The League of Nations and collective security: Reactions to Munich and the Winter War

The bachelor thesis deals with the reaction of the League of Nations to the key events of Czechoslovak and Finnish history, Munich and the Winter War. The thesis examines the events from the perspective of the League of Nations in order to determine what factors influenced the League response, taking into account the form of the Pact itself and the wording of the individual articles dealing with collective security. The thesis offers insights into the formation of the League of Nations itself, the resulting form of the Pact, and the most important interwar initiatives for the peaceful settlement of disputes. The main focus of the thesis is to examine the response of the League of Nations to Munich and the Winter War, with each of the chapters devoted to a given issue presenting the situation in which the League of Nations found itself in a given year (spring-summer 1938, autumn 1939), as well as focusing on the factors that influenced the operation of this peace-keeping international organization and affected its response to the events under examination. 1 Peacekeeping Operations within the System of Collective Security Summary The purpose of this thesis is to provide the reader not only with the basic overview of the formation of the peacekeeping missions and evolution of these missions to present form, but also to introduce him direction of present globalized (or globalizing) world in relation with the future development of international organizations and relations of its member states. The reason of my interest in this topic is my interest in history and what does existence of these organizations mean for our future. Are we stronger because of them or do they lead to more problems than they solve? This thesis is composed from chapters focused on history and organizational structure of international organizations, present state of peacekeeping operations, case studies of chosen peacekeeping operations, Czech Republic's involvement in the international structures and final chapter inspired by the Brahimi report which is focused on technological progress and its effect on present and future of peacekeeping operations and other conflicts. The Thesis is divided into three main parts. The first deals with the concept gradually collective security, the development of universal international organizations and is devoted to peacekeeping operations within the UN. I deal with here in particular the development of these missions from the beginning to the present. The first part is devoted to regional organizations and their contributions in the framework of collective security with regard to the guiding role of the UN. The intent of this section is to show the development of the concept of collective security and to highlight current issues related to security policy. The emphasis is on recent developments in the European area, especially on the development of common foreign and security policy. The work analyses the problems with the mobilization system of the Czech armed forces as one of the main elements in the rescue system of the Czech Republic. It is taken as a collective part of the rescue system of the European nation. Author presents hypothesis that somehow the rescue system still has not over come the division of the past when the world was divided geopolitically and the war danger was immediate. On the other side there may be some kind of inability to find the suitable way how to effectively use the professional forces committed to action out of the state. On the base of the historical point of view this work analyses the meaning of the rescue and mobilization system in the optional war conflict. Also it contemplates the changes in the geopolitics system after the year 1989. The first place takes the question whether the Czech rescue system really reflex to the geopolitical changes, whether the activity is effective - the ratio between the danger and economical and human resources. 1 Responsibility of States for Unlawful Acts in Cyberspace Abstract This master's thesis addresses the topic of responsibility of state for the unlawful acts in cyberspace. The research subject is the application of the legal norms and the possibility of the state being held responsible in the field of collective security and human rights in cyberspace. It discusses mainly the question of use of force, armed attack, and aggression. Regarding the human rights, this master's thesis focuses on right to private life and family life, freedom of expression and right to life. This thesis delimitates the rules of responsibility of state under the Articles on Responsibility of State for Unlawful acts. In the chosen fields it was found that the international public law applies in limited manner also to cyberspace. In cyberspace, many attacks take place, which may result in breach in different fields of international law. To answer the question of the state responsibility, it was firstly dealt with, whether the subject-matter of this breaches can be reached in cyberspace. Security Integration Processes in the Post-Soviet Space

The thesis deals with the topic of security integration processes in the post-Soviet space, and focuses on the Collective Security Treaty Organization (CSTO). The aim of the thesis is to specify the character of the CSTO from the perspective of collective security theories. The first part of the thesis studies different approaches to the concept of collective security. The result of the first part is the specification of criterions, which allow to identify collective security organization. The second part describes the characteristics of post-Soviet space and integration processes in the post-Soviet space. The third part analyses the Collective Security Treaty Organization. The conclusion provides arguments, why CSTO is not a collective security organization and why it should rather be considered as a collective defense organization.
