Probabilistic Localization of Mobile Robot
Kopečný, Tomáš ; Luža, Radim (referee) ; Rozman, Jaroslav (advisor)
Motion control, navigation and sense of orientation of a mobile robot are tied to development of every mobile robot. This work concerns mainly about robot localization in the sense of orientation in space. Nevertheless, nor other aspects of mobile robotics are being omitted. Therefore, the goal of this work is to get familiar with Monte Carlo localization algorithm and apply this algorithm on a real robot.
Strategic Planning of the industry-political Business Development of Rheinmetall in the European Union
Bendik, Andreas ; Kopečný, Tomáš (advisor) ; Landovský, Jakub (referee)
The introduction of the dual comitology system with the European defence funding programmes has led to the emergence of a new form of European interest representation. This intra-European interest representation is no longer concerned with the conventional representation of interests in European policy processes, but with the formation of alliances with Member States for defence industrial cooperation. This emergence precedes a 40-year-long push-pull process between the European Commission and the European Council in the context of a conflict between liberalisation and protection of the internal defence market. In order to prevent Member States from extensive application of Article 346 (TFEU) and thus to prevent further fragmentation of the European defence industrial base, the European Commission has innovated the political room for manoeuvre it was given by the Treaties to create a Europeanised version of Article 346 in the Public Procurement Directive 2009/81/EC. Article 13(c) states that, if two or more Member States have jointly researched and developed a defence product, the procurement of that product by the participating Member States is excluded from the competition rules of the internal market. After a long trust-building process between the European Commission and the European Council,...
Media analysis as an Early Warning System tool - the case of Mali
Kopečný, Tomáš ; Hynek, Nikola (advisor) ; Střítecký, Vít (referee)
This diploma thesis deals with the topic of Early Warning Systems (EWS), a key part of conflict prevention. It applies a model of quantitative analysis of international media outputs on the case of the Mali insurgency in January 2012. As an EWS tool, it analyzes international media represented by the major global press agencies. The main goal of the thesis is to answer the following research question: Did the international media manage to anticipate the outbreak of the conflict in Mali? The answer should also show whether international media can detect growing tensions leading to a conflict and therefore whether they could be used as an EWS tool. The application of the model should, observing the period from August 2011 to the beginning of the insurgency on January 17, 2012, prove whether the conflict could have been anticipated. In order to contextualize the model, structural factors of instability were identified in the discussion of the dynamics of the conflict that has been repeating itself for dozens of years. A discourse analysis of international media during the observed period was also presented on the background of the securitization theory of the Copenhagen school of security studies. The discourse analysis and the quantitative EWS model have both shown that international media have not...
Jus post bellum - justice after war
Kopečný, Tomáš ; Jirsa, Jakub (advisor) ; Jinek, Jakub (referee)
The just war theory debates the justice of wars. Traditional parts of the theory provides with criteria of justice at war's beginning (jus ad bellum) and during its conduct (jus in bello). Jus post bellum as the latest part governs the area of justice of the decisions after the war is over. This thesis will conceptualize jus post bellum in the whole of the just war theory while outlining its content. One of the main objectives will be a critical evaluation of all the theory's criteria in order to correspond to the nature of current conflicts. The just war theory will be presented here as the art of morally based compromise between resignation to moral judgments and moral elitism that doesn't take reality into account while pressing for absolute ideals. This feature will be especially present at jus post bellum, where judgments of the processes of coming to terms with the past and evaluation of the crimes of wartime take place. The key issue will be to find such a form of a social reconciliation that would not while belittle the victims' suffering while enabling the society to return to normal life.

Securitization of human security during the process of accepting the Responsibility to Protect doctrine
Kopečný, Tomáš ; Weiss, Tomáš (advisor) ; Anděl, Petr (referee)
After the international community decided to response to the experiences of genocides and ethnic cleansing in Rwanda, former Yugoslavia or East Timor in the 1990s by putting forward human security protection in the form of the Responsibility to Protect doctrine, it took another few years until the UN General Assembly officially accepted these principles in 2005. When compared to the initial proposal made by the ICISS in 2001, the UN World Summit Outcome document was much weaker in its demands. During the securitization process of human security, specific factors made these changes happen. The goal of this thesis is to answer the research question that is trying to explain this development: What factors caused the change of wording in the R2P concept in the 2005 document when compared to the original ICISS report? Theory of securitization was the main methodological tool based on which the thesis conducted the discourse analysis of speeches made by representatives of the permanent members of the UN Security Council. After analysing all the speeches related to R2P between December 2001 and September 2005, the thesis identified key discussion periods between the permanent members of the UN SC. Then it showed when and how did the countries articulate support for intervention at the expense of the...
Conceptualization of the Use of International Media as an Early Warning System Tool on the Case of Mali
Kopečný, Tomáš ; Hynek, Nikola (advisor) ; Střítecký, Vít (referee)

As an EWS tool, it analyzes international media represented by major global press agencies. The main goal of the thesis is to answer the following research question: Are international media a suitable tool for EWS by showing that their analysis could have predicted the outbreak of the conflict in Mali in January 2012? The answer should also show whether international media can detect growing tensions leading to a conflict as well as test the plausibility of the EWS model.
