Abolition of Super-Gross Wage in the Czech Republic through the lens of the Multiple Streams Framework

In general, the changes in the area of taxation do not represent anything exceptional. But sometimes a change comes along that leaves a more significant mark on people's minds as the super-gross wage did. It came into being in 2008, as part of the reform of public finance of that time. Despite numerous attempts and efforts to cancel it, it lasted for 13 years. It was finally cancelled at the end of 2020 amid the COVID-19 epidemic. The final thesis, therefore, focuses on its definitive abolition. The aim of the diploma thesis is to examine the abolition of super-gross wage from the point of view of public policy and to understand the process of the abolition of super-gross wage in the Czech Republic with regard to both the policy stage of agenda setting and the policy stage of decision making. The thesis looks at the research problem through the lens of the multiple streams framework. It is conceived as a qualitative case study, where the data represent media outputs that are analysed using thematic analysis.
The Social Housing Act through the lens of the Multiple Stream Framework

The aim of this thesis is to describe and explain the process of advocacy of the Act on Social Housing in two different governmental periods, to find out the reasons for its failure and what strategies the actors used to promote their interests. The Act has been discussed in political discourse since 2007. During the government period of Bohuslav Sobotka, the agenda was pushed through and the substantive plan for the law was subsequently created. In the second government term of Andrej Babiš, work on the substantive plan was abandoned soon after the government was formed, and towards the end of the term there was an effort to push through the part dealing with the Act on Affordable Housing together with the Act on Public Benefit Housing Companies. In both periods, advocacy efforts were unsuccessful. Considering how complex and ambiguous the issue of the housing crisis and the actors involved in it are, I chose the Multiple Stream Framework for research. To analyse the policies, I used thematic analysis to examine secondary data such as public policy documents, strategic documents, expert studies and media outputs. A Common Legacy, Divergent Paths: Understanding the Transformation of Post-Yugoslav Welfare States

Four countries that had once been embedded in a common welfare state, the Socialist Federal Republic of Yugoslavia, have espoused different paths of institutional welfare transformation following Yugoslavia's dissolution. The author's PhD dissertation aims to understand the nature of the changes that have occurred in two welfare sectors (employment policy and family policy) in Bosnia and Herzegovina, Croatia, North Macedonia and Serbia, over the last two decades, by looking at changes in the characteristics of welfare programs and their implications on the capabilities of beneficiaries, as well as the levels of stratification they yield within these societies. Moreover, its other aim is to understand why such differences in welfare transformation came about. To that end, the dissertation applies Kingdon's Multiple Streams Framework (MSF) to identify important conditions that have contributed to streams converging and the opening of policy windows that resulted in agenda change.
Establishing Paternity Leave to Support Active Fatherhood in the Czech republic.

The Bachelor thesis is focusing on the topic of active fatherhood in the Czech Republic. The purpose of the thesis is to describe the process in the making of the politics, particularly the unapproved concept of minister Petr Nečas and the member of the parliament Michaela Šojdrová from 2009. At first the changes of the stance and the role of the father in the family from pre-historic times until present is described. Consequently, the specific types of supporting active fatherhood are introduced and compared with other European states - parents' benefits, paternity leave and sickness compensation. One of the suggested measurements, the so-called paternity leave, is programmed to support a functional family, the relationships in the family and to support the active fatherhood. As a part of the concept the paternity leave is analyzed with the aid Multi Stream Theory. The goal of the Multi Stream Theory is to find an explanation why some of the public policies are accepted and some of them are not. Process of Czech Audiovisual Legislation after 1989: Multiple Streams Framework Perspective

This diploma thesis deals with the process of creating an Audiovisual Act in the context of the transformation of audiovisual legislation in the Czech Republic after 1989. Although there was increasing pressure on change over time, as the original legislation did not reflect the epoch and was inadequate, this process lasted almost twenty years. The aim of the thesis is to understand the dynamics of the change in the process of creating audiovisual legislation, focusing on Act No. 496/2012 Coll. Next, identify the actors and factors that have had the greatest impact on policy change. To do so, this work uses and applies the theoretical framework of the Multiple Streams Framework, through which it sets the basic prerequisites for research. The methodological approach is a qualitative research and a research design of a single-case study. In terms of data collection, the text is based on six expert semi-structured interviews that form the base of primary research. Subsequent data are in the form of various documents, studies, press and annual reports, stenographies from the Chamber of Deputies, or, for example, the talk shows in which the process was discussed. Opportunity window during the process of enacting fares for students and seniors in Czech Republic

The diploma thesis deals with the mapping of the amendment to the law concerning the introduction of fare discounts for students and seniors with a focus on the fourth phase of the political cycle - implementation. The main goal of this work is based on the theoretical concept of the Multiple Stream Framework and aimed to identify the key reasons why the petitioners justified the adoption of the enactment of discounts in public transport. The main research questions focused on the opportunity window, the strategies used by the proposers to obtain support, the specific reasons for approving this amendment and its financial feasibility. The main goal was supplemented by a sub-goal, which was focused on the comparison of political and media discourse with the help of media analysis. The work is divided into three main parts - the first of them describes the nature of the Multiple Stream Framework and also describes the strategies that are used by actors to gain support for their proposal. The second part is focused on the methodology - it lists the set goals, sub-objectives, research questions and the method of data analysis. Universal basic income as a political concept and unfulfilled social reality

The master's thesis Universal basic income as a political concept and unfulfilled social reality puts focus on the concept of universalism in social policy and the possibilities of introducing its elements in the Czech Republic. The global discussion of the philosophy of social support and the popularised idea of unconditional financial transfers from the state to all citizens are thus translated into the Czech environment. The goal is to evaluate the instances hitherto applied at home and abroad, consider the perks and shortcomings of universal income, set the discussion within the contemporary Czech social framework, and assess whether it is realistic to implement reforms of this kind. The first chapter describes universal income as a concept, the second evaluates the history of universalism in the Czech Republic, the third provides an overview of the current Czech social system, and the fourth ponders possible avenues of implementing universalist reforms. Analysis of the policy process of adoption of the career code of teachers

This bachelor thesis deals with mapping of the process of approving the career order of teachers. It was a proposed amendment to the Act on Educational Staff, which would introduce a career system for teachers in the Czech Republic. The aim of this work is to map the whole public policy process accompanying this proposed amendment and to come to the reasons why this amendment was not adopted. A case study is chosen as a research design. The theoretical basis of the thesis uses mainly multi stream theory. Through this theory, the individual elements and events in the analyzed process are explained. For the analysis of actors, the approach based on the Colebatch's theory based on participation is chosen. The thesis uses phase model of a public policy cycle in order to orientate in the public policy process. Two interviews were conducted with the actors of this public policy process to obtain relevant analysis information. Through them, key elements are identified in the process under review, as well as their role in the process. The author in the thesis identifies the essential elements and moments in the process and finds out, which of these elements were essential for the ultimate non-acceptance of the career order.
