Legal regulation of water quality protection Abstract This diploma thesis deals with the legal regulation of groundwater and surface water quality protection. Its aim is to analyze the legal regulation of water quality protection, together with the evaluation of legal instruments and the proposal of particular changes that could potentially lead to intensify protection of this indispensable component of environment. The diploma thesis is divided into five chapters. The first chapter deals with legal nature of waters, water management, acquiring ownership of water and the historical context of the emergence of legal norms regulating the area of water quality protection. The second chapter of the thesis is devoted to the international legal regulation of this problematics. Chapter three deals separately with the legal regulations of the European Union, their creation, application and significance for national law. The fourth chapter of the thesis discusses legal instruments for water quality protection, their division and application. This chapter also deals with the legal responsibility for water protection. The bachelor thesis deals with water resource management and is divided into two parts. The first part describes generally the significance of water itself and of water resource management, the respective legislative including. Water protection as an integral part of water resource management complex is mentioned as well. The organisation of state administration in water resource management is explained in details, including the legislative that is connected with water resource management in the Czech Republic and European Union. In the second part, activities of public administration are described as well as water resource management investments. For comparison, public administration organisation in water resource management in Israel is described.
Legal regime of protected areas and protective zones to protect water

This diploma thesis deals with the legal regime of protected areas and protective zones used to protect water. The diploma thesis is composed of four chapters. Chapter one defines basic terms, a protected area and protective zone, in general. This chapter also contains a comparison of both institutes and their application in environmental protection. The second chapter deals with the sources of relevant legislation protected areas and protective zones to protect water. Chapters three and four are central of the thesis as they contain an interpretation of legislation of each types of protected areas and protective zones to protect water. For individual institutes is analyzed their concept, function, form and method of their determination and especially their special legal regime based namely on bans and restrictions regarding certain activities in the given area. Attention is also paid to various limitations of property rights to real estate in the protected areas and protective zones and to possible compensations for such limitations.

Environmental legislation in the European Union recognizes the principle of proportionality as a tool that helps identify cases that require spending of disproportionate resources to achieve environmental targets. If economic costs of achieving a certain target are significantly higher than associated benefits, an exemption may be granted to prevent wasting resources on measures with only a negligible effect on the environment. The principle is well established in water protection by means of the Water Framework Directive (2000/60/EC) and in air protection through the Industrial Emissions Directive (2010/75/EU). In theory, such setting should ensure more efficient and robust water and air protection. However, with no unified methodology and a high level of discretion given to individual member states, the process of assessing proportionality has become very heterogenous. As a result, methodologies used across Europe often differ from each other significantly, possibly distorting the original idea of equal treatment of European water bodies and sources of air pollution. The bachelor thesis deals with an issue of protective areas of water resources, specifically ground water resources, which supply a drinkable water of Dlouhá Lhota. The thesis is separated into a several chapters. Literature research is the first chapter and it describes water management legislation, it also deals with an issue of water quality, water pollution and ways to protect watercourses. In next chapters there is a characteristic of the area, in which there are assessments of natural and water management conditions. The thesis detailed describes water resource and its parameters. After that, there is an analysis of risk, which endanger water quality, water quantity and health of water resources. With help of a few graphs, there are evaluated some water quality values: pH, colour, turbidity, ammonium ions, nitrates, nitrites, manganese, iron and CHSKMn. Based on these values there are some proposed measures, which should improve water quality of ground water resource of Dlouhá Lhota. Zones of hygienic protection ensure the protection of water source, which was established in the 80's of last century and now these are inconvenient. The next point is proposal of revision according to valid legislation.

The diploma thesis is focused mainly on water quality and water protection on Vranov Water Reservoir. The Vranov Dam is located on the Dyje River in the Znojmo District of the South Moravian Region, near the town of Vranov nad Dyjí. The first part of my work – literary research – is focused on the water pollution problem. Preliminary chapters deal with the industrial and agricultural pollution – pesticides. We discuss the issue of eutrophication and related aspects - nitrogen, phosphorus and Nitrate Directive. Moreover we deal with acidification, acid rain and the presence of drugs in the waters. The following chapter "Characteristics of the area of interest" describes the catchment area and the Vranov waterworks. In the practical part we work with analyzes obtained from Vodárenská akciová společnost, a. s. and Povodí Moravy, s. p. Selected indicators of water quality are evaluated and graphically depicted. We compare the results with the relevant orders and with the expert articles in the discussion, elaborate a risk analysis and evaluate the existing protective measures.

The aim of this bachelor thesis is to evaluate the actual weeds of field crops in the monitored enterprise plant situated in the corn production area. Monitoring was carried out in 2018 in rape, wheat and maize. The work also evaluates the comparison of weed infestation in unlimited and pesticidal bands. In the monitored crops, species were mostly found: Aspera spica-venti, Capsella bursa-pastoris, Geranium pussilum, Chenopodium album, Setaria viridis, Stellaria media, Thlaspi arvense, Veronica persica.

As part of the thesis named Proposal educational project for environmental education at secondary school was elaborated the theme Water as an essential part of life on Earth. The work is divided into two parts - theoretical and practical. The aim of theoretical part is to define the concept of the project, comparison of historical and contemporary conception of educational project, a description of teaching methods with a focus on teaching with the aid of projects and also on the positives, or risks of teaching with using educational project. An integral part of the theoretical part of the thesis is also description of the role of the teacher in the classroom with the aid of educational projects. For processing the theoretical part are used professional literatures and Internet sources. As methods for processing the theoretical part were used the analysis, comparison and synthesis. In the practical part of the thesis is the aim of the proposal educational project focusing on the theme of water. The part of the practical part is elaborated methodology of work with the created educational project and samples worksheets that will be used as part of an educational project. As a method in practical part of the thesis was used an analysis of school documents. A conclusion together with recommendations for teaching practice will be formulated based on results.

Legal instruments of the protection of water quality - Abstract The purpose of my thesis is to analyse a system of legal instruments of protection of quality ground and surface water. The reason for my research is fact that quality of water has an impact not only on every human being but also on the whole planet Earth because there is no life without it. The thesis is composed of six parts - introduction, four main chapters and conclusion, each of them dealing with different aspects of water protection. Short introduction outlines total amount of water and main problems lie with the actual amount of fresh water and quality of this water. Chapter One defines major sources of pollution which are point, non-point and emergency sources of pollution. The next two parts of this chapter contain actual state of quality both surface and ground water in Czech Republic. Chapter Two concentrate on relevant international, European and Czech legislation in water protection. The chapter consists of three parts. Part One focuses on international law which is based on bilateral and multilateral treaties. Part Two investigates the European Union water law with focusing on primary and secondary sources of law.
