Předkládaná diplomová práce se věnuje tématu etických kodexů ve státní správě České republiky. Toto téma je velmi důležité pro kvalitní a efektivní fungování státní správy, nicméně je stále opomíjené a nedostatečně diskutované. Diplomová práce si klade za cíl vysvětlit význam etických kodexů ve státní správě a provést výzkumnou sondu konkrétního etického kodexu. Teoretické zakotvení textu vychází z konceptu dobrého vládnutí a jeho principů, principů etiky, vymezení zásad efektivního etického kodexu a přiblížení současného stavu fungování etických kodexů v české státní správě. Praktická část - výzkumná sonda konkrétního etického kodexu, analyzuje jeho kvalitu a efektivitu. Česká republika se aktivně hlásí ke konceptu dobrého vládnutí a její správní orgány jsou velmi aktivní v přijímání specifických etických kodexů. Nicméně, jak diplomová práce vysvětlí, ne vždy je individuálně přijatý etický kodex efektivní, aktuální a specifický. This Diploma thesis deals with the topic of ethical codes in the state administration of the Czech Republic. This issue is very important for good and efficient functioning of the state administration, but it is still neglected and under-discussed. The diploma thesis aims at explaining the importance of ethical codes in the state administration and conducting a research probe of a specific ethical code. The theoretical grounding of the text is based on the concept of good governance and its principles, the principles of ethics, the definition of the principles of an effective ethical code and the approximation of the current state of functioning of ethical codes in the Czech republic´s administration. The practical part - research probe of a specific ethical code, analyses its quality and effectiveness. The Czech Republic is actively committed to the concept of good governance and its governing bodies are very active in adopting specific ethical codes. However, as the diploma thesis explains, the individual ethical code is not always effective, up-to-date and specific.
