabilitation in my thesis. For a successful recovery, immediate postsurgical care as well as education of the patient and long term precautions is essential. The ultimate goal is to cultivate such locomotive habits that would restrain relapse of the problems. These habits include mainly active exercise and an adequate use of the locomotive apparatus.
