The standard of human resourses and their role in the regional development of the South Moravian Region
Surý, Jan ; Macháček, Jaroslav (advisor) ; Vochozková, Jacqueline (referee)
This diploma thesis deals with the topic of human resources in South Moravian Region (SMR). The thesis presents recommendations for changes in regional politics in the area of human resource development, based on the research of selected literature, analysis of current trends and strategic documents in the EU, the Czech Republic and the SMR, analysis and comparison of development potentials of LAU 1 regions in the SMR as well as my own survey. Final recommendations proceed from all of the theoretical and practical information presented in this thesis and suggest following changes: reducing disparities at lower regional level; refinement and optimisation of the overall evaluation process and final monitoring reports of implemented programmes; better support of regions in which lower development potential was detected; stronger promotion of information about the current situation in the labour market, wages and demand for employees in selected fields; simplification of information about the currently implemented operational programmes and promotion of simpler and more understandable forms of communication in order to enhance the activity of micro-enterprises leading to an increase in the total number of applicants for grants under the operational programmes. The advantage of this study compared to studies of a similar nature is the focus on the local market. Despite an above-average concept of human resource development in the SMR in comparison with other NUTS III regions these results allow to further optimise the local policy in this region.

Divoká příroda jako inspirace zahradního architekta
Havranová, Hana
This diploma thesis describes a development of a human access to the nature, a degree of an inspiration by the nature in the works of landscape architecture, but also a reasons why people were turning away from the nature or looked up to the nature in the certain periods. But the key chapters deal with the possibilities of an inspirations by a natural elements in the specific works of a garden art and also the ways of interpretation. A proposal of a model object reflects a theme of this thesis and is based on the acquired informations. The design solution connects the model object with a surrounding landscape by application of some selected approaches described in the theoretical part. The proposal is documented by a plan, perspectives and cross-sections.

Problems of Sexual Abuse in Childhood
VACHOVÁ, Pavla
The thesis concentrates on the issue of sexual abuse in childhood. The work is divided into four main chapters. The first and second chapter characterizes the development of a role of child from past to the present, particularly in legal terms. The author's focus is dedicated to the term definition of sexual child abuse, data and incidence of sexual abuse in context with other countries. Supported by viewpoint of other authors, a description of different views on sexual abuse of children is presented with specific forms of abuse (contact and non-contact). The third chapter deals with specific risk factors, related to children, the perpetrators (aggressors) and families. Autor´s focus is on the offender (deviant and non-deviant) and their degree of threat. The data is supported by research results published in the Czech Republic and statistical data from OSPOD MLSA. The last, fourth chapter is considered by the author to be of a great importance as it discusses the implications derived from sexual abuse in childhood. This traumatic experience may have crucial impact on further development and quality of life of the victim. The work is concluded with offers of preventative methods and the role of social worker in the process of uncovering a case of sexual abuse of a child.

Traffic accidents under the influence of alcohol and their social consequences on the territory of the Pelhřimov district. This thesis deals with the history of alcohol use and explains the analytical methods for detecting alcohol in blood in traffic accidents. It describes the effect of alcohol on the drivers and its metabolism and defines the current legislation regarding the driving under influence of alcohol in the period 2007 {--} 2008 and the legislation effective from 1.1. 2010. It outlines the status of traffic accidents and traffic accidents under the influence of alcohol, which occurred during the reporting period in the Czech Republic and especially on the territory of Pelhřimov district. The work also deals with social and economic consequences of accidents caused by drunk driving, not just the perpetrators but also the other participants of the accident. Developing the work I have collaborated with experts in the area and used methods of analysis of available materials (including foreign literature), the method of comparative study. I have made retrospective content analysis of data collected in the documentation of traffic accidents of Police of the Czech Republic and Interior Ministry statistics of the Czech Republic using methods of comparative research. The work is, inter alia, specifies the methods of analysis of liability, which was developed to study the influence of alcohol and other drugs on driving ability. The aim was to determine the level of the negative impact of alcohol on the ability to participate in traffic. The second objective was to determine the social consequences of accidents caused under the influence of alcohol for parties to these accidents.

Legal aspects of the accession of Croatia to the European Union
Humplíková, Kateřina ; Tomášek, Michal (advisor) ; Pítrová, Lenka (referee)
Legal aspects of the accession of Croatia to the European Union Abstract The EU enlargement policy is a fundamental instrument of the EU's foreign and security policy that enables Union to achieve its goals such as creating a common area of peace, stability and prosperity. Since the Western Balkans has experienced an armed conflict in the recent past and since these countries are direct neighbors of the European Union, the Balkan region represents an essentially important area in the strategic plans of the EU. The European Union as well as the Western Balkans' countries strives for the full integration into the European structures. In the context of the ongoing post-war reconstruction in the region Croatia's accession into the EU represents a significant historical moment. Croatia has already passed through the whole accession process and can act as a model example for other Balkan countries. In this thesis author mainly aims to map in detail the course of the accession process in general and understand the specifics of the Croatian accession in the context of the European policy towards Western Balkans. Although the EU has set down the accession criteria and procedural rules, accession process of every candidate state is different and depends on the actual situation of the country in question. This thesis...

Ethical Standards of Public Administration
Nachtigalová, Dana ; Čebišová, Taisia (advisor) ; Makovská, Markéta (referee)
The "Ethical standards of Public Administration" diploma thesis looks at the application of the Code of Ethics in central government administration and the civil service. The objective of the thesis is to evaluate the collected data, to determine the level of use of a single document, which addresses the ethical values within the administrative authorities, to identify problem areas and to propose possible solutions. The problem is defined and graphically displayed using a structured tree chart in the introductory part of the thesis. The next part of the thesis is dedicated to the subsequent identification of the problem and to the theoretical solutions, including the outline of a problem of applying ethical standards within the context of reform in government administration. This is followed by a brief description of the changes in the employment of civil servants in the government (public) administration authorities in neighbouring countries. The empirical part of the thesis is dedicated to an assessment of the research of the Code of Ethics implemented in individual government administration authorities and using interviews conducted with experts, the problem areas of implementing ethical standards are identified. By comparing current problems with theoretical starting points, solutions which...

Optimalizace chromozómových manipulací u jeseterovitých ryb
LEBEDA, Ievgen
Highly profitable black caviar market and the depletion of wild sturgeon stocks warrant improvements in sturgeon aquaculture. Therefore, chromosomal manipulations, particularly gynogenesis, are focused on for increasing the ratio of females over males in progeny. The present study focused on optimizing chromosomal manipulations in sturgeons, particularly gynogenesis. The reasons of low survival rates were analyzed and the critical steps of gynogenesis induction processes were optimized. In addition, alternative ways of DNA inactivation in sperms were investigated, as well as the influence of native light-dependent DNA repair mechanisms on gynogenesis induction. Methods of interspecific gynogenesis usage for simplifying gynogenetic progeny separation were also proposed. Spectrophotometry analysis was used to investigate the ability of UV light, as the most common DNA inactivating agent, to penetrate into sperm. In addition, investigation of UV-irradiated sperm motility and results of partial gynogenesis induction showed that low transparency of sperms for UV-light can cause significant heterogeneity of UV-irradiation. As a result, a proper dilution of sperm was suggested as a critical step for homogeneous UV-irradiation of samples. Gynogenesis in sterlet was induced with chemical agents that damage sperm DNA, as an alternative to UV irradiation for applied in large-scale production of gynogenotes. All tested substances showed ability to inactivate DNA in spermatozoa, and thus producing gynogenotes. Negative impact of treatments with chemical agents on the sperm motility was observed. Subsequently, these treatments had a low efficiency of gynogenesis induction. The highest percentage of produced gynogenetic larvae 19.8 ? 8.9% was obtained by treatment with aminomethyl-4,5?,8-trimethylpsoralen (AMT) at 50 ?M followed by UV-A (360 nm) irradiation at dose of 900 J/m2. Therefore, this treatment could be used as a substitute for commonly used UV-C irradiation, e.g., in the case of large volumes of sperm. Detailed investigation of photoreactivation in sturgeon sperm revealed a significant level of light-dependent DNA restoration in sperms irradiated with high doses of UV-C light. Induction of gynogenesis with UV-C irradiation followed by exposure to visible light resulted in significant deviations from the typical Hertwig effect. In contrast, the red light with a wavelength of more than 600 nm did not result in decreased DNA damage, instead a moderate increase in damage was observed, i.e., it did not induce photoreactivation. Therefore, the use of infrared light to illuminate work stations during the induction of gynogenesis is suggested. The use of interspecific gynogenesis, particularly gametes of sturgeon species with different ploidy levels, was suggested as a way to simplify the separation of gynogenotes. In addition, application of this method allowed studying the effectiveness of DNA-inactivation and ploidy restoration treatments separately, as well as evaluation of fitness parameters and survival rates in each group of progeny without the physical separation of fish. Finally, the protocol for tetraploidization in sterlet was optimized for the prospective using tetraploid individuals for the induction of gynogenesis and androgenesis with diploid eggs and sperm. In conclusion, the described methods and protocols allowed gynogenesis induction in sturgeons with a survival rate sufficient for aquaculture, taking into consideration their high fertility, although further studies of the consequences of this treatment on fish is required.
